SAN DIEGO (AP) — The number of people expressing fear of returning to their home countries when stopped at the U.S. border with Mexico has spiked, according to figures released Monday by U.S. Customs and Border Protection.U.S. border authorities fielded 92,959 "credible fear" claims — the initial step toward asylum — in the fiscal year that ended Sept. 30, up 67 percent from 55,584 the previous year. The "credible fear" claims accounted for 18 percent of all people arrested or stopped at the Mexican border in the latest period, up from 13 percent a year earlier.CBP publicly released the numbers for the first time as more migrants, many of them families and children from Mexico and Central America, seek asylum or other forms of humanitarian protection to gain entry to the U.S. The trend was highlighted by a caravan of more than 6,000 migrants, largely from Honduras, that arrived in Tijuana, Mexico, last month, many hoping to seek asylum across the border in San Diego.Commissioner Kevin McAleenan noted that most asylum claims are ultimately unsuccessful in immigration court and he renewed the Trump administration's call for Congress to address "these vulnerabilities in our immigration system." Judges granted asylum in 21 percent of their cases in the 2018 fiscal year."These numbers reflect a dramatic increase in initial fear claims by those encountered on the border, which is straining border security, immigration enforcement and courts, and other federal resources," McAleenan said.CBP didn't say how many people it stopped passed the initial screening, or "credible fear" interview, but historically about three in four clear the hurdle. SAN DIEGO (CNS and KGTV) - The San Diego City Council Tuesday approved a code amendment that prohibits housing discrimination against applicants using Section 8 vouchers or other rent substitutes. The proposed code amendment blocks landlords from rejecting applicants based solely on voucher status, though they would still retain a right, based on other rental criteria, to choose residents who don't use subsidies.Studies have found that prohibiting income-based discrimination leads to increased neighborhood options for residents and decreased segregation.“Hearing from the community was very powerful and I am happy that the Council approved the ordinance to end housing discrimination taking place in San Diego,” said Councilmember Georgette Gómez. “This is one step towards helping increase access to affordable housing for all San Diegans.”Local California governments with such provisions include Berkeley, Corte Madera, East Palo Alto, Foster City, Marin County, San Francisco, Santa Clara County, Santa Monica and Woodland.San Diego's proposed ordinance also establishes a landlord contingency fund for property damage or lost rent related to renters with vouchers.Implementation of the proposal is expected to take two years. Year one focuses on voluntary compliance as well as landlord outreach and education of the potential benefits of renting to Section 8 users, including consistent on-time rent payments, long-term tenancies, flexible leases and background checks.Year two introduces investigation and enforcement services.More than 15,000 low-income households receive Section 8 assistance through the San Diego Housing Commission. SAN DIEGO (CNS) - A former executive for an Orange County genetics company pleaded guilty today to a federal conspiracy charge for paying kickbacks to physicians.Donald Joseph Matthews, 50, formerly the vice president of market development for Proove Biosciences, admitted in San Diego federal court to paying doctors at least .5 million to order the company's DNA tests for their patients, according to the U.S. Attorney's Office.In total, the U.S. Attorney's Office said Proove billed around million to the Medicare program for the tests -- which the company alleged could determine a patient's risk of drug addiction -- and received around million in reimbursements.Prosecutors said the company claimed the payments were compensation for participation in a clinical research program, but the money was actually "directly tied to the volume of tests that a doctor ordered and whether a doctor continued to order more tests from Proove over time.''In his plea agreement, Matthews admitted that without the financial compensation, ``most doctors were not interested in ordering Proove's tests for their patients.''Doctors who complained about not being paid were told to order more tests, according to the U.S. Attorney's Office.The company's Irvine headquarters was raided by federal authorities in 2017.``Our nation's healthcare system cannot tolerate kickbacks to physicians while criminals line their pockets with taxpayer-funded healthcare dollars, particularly in light of our nation's current struggles with the COVID- 19 pandemic,'' said Acting Special Agent in Charge Omer Meisel of the FBI's San Diego Division.Matthews is scheduled to be sentenced Oct. 26. Gavin Newsom ordered that flags at the state Capitol be flown at half-staff Tuesday in honor of the eight Marines and one Navy sailor who died when an amphibious assault vehicle sank during a training mission last week near San Clemente Island."Jennifer and I were heartbroken to learn of the loss of nine service members in an accident off San Clemente Island," Newsom said in a statement. "It is a painful reminder of the sacrifice of members of our armed forces, who put their lives on the line for us. We stand united in mourning with their families and fellow Marines and sailors."The amphibious troop-transport vehicle was en route to a waiting ship about 80 miles off the coast of Encinitas about 5:45 p.m. last Thursday when it started taking on water for unknown reasons, according to Lt. Gen. Joseph Osterman, commanding general of 1st MEF.Seven members of the Camp Pendleton-based crew survived the accident. Medics took two of them to Scripps Memorial Hospital La Jolla, where both were admitted in critical status.
