SAN DIEGO (KGTV) -- Police are asking for the public’s help identifying the driver they say struck and killed a pedestrian in Mission Hills Thursday before fleeing the scene.According to police, the 57-year-old man was struck by the vehicle while crossing the street on the 1300 block of West Washington Avenue just after midnight. SAN DIEGO (KGTV) - Quiet neighborhood walks have turned disturbing for a growing number of women in Rancho Bernardo.Along Paseo Lucido, feet from a park, Lauren was walking her dog one early evening two weeks ago. She walked past the passenger side of an older, white, 2-door Toyota."The front windows were down and the seat was back ... looked over inside the car and saw he was exposing himself and touching himself," said Lauren.'He' was a large man in his 30s with short dark hair."He smiled when he saw me looking. I immediately looked away. Just very anxious and scared," said Lauren.Lauren took off for a neighbor's house. When she returned minutes later, the car was gone. About a week later - around 6:30 a.m. last Thursday - Robbie was blocks away on Avenida Venusto when a similar car, driven by a man with a similar description, pulled ahead of her and parked in a red zone."Kind of slouched back. He has his pants down, and he's actively touching himself," said Robbie.And again, the stranger met a woman's glance before driving off."And he looked up at me with a big smile on his face," said Robbie. These women aren't alone, as Lauren found out when she posted her incident on the Nextdoor app for her area."There are at least seven other women who have encountered this person in the last few months," said Lauren.In many cases, the women report the car pulling ahead and stopping. "I think he's targeting women who are walking by themselves or slowly walking their dogs by themselves," said Lauren.In one of the other reports, a woman says the man was driving a gray Honda. SAN DIEGO (KGTV) - On Monday, San Diego City Attorney Mara Elliott announced that the courts officially ordered the closure of a notorious independent living facility home off Ewing Street in the College Area, following a lawsuit brought by the City last November.“The circumstances were egregious,” Elliott told ABC 10News on Monday. She said the facility is no longer allowed to operate anywhere in San Diego County.“It was filthy. There were bed bugs. There were roaches. The air quality was not good,” she added. Officers had reportedly been called out nearly 300 times for issues like disturbing the peace and suicide threats.Now, the facility’s manager, operator and owners are ordered to pay a collective 7,000 in fines and restitution for victims.Eric Ching represents the homeowners who claim they had no idea the property was being used as an independent living facility. “They’re in Hong Kong. They’re elderly…they own this property [and] have a property manager that was supposed to manage this property. They were unaware of this problem until last year,” he told ABC 10News.Generally, independent living facilities provide the most vulnerable people with a last chance for housing before becoming homeless. This house had ten people living inside using disability checks to pay rent of up to ,000 a month.Elliott said the closure was part of a bigger crackdown. “It is one of our biggest objectives at the City Attorney's Office. We feel like we're the office that can stand up for the little guy…the most vulnerable [person] who otherwise would have nobody else to call,” she added.Elliott said that the facility’s operator, Mark Rogers, is charged with elder abuse and threats in a separate criminal case, which is still unresolved in the courts.ABC 10 News reached out to the attorneys for the other parties involved and are waiting for replies. 1875

The Employment Development Department reported Friday that from April to May, employers added 18,200 people to their payrolls. Still, the employment situation in San Diego County is dire. From May 2019 to May 2020, payroll employment is still down by 195,800 workers. "The positive thing is that the worst is behind us and we've seen month over month job growth so we're improving," said Alan Gin, an economist at the University of San Diego. "The negative spin is that we're improving but the situation is still bad."The hard-hit restaurant industry led the way with 9,100 new jobs, as coronavirus related restrictions began to lift, allowing in-house dining with reduced capacity.Eric Adler, who co-founded the Artisan Mexican restaurant Puesto, said this year has been particularly. But he says the chain is going to re-hire the upwards of 600 people it let go. On Friday, it held a job fair for its upcoming Mission Valley location, scheduled to open in July.
