BEIJING, Aug. 13 (Xinhua) -- Chinese rating agency Dagong Global Credit Rating Co. on Saturday defended its AAA rating given to the Ministry of Railways, which has been under public fire over a train collision last month.The ministry received the long-term credit rating after launching on Monday its first bond sales since the crash on July 23 that killed 40 people near the Wenzhou city of eastern Zhejiang province.It sold 20 billion yuan worth of three-month bills on offer in the interbank market, with a yield of 5.55 percent, a relatively high rate for short-term government paper.The rating was assigned because of the ministry's status as a government agency backed by the central government revenue, its sufficient capital flows and strong financing ability, Dagong said in an email to Xinhua.The agency made the elaboration in response to market doubts as the ministry is already heavily indebted and the accident has stirred up skepticism about the its credibility and the safety of fast-expanding railways.Adding to doubts is that the AAA rating of the ministry is even a notch above China's local currency debt rating of AA+, which was also rated by Dagong.Government data showed the ministry's debts exceeded 2 trillion yuan (313 billion U.S. dollars) as of the end of June, raising its debt ratio to 58.53 percent, slightly up from the end of the first quarter of this year.Dagong said in the statement that the debt-to-asset ratio is medium level, lower than the alert line for the ministry which is 75 percent.The ministry has large-scale assets of good quality and relatively large room for fund-raising, Dagong said.The ministry has "extremely strong" repayment ability as it is backed by the state's credit, Dagong said, referring it as one of the three authorities that are allowed to issue bonds, along with the Ministry of Finance and the People's Bank of China.In July, the ministry issued 20 billion yuan of one-year commercial papers with a coupon rate of 5.18 percent, but only 18.73 billion yuan of the total was bought.Analysts said it has become more difficult for the ministry to borrow money because of tightened market liquidity and concerns over the ministry's debt burden.China's top four banks said at the end of last month that they will continue to offer loans to the ministry based on market conditions and risk appraisal. Credit from the four largest state-owned banks including the Industrial and Commercial Bank of China and the Construction Bank of China has been the major source funding the construction of China's fast-growing railways in recent years.

BEIJING, Sept. 2 (Xinhuanet) -- The amount of space junk orbiting the Earth could cause fatal leaks in spaceships or destroy valuable satellites, according to a report released by the U.S. National Research Council.Computer models have shown that the number of orbital debris "has reached a tipping point, with enough currently in orbit to continually collide and create even more debris, raising the risk of spacecraft failures," the Research Council said Thursday.So far, there are 22,000 pieces of debris large enough to track from the ground, but smaller objects could still cause serious damage.New international regulations are needed to limit space junk.And more researches should be done to test the possible use of launching magnetic nets or giant umbrellas to push the debris further towards the Earth where it would burn up, or into a higher but safer orbit.

SAN FRANCISCO, Aug. 3 (Xinhua)-- Google's top legal officer on Wednesday posted a scathing blog post, accusing Microsoft, Apple, Oracle and other companies of waging "bogus" patent wars over smartphone technologies.More than 550,000 Android devices are activated daily, but the success of the mobile operating system has yielded "a hostile, organized campaign against Android by Microsoft, Oracle, Apple and other companies, waged through bogus patent," said Google Senior Vice President and Chief Legal Officer David Drummond."Microsoft and Apple have always been at each other's throats, so when they get into bed together you have to start wondering what's going on," wrote Drummond at the beginning of the blog post under the heading "When patents attack Android."The top legal officer lashed out the coalition that Apple and Microsoft formed to buy Novell patents and Nortel patents.Last month, Google was outbid by the 4.5 billion bid made by the winning consortium of companies that includes Apple, Microsoft, Research in Motion, Sony, Ericsson and EMC on Canadian company Nortel Network's patent portfolio.The Nortel portfolio, which is in all of the companies'best legal interests, includes patents on 3G and 4G wireless networking, optics, voice processing, semiconductors and more.Last December, an unnamed consortium of companies, organized by Microsoft and including Apple, EMC and Oracle, also outbid Google for nearly 900 patents of software company Novell.Patent litigation between technology companies have been flaring up particularly over mobile devices and technology.Last August, Oracle accused Google of infringing on patents related to Java, which the database giant acquired when it took ownership of Sun Microsystems in early 2010.Microsoft is suing device makers who use Android, including Barnes & Noble, Motorola and HTC.Drummond wrote that "We're also looking at other ways to reduce the anti-competitive threats against Android by strengthening our own patent portfolio. BEIJING, Aug. 13 (Xinhua) -- The quality of the products China exported to the European Union (EU) improved during the first half of this year due to strict quality control measures, according to quality control authorities.The number of quality complaints made by the EU regarding Chinese imports declined by 45 percent in the first half of 2011, according to the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).The administration attributed the improved quality to its nationwide crackdown on counterfeited and substandard products.The administration launched a nationwide quality checkup in the first half of this year. Of the 4,815 batches of products that the quality control authorities checked between January and June, just 9.4 percent failed quality tests, 1.7 percentage points lower than that of the same period of last year, according to the administration.A total of 218,000 counterfeiting cases have been investigated so far this year, involving goods worth a total of 9.5 billion yuan (1.49 billion U.S. dollars), the administration said.
