Police said four people were injured Wednesday in two separate knife attacks about 30 minutes apart in central Vienna, Austria.Three victims were injured in the first attack outside a restaurant near the Nestroyplatz subway station, a police spokesman told CNN. Plans to build a new 4-acre, .5 million park in National City got a boost this week, thanks to a partnership with the federal government.The Environmental Health Coalition will help the city plan the park and the surrounding area, to make sure people can access the park without having to drive there.National City is one of just 10 communities across the country chosen for the Safe Routes to Parks Initiative.The new park will be near 22nd Street and Harding, where an empty field sits right now. As part of the construction, the EHC will help design safer streets around the park."Kids are trying to get from point a to point b and they have to cross through that main road," explains City Engineer Jose Lopez. "Without enhancements to the road, there's no way a 10-year old or 5-year old can cross the street."The EHC will help the city plan curb extensions, a median refuge island in crosswalks and local trails to let people walk through parks instead of along busy streets.According to a release announcing the partnership, communities chosen for the program had high rates of crime and violence, and also high rates of weight-related chronic diseases. The Safe Routes to Parks program  hopes to increase park use and help communities become healthier and safer.Right now the park is still in the planning stages. PHOENIX — Besides being our best friends, there are plenty of important jobs our dogs can be good at, like assisting people with disabilities, arson investigations and police work.  But is there a way to find out what is on a dog's resume before they go through all of that expensive training?  Researchers at the University of Arizona believe they may have found a solution. It is called the Canine Aptitude Test and it is in the early stages of development. The test is for adult dogs and looks to see if a dog's cognitive behavior will dictate where they would have more success as a working dog. "With assistance dogs that help people with disabilities, only about 50 percent of the dogs who begin training ultimately make it through," said Arizona Canine Cognition Center Director Evan MacLean. That means that major amounts of money are going to the dogs with no return on investment.For those who rely on these pets to live their lives, they are forced to wait sometimes up to two years or more."If that were any other kind of medical procedure it would be, we would think about this as a horrible thing," MacLean explained. "I need this operation and there's a two-year waiting list to get it. So, we would do something about that. So we want to do something about that with the dogs, too." Shelby Smith spoke to the University of Arizona on the impact an assistance dog has had on her life with a disability."Picasso to me is more than independence ... he's my best friend," Smith said. "He's someone I lean on ... depend on to get through daily challenges that comes with having a disability." MacLean said that stories like Smith's pushed him to really ramp up his research."For a long time, we've been interested in whether you can predict which dogs will become good working dogs based on aspects of their psychology or their cognition," MacLean said. Their next step is to determine if they can see these skills in puppies as well as testing a dog's genetic makeup. 2097

PINE VALLEY, Calif. — A suspected human smuggler was sentenced to 30 months in prison for barreling through a Border Patrol checkpoint, narrowly missing vehicles and severely injuring a border agent.Jorge Garcia-Osornio, 28, of Michoacán, Mexico, was charged with transporting certain aliens and aiding and abetting from the Nov. 14, 2017 incident.Border officials said Garcia was illegally in the U.S. when he approached a Pine Valley border checkpoint with two illegal immigrants hidden in the floor of his vehicle. As he neared the line of cars waiting, Garcia made an illegal U-turn and began driving in the opposite direction on the freeway, officials said.Agents began to pursue Garcia before he made another U-turn and headed back toward the checkpoint at speeds reaching 100 miles per hour.As he reached the checkpoint, officials said Garcia narrowly missed two vehicles and a border agent, and blasted through a metal sign, sending debris in all directions.“In committing his criminal act, Garcia not only placed the lives of those he smuggled in grave danger, but seriously injured a Border Patrol agent in the process,” Chief Patrol Agent Rodney S. Scott.That debris severely injured a nearby agent, who likened the blow to being "hit with a baseball bat." The agent was taken to a nearby hospital for treatment and has yet to return to duty.Garcia continued on for another three and a half miles at high speeds before exited a freeway and crashing into a hillside.
