SAN DIEGO (KGTV) — A frustrated neighborhood in Sabre Springs is preparing to fight back amid a string of car break-ins.Bill Powers owns a townhouse just off Poway Road where Sabre Springs meets Poway. A year ago, he says the reports on social media of car prowlers started to climb."Anger and frustration that it's happening right on my back doorstep," said Powers.An idea was born from that frustration.MAP: Track crime happening in your neighborhood"I think the use of a bait car would be really helpful," said Powers.He recently proposed the idea online and almost immediately, someone already volunteered their old car.Powers says the bait will be something like a used laptop, placed in plain view.  He'll pitch in some of the cameras, including GoPro cameras, to be mounted on homes and windows."Our goal is to get decent footage of the act and share it with proper authorities," said Powers.Powers is also looking for help."I have volunteers but definitely need more," said Powers.He's hoping for neighbors willing to take a shift watching the car. Powers tells 10News the volunteers will be following an "Observe and Report" to police or deputies protocol. Powers hopes to have the bait car up and running in the next few months. SAN DIEGO (KGTV) — A new cancer treatment is now available at the Scripps MD Anderson Cancer Center.This week 31-year-old William Apodaca became the first patient in San Diego County to receive the unique form of targeted cancer therapy. Apodaca was diagnosed with a rare form of cancer three years ago when doctors found neuroendocrine tumors in his pancreas.Neuroendocrine tumors are formed in hormone-making cells. They can grow in spots like your pancreas, stomach, and intestines. “It's a rare tumor that patients can live decades with and the hope is to improve quality of life by minimizing their need for more toxic chronic therapies,” said Dr. Marin Xavier, a Medical Oncologist at Scripps MD Anderson Cancer Center. RELATED: FDA approves two cancer treatments after expedited reviews“It was just devastating,” remembers Apodaca, who is also a nurse. After chemotherapy and other cancer-fighting therapies, Apodaca was finally able to try the new treatment, Lutathera, after it was FDA-approved earlier this year. Lutathera uses radioactively charged proteins to seek and attack cancer cells from the inside out. It is administered in four doses, which are given approximately every other month until they are finished. Apodaca had been traveling to Los Angeles for the treatments but was able to complete his final one in San Diego. He now has more energy and looks forward to going back to work, traveling, and getting married.“This medication is pretty much giving me a second chance at life,” said Apodaca. “Picking up the pieces of where my life was.”The drug works for two to five years, depending on how aggressive the tumors are. Patients who respond well can get retreated.Fifteen local patients have already signed up to get the new treatment and more are expected to come from other cities. SAN DIEGO (KGTV) -- A compromise in San Diego’s short-term rental debate may help the city get answers.In a news conference, San Diego City Councilmember Jennifer Campbell announced a compromise between “United Here,” which represents more than 6,000 local hotel, gaming, and hospitality workers, and Expedia Group, which is the parent company for short-term rental brands.Both sides have agreed on rules that Campbell said could help regulate the short-term rental industry -- by providing a balance between the hospitality industry and preserving the right of homeowners to use their property to help make ends meet.Under this agreement, it would cap the number of short-term rental permits that were granted and also establish a 2-night minimum stay.In turn, residents will be allowed to home share and those who rent out their homes part time -- usually during big events like Comic-Con, Pride, or December Nights -- wouldn’t have to pay the full permit costs.There will also be strict enforcement of the Good Neighbor Policy, which would include fines for those who violate it and possibly having permits revoked for repeat violations.This plan will be sent to the full council for further review. 1210

SAN DIEGO (KGTV) -- A bill created to improve warehouse working conditions has passed the state's Senate Labor Committee.Assembly Bill 3056, authored by Assemblywoman Lorena Gonzalez, ensures warehouse workers can take a restroom break, use a hand-washing station, drink water, or take a legally mandated break without fear of being fired.“We shouldn’t need to write a bill to make sure warehouse workers are able to take a restroom break or wash their hands without being reprimanded. But time and time again, Amazon has shown disregard for the safety of their workers -- even during this ongoing public health crisis,” Gonzalez said.AB 3056 not only applies to Amazon workers, but also to those who work at Target, Walmart, and other retailer warehouses.There has been an exponential rise in online sales leading to several companies adding automated systems to control the workflow. Worker productivity is monitored to determine whether someone has met a specified rate or quota of items pulled.Automated systems generate warnings when too many time-off tasks occur in a worker’s shift, and accumulated warnings can result in workers being fired without a human manager even being involved.The bill would establish civil penalties for an employer of 0 per employee for an initial violation, and ,000 per employee for subsequent violations. 1355

SAN DIEGO (KGTV) -- A field trip to one of San Diego County’s beaches is making waves on social media after underprivileged children were taken to the beach in a San Diego County Sheriff’s Department bus. Pictures posted on social media show the kids being taken to Del Mar Beach in the bus Thursday. One parent told 10News she was upset when she found out how her child was taken to the beach.“It just doesn’t look right. It just puts us in an awkward point of view,” said Kimberly Steele. "I feel like they would not transport children from La Jolla on a bus like that."According to STAR/PAL, the nonprofit organization that put on the field trip, the trips are meant to foster a relationship between the community and law enforcement. The group is made up of civilian and law enforcement personnel including baseball, soccer, and surf programs. “The message has never been ‘you’re gonna be on a bus that’s used for anything negative,’” said Claire Leveau, Executive Director of the organization.
