BEIJING, Oct. 4 (Xinhua) -- China on Saturday denounced the U.S. government's decision to sell arms worth of about 6.5 billion U.S. dollars to Taiwan.     Foreign Ministry spokesman Liu Jianchao said the Chinese government and people firmly opposed this action which seriously damaged China's interests and the Sino-U.S. relations.     The U.S. government, in spite of China's repeated solemn representations, on Friday notified the Congress about its plan to sell arms to Taiwan, including Patriot III anti-missile system, E-2T airborne early warning aircraft upgrade system, Apache helicopters and other equipment.     Chinese Vice Foreign Minister He Yafei has summoned the charge d'affaires of the U.S. Embassy to China to raise strong protest against the U.S. move, according to spokesman.     China firmly opposes to arms sales by the United States to Taiwan, said Liu, noting that this has been a consistent and clear stance of China.     The U.S. government's agreement on arms sale to Taiwan severely violated the principles set in the three joint communiques between China and the United States, especially the communique on the U.S. arms sales to Taiwan signed on Aug. 17, 1982, grossly interfered in China's internal affairs, endangered Chinese national security, and disturbed the peaceful development of cross-Strait relations, Liu stressed.     "It is only natural that this move would stir up strong indignation of the Chinese government and people," he said.     "We sternly warn the United States that there is only one China in the world, and that Taiwan is a part of China," Liu said.     He said nobody could shake the strong will of the Chinese government and people to safeguard national sovereignty and territorial integrity and to oppose external interference, and nobody could stop the efforts to promote cross Strait exchanges and opening a new chapter of peace in cross Strait relations.     China urged the United States to recognize that it is seriously harmful to sell arms to Taiwan, Liu said, noting that the United States should honor its commitment to stick to one-China policy, abide by the three China-U.S joint communiques, and oppose the so-called "Taiwan independence".     Liu said the United States should immediately take actions to correct its mistakes, cancel the proposed arms sale, stop military links with Taiwan, and stop disturbing the peaceful development of cross Strait relations, so as to prevent further damage to the Sino-U.S. relations and the peace and stability across the Taiwan Strait.     China reserved the right for taking further measures, he noted.     The Standing Committee of the National People's Congress (NPC),China's top legislature, and the National Committee of Chinese People's Political Consultative Conference (CPPCC), China's top advisory body, on Saturday also express strong indignation over the U.S. arms sale plan.     The foreign affairs committee of the NPC Standing Committee and that of the CPPCC National Committee each issued a statement, stressing that people of all walks of life in China were firmly opposed to the U.S. arms sale to Taiwan.     "We firmly support our government's solemn stances over this issue," the statements said.     The statements said the cross Strait relations have recently witnessed sound momentum, which accords with the interests of both Chinese and U.S. peoples. The U.S. proposed arms sale to Taiwan actually was a move disturbing the improvement of the cross Strait relations.     The statements called for the United States to immediately correct its wrongdoing, and refrain from any further moves that will damage the Sino-U.S. relations and the world peace.     China's Defense Ministry also issued a statement Saturday, condemning the U.S. move.     Defense Ministry spokesman Hu Changming said the U.S. decision has ruined the good atmosphere of cooperation that had existed between the two armed forces over recent years.     The statement also warned China reserves the right of making further reactions.

UNITED NATIONS, Sept. 25 (Xinhua) -- Chinese Premier Wen Jiabao Thursday urged the international community, especially developed nations, to speed up intensive efforts to realize the Millennium Development Goals (MDGs).     CHINA'S CONTRIBUTION     Wen made the calls in his address to the UN high-level event on the MDGs. He told the meeting China has honored its commitments to the MDGs by dramatically reducing the number of Chinese living in poverty and by providing assistance to least developed countries.     China, the most populous country in the world, has accelerated development mainly through its own efforts and through reform and opening-up since 1978, and has "brought down the number of people in absolute poverty from 250 million to 15 million in less than 30 years," he said.     The nation's free compulsory education, medical care for 800 million farmers, and governance at various levels have all witnessed substantial progress, the Chinese premier said. The first and foremost development goal should be economic, with educational, cultural and social development also high on the agenda, he added.     He urged respect for the right of all countries to choose their own development paths suited to their national conditions, and called for efforts to resolve regional conflicts and ethnic strife through peaceful means.     On international assistance in eliminating poverty, Wen said developed countries in particular should assume the responsibility of helping underdeveloped countries.     "Assistance should be provided selflessly, with no strings attached. It is particularly important to increase assistance for least developed countries and regions," he said.     Wen proposed that donor countries double their donations to the World Food Programme in the next five years and that the international community do more to cancel or reduce debts owed by least developed countries and provide zero-tariff treatment to their exports.     Efforts should also be made to improve the working mechanisms for the development goals in the Millennium Declaration and coordinate the functions of international organizations to jointly overcome the difficulties facing developing countries, he proposed. Ninety-five percent of products from these countries will also enjoy zero-tariff treatment in the Chinese market, the premier said.     China will also increase agricultural technology support and provide more agricultural training opportunities for developing countries, he said.     Over the next five years, developing countries will get 10,000 more scholarships from China, along with some training programs provided exclusively for African teachers. China will also fully staff and equip the hospitals it builds for African countries and help train their medical staff.     Also in the next five years, China will develop 100 small-scale clean energy projects for developing countries, including small hydropower, solar power and bio-gas projects, the premier said.     Wen arrived in New York Tuesday morning for a three-day visit. LANZHOU, Sept. 14 (Xinhua) -- Inspectors had found poisonous chemical in the Sanlu infant formula produced by one of its partner producers in northwest China's Gansu Province, an official said on Sunday.     Two out of the 12 samples randomly selected from the Sanlu milk powder produced by the Haoniu Dairy Co., Ltd. in Jiuquan City had tested positive for melamine, said Xian Hui, vice-governor of Gansu.     "The products of Haoniu have been sealed up," he said.     The test was conducted after the Sanlu Group, a leading Chinese dairy producer based in northern Hebei Province, admitted that it had found some of its baby milk powder products were contaminated with melamine, a chemical raw material strictly forbidden by the country to be used in food processing.     As of Saturday, a total of 432 babies throughout the nation have been sickened with kidney stones after drinking the contaminated milk powder.     Haoniu was founded in 2002 with the registered capital of 51 million yuan (7.45 million U.S. dollars). Its production was in line with the Sanlu standard and its products use the Sanlu trademark.     As of Saturday night, Gansu has reported 102 cases of infant kidney stone caused by the Sanlu milk powder. Two babies have died, Xian said.     The province has so far seized altogether 164,000 packs of Sanlu milk powder.

