BEIJING, Jan. 25 (Xinhua) -- China's 11 government departments have jointly released a guideline outlining major measures to lessen noise pollution amid rising noise disputes and complaints, the Ministry of Environmental Protection said Tuesday.The ministry's spokesperson, Tao Detian, said Tuesday the country saw rising complaints about noise pollution, which has caused an increasingly negative impact on the living environment in recent years.The 26-article guideline focuses on addressing noise pollution in fields including industry, construction, traffic and people's daily lives.Further, the regulation bans businesses from using acoustic instruments outdoors to lure customers.Also, heavy noise polluters are banned from entering industrial parks, according to the guideline.Moreover, motor vehicles should strictly observe speed limits, traffic restrictions and use of auto horns around "noise-sensitive buildings" such as hospitals, schools, government organs, scientific research institutions and residential buildings, it said.According to the guideline, government departments would also impose higher fines on noise polluters and collect fees for "discharges of excessive noise," in accordance with law.The newly issued document calls on various government agencies, such as the ministries on environmental protection, science and technology, public security, finance, housing, transportation and railways, to make coordinated efforts to curb pollution.Further, government organs could launch regular inspection campaigns in major cities, it said.According to the guideline, government agencies will set up a system to examine sound-proof qualities of civilian buildings and provide a list of major noise pollution sources by the end of this year.Also, the guideline ordered major cities to establish an automatic noise monitoring system and to equip each city in the country with at least one noise display screen by the end of 2011.

AMS, a particle physics detector, is designed to search for various types of unusual matter by measuring cosmic rays.Its experiments are designed to help researchers study the formation of the universe and search for evidence of dark matter, strange matter and antimatter. Endeavor also will fly the a platform that carries spare parts that will sustain space station operations once the shuttles are retired from service.The mission will feature four spacewalks to do maintenance work and install new components. These are the last scheduled spacewalks by shuttle crew members.Endeavor, which has been promised to the California Science Center in Los Angeles upon its return, was the replacement ship for Challenger, which was lost in a 1986 explosion as it ascended over the Atlantic that killed seven astronauts.It will be the second of NASA's three surviving shuttles to be retired. Sister ship Discovery, which will be transferred to the Smithsonian National Air and Space Museum, completed its last flight in March.Atlantis' final launch is scheduled for June 28. When the U.S. space shuttle program officially ends later this year, the Russian space program's Soyuz capsule will be the only method for transporting astronauts to and from the station.

BEIJING, Jan. 26 (Xinhua) -- China remained a major victim of trade protectionism during the past year, witnessing 64 trade disputes in this period, covering some 7 billion U.S. dollars in value, China's Vice Commerce Minister, Zhong Shan, said here Wednesday.The country faced trade disputes with both developed countries and developing ones, which came from not only traditional sectors but also high-tech industries, he told a national conference on trade promotion.For the short- and mid-term, China would work to maintain a stable growth in foreign trade and keep the growth rate higher than both the global level and China's economic growth, he said.China would also strive to achieve a more balanced trade structure by boosting imports and outbound investment, to strengthen the quality and efficiency of foreign trade, he added.China's foreign trade last year jumped 34.7 percent year on year to more than 2.97 trillion U.S. dollars, while its trade surplus fell 6.4 percent to 183.1 billion U.S. dollars.

  

LOS ANGELES, April 3 (Xinhua) -- People with lower levels of vitamin D are more likely to have stiffer arteries and an inability of blood vessels to relax, U.S. researchers have found.This finding also applies to people who are in general good health, according to researchers from the Emory University School of Medicine.The researchers presented their findings on Sunday at the annual American College of Cardiology meeting in New Orleans.Impaired vascular health in correlation with lower vitamin D levels contributes to high blood pressure and the risk of cardiovascular disease, the researchers say.The study involved 554 participants, with the average age of 47 and generally healthy.The average level of 25-hydroxyvitamin D (a stable form of the vitamin reflecting diet as well as production in the skin) in participants' blood was 31.8 nanograms per milliliter. In this group, 14 percent had 25-hydroxyvitamin D levels considered deficient, or less than 20 nanograms per milliliter, and 33 percent had levels considered insufficient, less than 30 nanograms per milliliter.The researchers monitored the ability of participants' blood vessels to relax by inflating and then removing a blood pressure cuff on their arms. To allow blood to flow back into the arm, blood vessels must relax and enlarge -- a change that can be measured by ultrasound. The researchers also made other measurements of smaller blood vessels and examined the resistance to blood flow imposed by the arteries.
