(KGTV) -- Deputies arrested a man they say kidnapped his girlfriend’s 8-year-old son early Wednesday morning.According to the San Diego County Sheriff’s Department, the alleged kidnapping happened on the 300 block of Hillside Terrace at 2:15 a.m.Authorities say Guillermo Cruz, 32, was intoxicated when he drove to his girlfriend’s house, jumped a balcony fence, and abducted the woman’s sleeping 8-year-old son. Deputies say Cruz is not the child’s father.After calling 911, deputies spotted the vehicle Cruz was driving and pulled him over before making the arrest. The young boy was unharmed.Deputies say they noticed Cruz had an empty vodka bottle in the car with him. WASHINGTON — Leaders in Congress say they have reached a deal on a 0 billion long-awaited COVID-19 relief package, according to multiple reports. The announcement comes Sunday evening, after months of negotiations. "Moments ago, the four leaders of the Senate and the House finalized an agreement. It will be another major rescue package for the American people," Senate Majority Leader Mitch McConnell, R-Ky., announced on the Senate floor.Exact details are not released yet. It is expected to include 0-a-week in supplemental jobless benefits, direct payments of 0 for individuals, more than 0 billion in small business loans and more than billion for schools, as well as billions for help with vaccine distribution. Nothing is final, though, until the final language of the bill is released. The bill's text must be finalized, then given to the House and Senate for a vote. WASHINGTON — The government’s cybersecurity agency is expressing increased alarm about a hack of computer systems in the U.S. and around the globe that officials suspect was carried out by Russia.The cybersecurity unit of the Department of Homeland Security says the hack “poses a grave risk” to the U.S. government and state and local governments as well as critical infrastructure and private business.The Cybersecurity and Infrastructure Security Agency announced the SolarWinds Orion vulnerability that was disclosed this week as the compromised piece of software, was not the only way that hackers were able to get into government agencies, private companies and critical infrastructures over the last several months."CISA has determined that this threat poses a grave risk to the Federal Government and state, local, tribal, and territorial governments as well as critical infrastructure entities and other private sector organizations," the alert issued by the agency said. "CISA expects that removing this threat actor from compromised environments will be highly complex and challenging for organizations."The U.S. Energy Department is the latest government unit to announce they had systems compromised in the hack.The department says the impact of the hack appears to be “isolated to business networks” and "has not impacted the mission essential national security functions of the Department, including the National Nuclear Security Administration (NNSA)," which manages the country’s stockpile of nuclear weapons.It’s not just government agencies, Microsoft is reporting in a blog post more than 40 customers around the world appear to have been targeted in the hack.The hack creates a fresh foreign policy problem for President Donald Trump in his final days in office.President Trump has not made public comments regarding the hack, or the government’s response to Russia or whoever may be responsible. WASHINGTON — After months of on-again, and off-again negotiations, a bipartisan economic stimulus deal appears to be on the horizon. While nothing is official, optimism swept Capitol Hill Wednesday that something could be passed by the end of the week. The bill would not only provide economic relief but also keep the government open through 2021. Funding for the federal government officially runs out Friday night at midnight. STIMULUS CHECKS INCLUDED The biggest news is that stimulus checks appear to be included in the bill. While nothing is confirmed, Republican Senator John Thune of South Dakota told reporters that the checks would be around 0-0 per person, which is about half as much as last time. Whether or not you are eligible for a stimulus check will likely depend on your income, just like last time. WHEN COULD YOU GET IT? If Congress is able to pass a bill by Friday night, checks could theoretically be deposited into millions of accounts by New Year's Eve. That's because unlike last time, the IRS has already built the computer program to distribute checks and staffers have experience. This is what Treasury Secretary Steven Mnuchin said back in August about how quickly he could send out the checks. "I can have them out immediately," Mnuchin said. "If I could get that passed tomorrow. I could start printing them the following week," Mnuchin told reporters at the White House in August.
