BEIJING, April 22 (Xinhua) -- The Chinese government announced a string of emergency measures Wednesday to provide convenient financial services for people in the quake-hit Qinghai Province and to support reconstruction.The People's Bank of China, the central bank, would lower the deposit reserve ratio for financial institutions in the quake area by 1 percentage point from Wednesday to help increase lending, said a statement posted on the website of the central bank.It would also reduce its rediscount rate for local Rural Credit Cooperatives by 1 percentage point to ease their financial burden.The rediscount rate is the interest rate charged to banks and deposit institutions when they borrow money from the central bank.The return of loans extended before the earthquake was not imperative until June 30, 2011. Residents and companies would be exempted from bad credit records if they could return their loans before the deadline, the central bank said.The statement urged local banks to resume business as soon as possible to meet rising demand for financial services.They should set up temporary outlets in tents, extend office hours and take measures to ensure adequate cash supplies so that residents could deposit and withdraw money conveniently.The measures were jointly introduced by the People's Bank of China, the China Banking Regulatory Commission, the China Insurance Regulatory Commission and the China Securities Regulatory Commission.The 7.1-magnitude quake struck the Tibetan Autonomous Prefecture of Yushu on April 14, leaving 2,183 people dead, 84 missing, and 12,135 injured as of Wednesday.

  

BEIJING, May 24 -- The United States yesterday pressed China to give "fair access" for foreign companies.At the same time, China stressed the risks both economies faced from Europe's debt woes, ahead of top-level talks in Beijing.Speaking in Shanghai, a day before the start of the Strategic and Economic Dialogue, US Secretary of State Hillary Clinton stressed the importance of American economic concerns for relations with China."In the coming days, officials at the highest levels of our two governments will be discussing issues of economic balance and competition," Clinton said in a speech given in a vast hangar at Pudong International Airport.U.S. Secretary of State Hillary Clinton gives a speech during her visit to Boeing Shanghai Aviation Services Co., Ltd. in Shanghai, east China, May 23, 2010."American companies want to compete in China," she said in front of a Boeing 737. But the Obama administration is keen to lift exports and employment, and the deficit remains a friction point.In comments published yesterday, China's Finance Minister Xie Xuren said cooperation with the US was all the more important in the face of the European debt crisis."At present, risks from European sovereign debt have increased factors of instability in the course of global economic recovery," Xie wrote an essay published in the Washington Post and on his ministry's Website.China and the US must "each protect macro-economic stability and strengthen macro-economic policy coordination, to consolidate the trend towards global economic recovery," Xie wrote.Xie's remarks jarred those of a senior US Treasury Department official who said ahead of the talks with China that Europe's crisis should have only minimal impact on the global recovery.There has been speculation that China may delay letting the yuan rise in value out of concern that its exports to Europe will suffer.

  

HANGZHOU, March 28 (Xinhua) -- China's Ministry of Water Resources (MWR) said Sunday the country will step up water conservation infrastructure construction to better cope with natural disasters.The central government has allocated over 80 billion yuan (11.7 billion U.S. dollars) this year for water conservation projects. Total investment in the sector is expected to hit 200 billion yuan, MWR vice minister Jiao Yong said at a work conference Sunday in Hangzhou, capital city of the eastern Zhejiang Province.Jiao said water conservation facilities in China would be expanded while insuring the quality of the projects.Meanwhile, repair and maintenance work on reservoirs in poor condition will be boosted this year, said Sun Jichang, a senior MRW official.China needed to reinforce a total of 6,240 faulty reservoirs in the three years to 2010. So far, only 2,000 of them have been reinforced as insufficient local funding or possible misuse of funds has delayed the work, Sun said.Local water authorities will be rushed as the Ministry is requiring all reservoir repair work be finished by the end of the year.
