LA MESA, Calif. (KGTV) — La Mesa's police chief will retire after more than five years in the role and following unrest over the police department's policing tactics.Chief Walt Vasquez announced Thursday that he will retire effective Aug. 27. LMPD says Vasquez delayed his retirement when the coronavirus hit in mid-March in order to continue serving through the pandemic."Over the past five years, our team has worked very hard to keep the citizens of La Mesa safe. The decrease in property and violent crimes in the City from 2015 to 2019 has been the largest decrease of all incorporated cities in San Diego County," Vasquez said in a statement. "This is extraordinary, especially when you take into consideration that the La Mesa Police Department is one of the lower staffed departments in the County. Crime decreases of this nature are only achieved through hard work and collaboration with the citizens we serve."Vasquez most recently was top cop after a controversial arrest video surfaced, showing a Black man, Amaurie Johnson, being shoved into a sitting position and arrested by a white cop. The cop that was at the center of that video is no longer employed by the city. Johnson has since filed a lawsuit against the city and the officers involved.Following the arrest, and on the heels of nationwide calls for police reform, a protest outside of La Mesa Police Department on May 30 saw a 59-year-old woman shot in the face by a bean bag round during the demonstration and hospitalized, bringing the department's response tactics into question. An investigation into that incident and the officer involved is still being conducted.As calls for police reform continued locally and across the nation, the department followed other law enforcement agencies and banned the carotid restraint technique.Prior to his role in La Mesa, Vasquez started his career in the San Diego Police Department in 1986. He achieved the rank of Assistant Chief before being sworn in as La Mesa's Chief in 2015.Vasquez also served on the Board of Directors of San Diego Youth Services for more than 10 years and has served on the Board of Directors of San Diego’s Trauma Intervention Program since 2018. (CNS) - Helicopters made water-dropping sorties Thursday morning on fast-moving, out-of-control wildfire, which was 0% contained after scorching 10,500 acres in the Lake Hughes area, prompting the mandatory evacuation of at least 100 structures.The Lake Fire was reported at about 3:30 p.m. Wednesday near North Lake Hughes Road and Pine Canyon Road in the Angeles National Forest, according to Marvin Lim of the Los Angeles County Fire Department, which was battling the blaze along with Angeles National Forest crews, as well as assistance from the Los Angeles, Culver City, Beverly Hills, Monterery Park and Santa Monica fire departments.ABC 10News learned teams from Rancho Santa Fe, Vista Fire, San Miguel Fire, Lakeside Fire, Oceanside Fire, Camp Pendleton, Pala Reservation, San Pasqual, and likely San Diego Fire-Rescue were dispatched to assist in the firefighting effort.Three San Diego County strike teams will also respond, with each team bringing five trucks.As of 7 a.m. Thursday, the fire's size was listed as 10,500 acres, with three structures destroyed and 5,420 threatened, according to the Los Angeles County Fire Department. No injuries have been reported.The fire west of Palmdale had a "rapid rate of spread," amid temperatures in the mid-90s, low humidity and gusty winds, according to the U.S. Forest Service. The forest service and county fire departments quickly called in second-alarm responses.The fire "will continue to grow and threaten the surrounding communities of Lake Hughes, Leona Valley, Lake Elizabeth, Pine Canyon and Three Points," the Los Angeles County Fire Department said about 10 p.m. Wednesday, adding air operations would continue overnight.By 4:30 p.m. Wednesday, the flames had burned 400 acres, and officials said the fire had the potential to burn 1,000 acres, according the department. That quickly changed two hours later, when the flames exploded across an estimated 10,000 acres, with no containment.The fire was entirely on federal land as of 6:30 p.m., according to the Los Angeles County Fire Department.Mandatory evacuation orders were in place."Currently there are over 100 structures within the evacuation area, to include primary residences and outbuildings within the communities of Lake Hughes and Pine Canyon," said County Fire's Chief Deputy of Emergency Operations David Richardson, adding firefighters were expected to remain on scene for several days.Evacuation centers were set up for displaced residents at Highland High School, 39055 25th Street West in Palmdale; and at the Castaic Sports Complex, 31230 Castaic Road in Castaic.."In this evacuation, unfortunately because of COVID protocols, a shelter is not actually established, people will have to stay in their cars," said Sgt. LA MESA (KGTV) -- East County residents are worried about thousands of parolees flocking to their community. The state wants to add a parole office in the city of La Mesa but residents are not happy about the proposed location, saying it's too close to their schools and homes. “I’m very uncomfortable with