GUANGZHOU, Nov. 13 (Xinhua) -- Chinese Vice President Xi Jinping attended the opening ceremony of the 2009 UCLG World Council Meeting & Guangzhou International Sister Cities Conference, which gathered more than 1,000 representatives from about 210 cities and local organizations of more than 60 nations.     Founded in May 2004, the United Cities and Local Governments (UCLG) is the largest local government organization in the world. The mayor of Guangzhou is the current co-president of UCLG. Xi said the UCLG has become an important platform for multilateral exchanges and cooperation as well as a bridge of friendship for global cities. He believed that the UCLG would be able to integrate wisdom and strength of urban planning and management from different nations, and play a positive role in promoting peace and development of the world. The urbanization rate was only 17.9 percent in 1978, and the figure jumped to 45.7 percent in 2008, a growth of one percentage point per year.     Xi also explained the policies that China has taken to respond to the global financial crisis. He said although the world economy had showed some positive changes, the full recovery would still have a long way to go.     China would do its best to stabilize its own economic development, while playing an active role in international cooperation in order to promote the recovery of world economy, he noted.     He reiterated that China would continue to support the developing countries with a responsible attitude and fulfill its commitments of providing foreign assistance so as to push forward the realization of UN Millennium Development Goals.     Beijing Municipal government and the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) jointly held the World Council Meeting of UCLG in June, 2005. DATONG, Shanxi, Dec. 28 (Xinhua) -- Chinese Vice Premier Li Keqiang on Monday called for renovating the hovels in urban areas and at state-owned factories and mines across the country to better the livelihood of needy people.     Renovation of all squatter homes in cities and at state-owned factories and mines should be completed in the next fives years. Those hovels at state-owned forest zones, reclamation areas and coal mines will be renovated within three years, Li told a national meeting.     Different kinds of government funds will be used in the renovation work, and private investment will be encouraged, Li said, adding that favorable tax and land policies will be implemented.     He said the renovation efforts should be open and transparent and respect the wishes of the broad masses. Efforts should be made to avoid corruption.     Li said China will promote the building of low-rent houses to meet people's basic needs for housing.     By the end of 2008, China has 11.48 million families living in hovels, 7.44 million of which live in cities, 2.38 million nearby state-owned plants and mines, 1.66 million in forest zones and reclamation areas.

BEIJING, Jan. 4 (Xinhua) -- Beijing saw smooth flow of traffic Monday, the first workday of 2010, after a snow storm Sunday caused traffic breakdown in the national capital.     The city's bus and subway services went smoothly on Monday, with no gridlock and serious traffic accidents reported, according to the Beijing Traffic Management Bureau.     During the peak hours on Monday morning, the Beijing Subway Operating Company dispatched 20 additional subway trains to ease the passenger flow.     The early bus of all routes started off on time in the morning, according to the Beijing Public Transport Holdings.     Most of the bus services ran smoothly, while only 19 lines leading suburban mountainous areas were suspended, it said.     From 9:00 p.m. Saturday to 8:00 a.m. Monday, more than 20,000 sanitation workers were dispatched to clean the snow in the city's main roads with 15,710 tonnes of snow-dissolving agent, said Zhang Zhiqiang, an official with the Beijing Environmental Sanitation Group Co., Ltd.     By 9:00 a.m., all expressways in Beijing reopened to traffic, while some national and municipal highways were shut down due to the slippery road conditions.     The vehicle flow in Beijing was reduced Monday after authorities announced on Sunday that classes in primary and middle schools would be suspended on Monday, and urged institutions and companies to stagger their work time.     However, transportation in eastern Shandong Province and northern Inner Mongolia Autonomous Region was seriously affected by the heavy snow.     By 9:30 a.m. Monday, many expressways in Shangdong were closed and 19 flights cancelled in the Yantai International Airport.     In Inner Mongolia, 13 trains were delayed Monday in Hohhot, the regional capital, said the Hohhot railway authorities.     The No. 1820 train, carrying more than 800 passengers, started off at 5:10 p.m. after being stranded for 12 hours, they said.

ADDIS ABABA, Jan. 11 (Xinhua) -- China views Ethiopia as its major economic and trading partner in Africa, says Minister of Commerce Chen Deming on Monday.     The bilateral trade volume reached a historical high of 1.376 billion U.S. dollars during the first 11 months of last year, up 12.4 percent over the same period of the previous year, said Chen, adding that China's imports from Ethiopia during that period rose 202 percent to over 200 million dollars.     During his talks with Sufian Ahmed, Ethiopia's minister of finance and economic development, the Chinese minister said China's investment in Ethiopia had accumulated to 138 million dollars in areas like textile, daily necessities, machinery, glass, building materials and leather.     By the end of November last year, Chinese firms in Ethiopia had accumulated a turnover of engineering contracts with nearly 4 billion dollars, said Chen, who arrived here on Monday for a two-day visit.     Chen put forward a four-point proposal on further development of bilateral trade and economic cooperation: First, further expanding its imports from Ethiopia through the use of tariff-free policies; Second, strengthening cooperation in investment and engineering contracts and continuing to encourage strong Chinese firms to invest in Ethiopia; Third, fully implementing the eight new measures to enhance cooperation with Africa; Fourth, further promoting cooperation in official development assistance to support Ethiopia's infrastructure, and projects aimed to improve people's well-being.     For his part, Sufian expressed his thanks for China's long-term official development aid to Ethiopia.     The Ethiopian minister said trade deficit with China has improved significantly and China has become Ethiopia's biggest trading partner.     Sufian spoke highly of China's eight new measures to enhance cooperation with Africa, saying that Ethiopia would work together with China to fully implement the measures.

BEIJING, Jan. 2 (Xinhua) -- China's National Audit Office (NAO)announced on Saturday that, in 2009, no serious violations were found in the management of reconstruction funds for regions hit by the 2008 Wenchuan earthquake.     Auditors, however, did find some problems in the implementation of post-quake rebuilding plans, distribution of relief funds and management of reconstruction projects, said the NAO.     The NAO has transfered one violation case to the procuratorial organ in 2009. Two people responsible for the violation were arrested and another 11 people were in custody.     The NAO said it and its local offices have already released the auditing results to the public.     Liu Jiayi, chief auditor of the NAO said earlier that they would, in 2010, continue to keep a close eye on the whole process of post-quake rebuilding.
