SAN DIEGO (KGTV) -- Candidates vying for the a seat in the 50th Congressional District reacted Monday to news that Rep. Duncan Hunter is set to change his plea to guilty in a campaign finance case. Documents show that Hunter is scheduled to appear in court Tuesday at 10 a.m. for a "change of plea hearing." Hunter said he would plead guilty to one count of misusing campaign funds in an interview with San Diego TV station KUSI. "My trial was set for January 22 -- that's not going to happen now. Tomorrow, on Tuesday, I'm going to change my plea to guilty. I think it's important not to have a public trial for three reasons, and those three reasons are my kids ... It's been a privilege to serve in Congress for 11 years, three tours in the Marine Corps in the wars. I think we've done a lot of great things for the nation."RELATED STORIES: Rep. I did not properly monitor or account for my campaign money. I justify that plea with the understanding that I am responsible for my campaign and what happens to my campaign money," Hunter told KUSI's Steve Bosh.Margaret Hunter pleaded guilty in June 2019 and agreed to testify against her husband.Read through the statements below: Darrell Issa, who has entered the race for the 50th Congressional District, released the following statement: “As a friend and a colleague, I thank Duncan Hunter for his service to our country in the Marine Corps and in Congress, where he has always been a strong conservative voice on behalf of his constituents. Though his misuse of campaign funds was clearly wrong, I wish him and his family the best as they address the matters ahead of them.” - Darrell IssaCarl DeMaio, who’s also in the running for the seat, released the below statement: “While this must have been a tough decision for him, Congressman Hunter’s decision to plead guilty is the right one for his family and his constituents and shows that no one should be above the law - especially Members of Congress. My thoughts and prayers are with the Hunter family as they go through this difficult process.”Ammar Campa-Najjar's campaign also released the following statement: "Today is a sad day for this district because no constituent hopes to see their congressman plead guilty to corruption. But today is also a day filled with opportunity because it’s the first time in years people, not political scandals, will come first again. 2618

SAN DIEGO (KGTV) — County health officials say a dead Cooper's hawk found in Ramona has tested positive for West Nile Virus. The hawk is the second bird to test positive for the virus in San Diego County in 2019. Two county residents have also tested positive for the virus this year, but officials say both were bitten and contracted the virus in other counties. Across the state, 184 people have tested positive for the virus and five people have died this year.County health officials are now reminding the public to protect themselves from mosquitoes that may be carrying the potentially deadly virus.West Nile virus is mainly a bird disease but can be transmitted to humans via mosquitoes who feed off an infected animal. Symptoms include headache, fever, nausea, fatigue, skin rash or swollen glands.Locals can prevent mosquitoes from breeding by removing any water that is sitting outside of homes or by using mosquito fish to control the bugs in stagnant water sources, like pools, ponds, or fountains. Mosquito repellent that contains DEET, picaridin, oil of lemon eucalyptus, or IR3535 is also recommended. 1123

SAN DIEGO (KGTV) — Chicken Charlie Boghosian is best known for the deep-fried concoctions he cooks up at the San Diego County Fair. But with fairs off the table for 2020, his work has taken a turn. Instead, he's set up a Christmas tree farm in the parking lot of Grossmont Center, with a pop-up eatery right next to it. "We're just trying to stay busy and trying to make money to keep the employees working and myself to keep playing the bills," Boghosian said. This — just one of the unique things happening in 2020 at malls across the county — which normally are preparing all sorts of events to welcome holiday shoppers."We feel with our outdoor setting, our big, wide-open spaces to walk, shopping here is as safe as it could be in this time," said Trevor Moore, marketing director at Grossmont Center.Moore said the mall had to cancel traditional events, including Santa's appearances, in exchange for a series of socially distant ones. On Thursday, it held a blood drive with hundreds of appointments. But Moore said the holiday decorations are up, the music is playing, and the mall's giving out free masks.Larger retailers, such as Best Buy and Target, have spread out their Black Friday specials over days or weeks. However, the retailers are under capacity limitations amid coronavirus restrictions. While that could hit the bottom line, customers who do go may benefit."A lot of consumers don't want to be bothered but if there is a question, there will be somebody there to answer that question and you're not going to go around the store trying to find somebody," said Miro Copic, a marketing professor at San Diego State University.Copic said the question moving forward is whether in 2021, whether consumers who buy all online this year come back to the malls, or whether their habits changed forever. 1822

SAN DIEGO (KGTV) - Construction is underway on upgrades to Pacific Beach Middle School. The campus will get a new 2-story building, featuring 26 state-of-the-art classrooms, as part of a "Whole School Modernization" project.Other aspects of the project include renovations to the existing cafeteria and library media enter, as well as a new HVAC system for the auditoriums and science classrooms."We'll have classrooms that represent 21st-century learning spaces," says SDUSD Facilities Communication Supervisor Samer Naji. "You're talking about flexible furniture so that the students and teachers can be creative with the way they use their spaces. You're talking about state of the art technology, voice amplification systems, smart boards that the teachers and students can all use."The administration offices will also be moved to a different part of campus, creating a more easily identifiable entryway for visitors."Right now it's a large priority for the campus that we have a secure entry," says Naji. "This ensures that, during the day when kids are in class, there's only one way in and one way out of campus."Security has been at the forefront of many SDUSD projects in the wake of school shootings across the country. District officials say they want to make sure all campuses only have a single entry for visitors. The new layout at PB Middle School will accomplish that goal. The building opened in 1931. Over the years, upgrades and expansions brought it to its current 13.8-acre footprint.Money for the project is coming from voter-approved Propositions S & Z. As part of the renovation, the current two-story library & classroom building will be torn down. Demolition begins in July. The work will be done in two phases, so the school can keep enough classrooms on site to accommodate students.Unfortunately, some of the murals on the current building will be lost in the demolition. The school's principal says they want to work with students and community members to design new murals for the new building. In 2017, SDUSD completed work on a new joint-use athletic field at the Middle School. They also built new parking lots and student drop-off/pick-up areas.San Diego Unified expects the latest project to be finished by the winter of 2021.Full details of the projects can be found here. 2325

SAN DIEGO (KGTV) - Another child has been diagnosed with E. Coli linked to animals at the San Diego County Fair, San Diego Health and Human Services officials reported Tuesday. The latest case involves a 6-year-old boy who visited animals at the fair on June 22, officials said. The boy began showing symptoms of Shiga-toxin-producing E. Coli (STEC) four days later. He was not hospitalized. 2-year-old Jedediah Cabezuela died of the illness and three other children were sickened by E. Coli, fair organizers said Friday.RELATED: Family mourns toddler dead after E. Coli exposure at San Diego County FairHealth officials confirmed Tuesday a previously reported case involving a 9-year-old child who was not hospitalized was due to E. Coli. “As we continue our investigation, more cases are likely to be reported,” said Wilma J. Wooten, M.D., M.P.H, County public health officer. “This is typical of any public health investigation. Since we asked doctors to be on the lookout for STEC, they are more likely to test patients exhibiting symptoms.” E. Coli can incubate over a period of 10 days. Fair officials closed the animal exhibits to the public on June 28. RELATED: Two-year-old boy dead, three sickened due to E. Coli linked to San Diego County FairSymptoms of E. Coli include bloody or watery diarrhea, vomiting, and severe abdominal cramps. The infection is contracted through a naturally-occurring bacteria in animals. 1435