the prospect of violent and sexual offenders routinely coming into my neighborhood,” says Susan Nichols with the Grossmont- Mt. Helix Improvement Association. The new building sits at the end of Grossmont Summit Drive, directly behind homes on Mt. Helix. The location is in close proximity to local schools, less than a mile from Grossmont High School and Mt. Helix Academy. “The bus stop that would service this facility is directly in front of Grossmont High School, the same stop that the students will be using,” says Nichols.Supervisor Dianne Jacob sent her community a letter the Department of Corrections addressed to the La Mesa City Clerk. Parent Wendy Tinsley Becker says she’s extremely concerned about the children in this area. Her family made copies of the letter and hand-delivered them to neighbors living close to the site. Supervisor Jacob sent 10News a statement that says in part: “I’m deeply troubled by the state proposal and I share the residents’ concerns about the impact on public safety. Allowing convicted criminals to frequent an area that close to thousands of Grossmont High School students and quiet neighborhoods is a terrible idea.”The La Mesa City Clerk says they are doing what they can to prevent the parole office from coming to the city. 10News reached out to the State Department of Corrections about the location. LAS VEGAS, Nevada — In the era of the "Me Too" movement and against a backdrop of sexual misconduct in the school district, a YouTube video has some wondering whether a candidate for the Board of Trustees is sending the wrong message on social media. Her video is called "How to Be Sexy."It's been viewed more than a million times, but now it's getting serious scrutiny as the self-described non-traditional candidate is running for school board trustee. Watch the full interview with Danielle Ford in the video player at the end of this story."I initially searched for the videos because I started hearing other employees discussing it and saying they were kind of concerned," said Elena Rodriguez, CCSD Student Services Division. Elena Rodriguez has worked for the district for decades. She's an outspoken advocate for change and accountability and regularly attends and speaks at school board meetings."As difficult as it is for women to climb the ladder of administration and so forth, and the issues that we've had in the past with employees being accused of sexual harassment and discrimination and so forth, I think it sends the wrong message," Rodriguez said.Danielle Ford isn't shying away from her videos, but she does want to explain them. "As far as that particular video and the messaging of sexiness, I very much believe in empowering women to love their bodies and to be proud of who they are."Danielle dropped out of high school when she became pregnant at age 17 and got her G.E.D. She says this video and others posted on her Young Moms Club website are designed to reach out to other teen moms who face the same stigma and challenges she did when she was a CCSD student.Getting that message out is a serious effort for Ford. Drawing from her own personal experience she takes on the meaning of teen motherhood in the TedX talk from 2013."If we can offer support and encouragement to these girls rather than criticism and judgment, then we can all positively affect the lives of over 10 million people."Drawing from her marketing experience, Danielle says she has to be creative to ensure teen moms get her message. "And although I wouldn't use that same tagline and picture if I'm talking to different people, it worked!  Because that video itself has over a million views.  And it brought you here," Ford added.Danielle's message to feel confident and powerful at any age as a woman is strong. But the context of that video ("How to Be Sexy") is how to get and keep a man. Some are questioning if that's a good message to send to young girls. According to Ford, "Girls do want that! We all do! We all want a partner."Though she posted these videos years before knowing she'd run for public office, she stands behind them all. Including a video entitled "Why I Let My 10-Year-Old Daughter Date." But as you'll hear in the video below, that "date" was really just a family outing to Chuck E. Cheese.Ford said, "I feel like it's a really good thing to teach her now what a date is and how to be treated by boys."She also has a video on "How to Get a Boyfriend... It's Seriously Just Like Shopping.""When you watch the videos, the common theme is that we need to empower kids instead of criticizing them for having thoughts or whatever it is," Ford added.But Rodriguez says there's a better way to empower young women. "For example, towards education--higher education--technical schools. There are many other ways to empower women versus just talking about how you can be sexy."Long-time Trustee Carolyn Edwards, who's terming out of the spot Ford is running for, says trustees must live up to a higher standard and that includes social media.Regarding her "How to Be Sexy" video, Danielle told us, "I wouldn't make that video--based on what I've heard--again, but I'm also not going to take it down."In fact, she's got a link to her Young Moms Club videos on her candidate website.
