SAN DIEGO (CNS) - County Supervisor Nathan Fletcher and the University of San Diego launched a small business accelerator program Monday for the communities of Chollas, City Heights, Encanto, Linda Vista, Rolando and Redwood Village. The Innovate-Up program will leverage roughly .5 million in resources from the county and USD to support and invest in local businesses. The program is funded in part by a 0,000 grant from the county to USD's Brink Small Business Development Center.Starting later this month, Innovate-Up will begin hosting free weekly workshops to offer one-on-one consulting and small group meetings between small business owners and industry leaders, county staff and USD faculty.RELATED: City of San Diego's 10 steps to launching a small business or startupAt each meeting, business owners will learn about how to bid on local government or university contracts, branding and marketing, how to attract seed money and how to certify a business as veteran-owned, women-owned or minority-owned.``Innovative products and new technologies don't just come from people living in Silicon Valley; I believe we have that same caliber of an entrepreneur living in Encanto, Chollas, City Heights, Rolando, Redwood and Linda Vista,'' Fletcher said. ``Innovate-Up will cultivate our homegrown talent, and help them to make a lasting impact on their community.''The first Innovate-Up workshop is scheduled for Aug. 22 at the Malcolm X Library. SAN DIEGO (CNS) - Gov. Gavin Newsom announced Friday that the city of San Diego is one of four cities in the state that will receive 0,000 in state funding to support residents affected by power shutoffs due to the threat of wildfires. While visiting Sonoma County emergency responders, local officials and residents affected by the Kincade Fire, Newsom announced the establishment of the Local Government Public Safety Power Shutoffs Resiliency Program, which will provide funding to local governments to maintain power service to high- risk areas affected by power shutoffs.San Diego, Los Angeles, San Jose and Oakland will each receive 0,000 in state funding through the program and all 58 counties in the state will receive at least 0,000 each. An additional million will be made available through a competitive grant process for incorporated areas of the state and .5 million will be available for tribal governments. The state included million in one-time funding in the state's 2019 budget to maintain public safety and limit the effects of power shutoffs by companies like San Diego Gas & Electric and Pacific Gas & Electric. Half of that funding will go to local governments and half will fund state agencies and departments to continue providing public services in the state."We must do everything we can to support Californians, especially those most vulnerable to these events," Newsom said. "These funds will help local governments address these events and assist their most vulnerable residents."Newsom and other officials in the state have hammered public utility companies like SDG&E and PG&E for shutting off power for multiple days at a time to protect against potential wildfire danger. State investigators determined earlier this year that PG&E equipment in Butte County caused last year's Camp Fire, the most destructive fire in state history, which killed 85 people.Newsom wrote a letter earlier this week to SDG&E, PG&E and Edison International executives, calling on them to coordinate power shutoffs with state officials. He also called on PG&E to offer rebates to customers affected by the shutoffs 2180

SAN DIEGO (CNS) -- A San Diego man who allegedly had Molotov cocktails in his possession at last month's La Mesa police brutality protest is facing federal charges, the U.S. Attorney's Office announced Tuesday.Zachary Alexander Karas, 28, is charged with possession of an unregistered destructive device for allegedly having two glass bottles containing gasoline and wicks while at the protest, which began May 30 and carried over into the morning of May 31.According to the charging document, officers spotted Karas and his girlfriend sitting on the pavement at the corner of Allison Avenue and Spring Street at around 2 a.m. May 31.Karas was arrested for not leaving the area after dispersal orders were given by law enforcement, following the declaration of an unlawful assembly, according to the complaint. In an interview with law enforcement, Karas allegedly said "he brought the Molotov cocktails to the protest at the police station because he intended to use the Molotov cocktails to set fires, but ultimately did not cause any fires."Fires were set at the Chase and Union Bank branches and Randall Lamb Associates building near the site of the protest, but the complaint does not allege Karas set any of the fires sparked following the protest."The Constitution strongly protects the First Amendment right of all to speak out and peacefully protest," said U.S. Attorney Robert Brewer. "My office is committed to protecting that First Amendment right."Violence, however, by a relatively small number of opportunists who sought to wreak havoc, destroy property, and threaten the safety of peaceful protesters will not be tolerated." 1647
