BEIJING, Oct. 15 (Xinhua) -- China will take measures to boost economic and social development in Tibetan regions in four provinces, according to a notice about a meeting chaired by Premier Wen Jiabao.     Wednesday's executive meeting of the State Council, the country's Cabinet, discussed how to support development in the Tibetan regions of Qinghai, Sichuan, Yunnan and Gansu provinces.     Tibetan regions in these areas are autonomous where Tibetans and people of other nationalities live together. The regions are the important plateau ecological barrier that cover the head-stream area of major rivers, such as the Yellow, Yangtze and Lancang.     The ecological environment in these areas are fragile with natural disasters occurring frequently. Infrastructure remained less developed, which hindered the development in these areas, the meeting said.     Measures should be taken to protect and build the ecological environment and improve people's living standard in these areas, and to make the income of urban and rural residents approach or reach the average level in western China by 2012 and approach national average by 2020.     Moreover, public services including education, public health and medical services should be improved in these areas, and infrastructure construction should be carried out to better support development.

BEIJING, Dec. 19 (Xinhua) -- Chinese Vice President Xi Jinping said here Friday that universities should pay more attention to the Communist Party of China (CPC) organ development on campus.     Party organs on campus are an important mechanism to unite and organize teachers and students, Xi said at a meeting here on CPC organ development on campus.     It will also help the universities to improve students' virtue and foster talents that fit the need of the country, he added.     Xi appreciated the great progress Chinese universities have made in developing CPC organs on campuses in the past three decades.     The CPC work shall always serve the reform and development of universities and personal development of students, he said. It should aim to maintain stability on campus and adapt to changing realities, he said.     Universities should try to recruit high-quality grassroots Party workers, who love and are good at this work, and create a favorable working and living environment for them, he said.     When it comes to the university administration, Xi said, college heads should not only have outstanding academic performance but also stand out in personal virtue and capability to manage people.

BEIJING, Jan. 21 (Xinhua) -- Taiwan's chief negotiator Ching Pin-kung hailed Wednesday significant progress on cross-Straits relations over the past year.     The cross-Straits relations in 2008 have made several breakthroughs, said Chiang, chairman of the island's Straits Exchange Foundation (SEF), at Wednesday's press conference.     SEF and mainland's Association for Relations Across the Taiwan Straits (ARATS), the two main negotiation bodies, held their first meeting in Beijing last June after the talks were suspended for almost 10 years. The second meeting was held in Taiwan in November.     The two sides reached six agreements after the two rounds of talks, including the historical direct links of transport, trade and post services which started on December 15.     "With all these breakthroughs, the cross-Straits ties have turned to be normal and practical with mutual trust and understanding," Chiang said.     Chiang said SEF would persist with building "positive" and "interactive" cross-Straits relations in the coming new year.     The main topics in the next round of the talks between the mainland and Taiwan, scheduled for later this year, would include joint efforts on cracking down on crimes, financial cooperation and regular cross-Straits flights, Chiang said.     Board members, supervisors and consultants in SEF planned to visit the mainland in 2009, according to Chiang.

Jia Qinglin (L), member of the Standing Committee of the Communist Party of China Central Committee Political Bureau and chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), meets with Chairman of Chinese Taiwan's ruling Kuomintang party Wu Poh-hsiung in Shanghai, east China, on Dec. 19, 2008.     SHANGHAI, Dec. 19 (Xinhua) -- China's top political advisor Jia Qinglin met with visiting Kuomintang (KMT) chairman Wu Poh-hsiung and honorary chairman Lien Chan respectively here Friday.     Wu and Lien were here to attend the 4th Cross-Straits Economic, Trade and Cultural Forum, scheduled for December 20 to 21.     The relations across the Taiwan Strait has realized positive interactions with efforts by both sides, by the Communist Party of China (CPC) and KMT, under a principle of building mutual trust, laying aside dispute, seeking consensus and shelving difference, and creating a win-win situation, said Jia.     "We truly hope compatriots from the two sides will join hands and the CPC and KMT will work together to create a new stage of peaceful development across the Strait."     When the international financial crisis affected both sides of the Strait, the mainland and Taiwan should cooperate to face it and find a way out, he said. "We could feel the difficulties Taiwan people are facing now." Jia Qinglin (R), member of the Standing Committee of the Communist Party of China Central Committee Political Bureau and chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), meets with Chairman of Chinese Taiwan's ruling Kuomintang party Wu Poh-hsiung in Shanghai, east China, on Dec. 19, 2008.     The Cross-Straits Economic, Trade and Cultural Forum will be a favorable platform of dialogue for the two sides, he added.     "We are very pleased to see that the cross-Strait dialogue was resumed after a ten-year standstill and direct links of transport, trade and mail services were realized. These achievements are hard won," Wu said.     The meeting between CPC Central Committee General Secretary Hu Jintao and then KMT Chairman Lien was of far reaching significance, he said.     "Once we decided to head for a peaceful development, we will move on instead of backing up," he said. "KMT has the courage to overcome difficulties and persistently push forward the peaceful development of the cross-Strait relations." Jia Qinglin (R), member of the Standing Committee of the Communist Party of China Central Committee Political Bureau and chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), meets with Lien Chan, honorary chairman of Chinese Taiwan's ruling Kuomintang party, in Shanghai, east China, on Dec. 19, 2008.     Lien said he was excited to see the new situation of the cross-Strait relations this year.     The previous three Cross-Straits Economic, Trade and Cultural Forums created a favorable and close environment of dialogue, he said. "At the coming forum, representatives of various walks of life from both sides shall exchange ideas and reach common understanding. This is what people on the both sides expect."
