BEIJING, Dec. 18 (Xinhua) -- China's State Council Thursday approved a plan to deepen reform and opening up in the southern Pearl River Delta area, where the country's reform and opening up drive was initiated 30 years ago.     The plan was unveiled on the day when the nation was commemorating the 30th anniversary of the 3rd plenary session of the 11th Central Committee of the Communist Party of China (CPC), which decided to open up the country and reform its struggling economy.     The pioneer area of the country's reform and opening up scheme was urged to accelerate economic restructuring and take the lead in building a resource-conserving and environment-friendly society, according to the plan approved by an executive meeting of the State Council, or the Cabinet.     The plan also pressed the area to promote technologies so as to excel in innovation, and coordinated development in both urban and rural areas was also stressed.     The meeting, presided over by Premier Wen Jiabao, said the area was also to take the lead in deepening reforms and opening up, so that an improved socialist market economy system could be established and a more open economic system could be set up as the region enhances its cooperation with neighbors Hong Kong and Macau.     The meeting said the Pearl River Delta is still maintaining stable and relatively fast development at present, but it also admitted that the area received powerful shocks from the current financial crisis, as there are many smaller and export-oriented enterprises in the region.     To keep the pace of development would be the top priority of the region at the present stage, the meeting said.

BEIJING, Nov. 8 (Xinhua) -- China's first non-governmental community foundation, the Arcadia Public Welfare Foundation, was launched at the Great Hall of the People in Beijing on Saturday.     The foundation was established with 100 million yuan (about 14.65 million U.S. dollars) donated by Shenzhen Airtown (Eastern) Industrial Co. Ltd. and Shenzhen Arcadia Real Estate Group.     "In the past, it was largely the government that took care of China's communities, but now social groups are playing a vigorous part," said Wang Jinhua, an official in charge of community construction of the Ministry of Civil Affairs.     Arcadia, a residential community built on landfill in Shenzhen, the city that was China's window of reform and opening-up, has received domestic and overseas habitat awards since 2005.     Li Aijun, board chairman of the Shenzhen Arcadia Real Estate Group, said the foundation planned to provide financial aid for community welfare projects, such as senior citizens' housing, schools, recreation facilities and environmental protection teams.     The first project will help a local hospital improve community health care and provide free exams.

ATHENS, Nov. 2 (Xinhua) -- China attaches great attention to the cross-border cooperation and is willing to work together with the international communities to strengthen its effort in the fight against corruption, Teng Jiuming, head of the Chinese delegation, said at the 13th International Anti-Corruption Conference here on Sunday.     Teng, senior ombudsman from the Ministry of Supervision of China, said that corruption is a common challenge faced by all countries around the world.     "For years we have been carrying out international exchange and cooperation in the anti-corruption field based on the principles of equality, mutual benefit, of respect for differences, and of emphasis on effectiveness."     Teng pointed out that the Chinese government is ready to enhance its anti-corruption efforts together with other countries, regions and international organizations, so as to create a just and harmonious world.     The Chinese delegation also introduced China's anti-corruption strategies and practices in recent years at the conference.     According to the requirement of the United Nations Convention against Corruption (UNCAC), the National Bureau of Corruption Prevention was established under the Central Chinese Government, which is the first corruption prevention organ at the national level since the founding of the People's Republic of China.     Teng said on 13th, May 2008, the Chinese government published the Five-year Work Plan (2008-2012 ) on building and Completing the System for Punishing and Preventing Corruption.     China has also tabled the Anti-Money Laundering Law and the Regulations of the People's Republic of China on Disclosure of Government Information in recent years.     Business bribery is a common challenge faced by the international community. Hu's last visit was on May 16, when quake relief work was in a critical phase.     The 8.0-magnitude quake, centered in Wenchuan County, left more than 69,000 people dead, 374,000 injured, 18,000 missing and millions homeless.
