In the latest one, illegal workshops were found making and selling "gutter oil," which is processed from leftovers dredged from gutters.Gu Xiulian, former vice chairwoman of the NPC's Standing Committee, the country's top legislature, said ensuring safety is the top priority for the food sector, the country's pillar industry with an output of 550 million yuan (97.3 million U.S. dollars) in the first nine months of 2011.The development of the nation's food safety has failed to keep up with the demands of a public whose living standards have improved substantially in recent years, said Shi.Pledging to do everything it can to ensure food safety, the government takes a zero-tolerance approach to companies that sell unsafe food. In 2010 alone, authorities across the country investigated and handled 130,000 cases of food safety violations, shutting down more than 100,000 companies, according to the SCFSC."The food industry's overall development level is relatively low. There are weak links in the sector's credibility, management, detection techniques and even the laws and regulations," said Pu Changcheng, deputy director of the Administration of Quality Supervision, Inspection and Quarantine.Pu's points are exemplified by China's agricultural industry, which is largely based around small-scale production managed by disparate bodies. It would be a formidable task to eradicate the sector's safety issues.The catering business also faces a similar plight. The country has issued licenses to 2.2 million catering companies, most of which are small and individually operated, making safety supervision extremely difficult, according to Bian Zhenjia, deputy head of the State Food and Drug Administration.

SAN FRANCISCO, Nov. 11 (Xinhua) -- Google will launch its new music service next week, U.S. media reported on Friday.In an emailed invitation, Google said it will hold an event called "These Go to Eleven" next Wednesday in Los Angeles, which is expected to be the debut of Google Music, tech news website The Verge reported.Google is reported to be adding new features over the current version of its music service, such as a MP3 music store with connection to its social network Google+.According to a separate report from technology news site CNET on Friday, Google has not yet got licensing deals with all four of the major labels -- Universal Music Group, Warner Music Group, Sony Music Entertainment and EMI.Google introduced a beta version of its music service called Music Beta in May, enabling users to upload their entire music libraries for free to Google servers and stream songs from any browser or Android-based devices.Since the search giant failed to come to license agreements with major music labels at the time, Music Beta is essentially a massive cloud storage hard drive.

BEIJING, Jan. 20 (Xinhuanet) --The air quality has worsened in the Chinese capital since Wednesday, triggering renewed discontent among residents.Without rainfall and wind to dispel pollutants, particulate matter has been accumulating in the air. Most monitoring stations measured PM 10 (particulate matter smaller than 10 micrograms) at higher than 300 micrograms a cubic meter.In southwestern Beijing's Fangshan district, the Liangxiang station recorded 516 micrograms of PM 10 a cubic meter, the highest reading of the day, according to the Beijing Municipal Environmental Monitoring Center.More than 150 micrograms a cubic meter is considered hazardous to health.Beijing has been shrouded by heavy smog off and on this winter, and the ongoing air concerns are wearing on residents particularly as they prepare to celebrate the Spring Festival holiday next week."I almost got choked by the smog when I stepped out of the office building on Wednesday," said Yang Yanli, 24, an accountant. BEIJING, Dec. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, began here Monday to deliberate draft interpretations on two annexes of the Basic Law of the Macao concerning election issues.Li Fei, deputy director of the Commission of Legislative Affairs of the NPC Standing Committee, explained the draft interpretations to lawmakers.The Basic Law of the Macao Special Administrative Region (Macao SAR) was adopted in 1993 and went into effect on Dec. 20, 1999.Annex I to the Basic Law provides a method for selecting the SAR's chief executives while Annex II sets the method for the formation of its legislative assembly.Clause 7 of Annex I of the Basic Law says that if there is a need to amend the method for selecting the Chief Executives for 2009, and the terms subsequent to the year 2009, such amendments must be made with endorsement of a two-thirds majority of all the members of the Legislative Council and the consent of the Chief Executive, and they shall be reported to the Standing Committee of the National People's Congress for approval.Clause 3 of Annex II says that if there is a need to amend the method of forming the Legislative Assembly of the Macao Special Administrative Region in and after 2009, such amendments must be made with the endorsement of a two-thirds majority of all the members of the Assembly and the consent of the Chief Executive, and they shall be reported to the Standing Committee of the National People's Congress for the record.Li said that the phase "if there is a need to amend ..." should mean that they may or may not be amended.The decision-making on whether such necessity exists is reserved to the central authorities, or the NPC standing committee, said Li, adding that the Macao SAR government, rather than members of the Legislative Assembly, individually or jointly, should be the proper entity to propose any such amendments.Li also explained that if no amendment to the methods is adopted, the two Annexes should still apply.The full text of draft has not been made public yet, but the points raised by Li are identical to those in the committee's prior interpretations on Hong Kong SAR's Basic Law in 2004.During the deliberation, members of the committee noted that draft would help to safeguard Macao's long-term prosperity and stability.They also believed that it was "proper and necessary" to adopt the draft during this week's session as Macao's chief executive Fernando Chui Sai On had made the issue of modifying the method a "major work" in his policy address for the fiscal year 2012.Chui's statement recognized that "there is agreement that it is appropriate to properly modify the two methods in order to adapt to society's development and progress" and promised to "submit a proposal on whether to modify and - if so - how to modify the methods."Macao expects the formation of its fifth Legislative Assembly in 2013, and the selection of its fourth Chief Executive in 2014.