GUANGZHOU, April 18 (Xinhua) -- Exhibitors at China's largest trade fair may have one more question to ask when their paper-thin profits are further squeezed by a fast-rising yuan.     "Are you willing to pay by euro?" Lu Jia, a sales manager from a local leather manufacturer at the Canton fair, ventured the final but most crucial question to her Turkish client after introducing her products.     "Honestly, starting clearing of euro transactions rather than the U.S. dollar is not easy for my company, but it is still worth a try given a faster yuan rise this year," the 23 year-old Lu said at the trade-promotion event in Guangzhou, capital of the southern Guangdong Province.     The Chinese currency, the yuan, breached the 7-yuan mark for the first time on April 10, gaining 4.47 percent this year and 18.27 percent since the government unpegged it from the dollar in 2005.     "The yuan appreciation far outpaced our business growth. Its weekly increases were even beyond our anticipation," said Cao Xiaojian, the Jiangsu Shuntian Co., Ltd vice chairman.     Like most other Chinese exporters, Cao earns dollar-denominated profits, which are on the decline as the dollar becomes cheaper. He said that a 1 percent rise in the yuan would result in a sales profit decrease of 2 percent to 6 percent and things were even worse for the garment industry.     "Profit margins for home electrical appliances are between 3 percent and 5 percent and the rising exchange rate has eaten them away," said Zhang Yujing, China Chamber of Commerce for Import and Export of Machinery and Electronic Products vice chairman.     Most exhibitors at the fair had to raise their offers due to higher costs in raw materials, energy and transport. Yet, they were afraid too high prices might scare away orders faced with sagging demand due to a global slowdown.     "A small rise in offers is acceptable," said Khaldoun Kalbouneh, general manager of the Furniture World, a trading company headquartered in Palestine. "But if the prices are too high, I may consider other markets."     Zhang said export-oriented sectors should improve their product mix, add more value and use financial tools to evade risks by the yuan rise.     As China's largest listed textile manufacturer, the Jiangsu Shuntian has pulled investment from textile into other industries like chemical, finance and securities, mines and high-tech, among others.     But many other companies prefer price increases. Chinese leading home appliance maker Qingdao Haier said it would re-set its prices with overseas sellers once the yuan gained more than 3 percent. The new price would be determined by the specific foreign exchange rate.     Feng Bin, Suzhou Chunlan Air Conditioner Co., Ltd general manager, said he hoped to transact via the euro. "The offer will expire in three months if the client sticks to the dollar. The exchange rate changes too quickly."     Experts say the change of currency clearing system is still not feasible for most exporters as it involves adjustment of export markets and bargain with foreign buyers. Besides, such services in domestic banks are too complicated, they say.     Therefore, some companies are considering financial derivatives as a way out. Shen Zhiming, Zhejiang Cathaya International Co., Ltd manager, said his company had bought currency futures for two years. "It is a real learning process for Chinese enterprises, a process for internationalization."     The China Import and Export Fair has two phases, from April 15 to 20 and April 25 to 30. The first phase features textiles, garments, health products, household appliances, tools, small vehicles and hardware.     Food, tea, kitchenware, decorations, toys, sporting goods and office supplies highlights the second phase.

GENEVA, July 19 (Xinhua) -- Related parties should enhance diplomatic efforts and show flexibility in order to find a negotiated solution to the Iranian nuclear issue, a senior Chinese diplomat said here on Saturday.     "Currently there is a rare opportunity for promoting the resumption of negotiations on the Iranian nuclear issue," said Chinese Assistant Foreign Minister Liu Jieyi, who represented China at a meeting here with Iran's top nuclear negotiator Saeed Jalili.     "Enhanced diplomatic efforts and flexibility are needed for an early resumption of negotiations so that a long-term, comprehensive and appropriate solution could be found for the nuclear issue," he said.     Saturday's meeting was led by EU foreign policy chief Javier Solana and attended by senior diplomats from the United States, Russia, China, Britain, France and Germany.     The United States was represented by Undersecretary of State William Burns at the meeting. His participation was seen as a shift of long-standing U.S. policy toward Iran, as Washington had always insisted that it would not talk with Tehran unless it halts its uranium enrichment activities.     "It's highly significant that for the first time the political directors of all six countries with Solana were talking with our Iranian colleagues," Liu told reporters.     "It was the shared hope of all parties participating in the meeting that we find a negotiated solution to the nuclear issue," he said.     Both Solana and Jalili said Saturday's meeting was positive and constructive and promoted understanding of each other's positions.     They also agreed to talk again by phone or in person in about two weeks.     At the meeting, Iran failed to give a clear answer to a package of incentives presented by the six countries last month over the resumption of nuclear negotiations.     "We hope very much we get the answer and we hope it will be done in a couple of weeks," Solana told a press conference following the meeting.     The package of incentives suggests that Iran get a temporary reprieve from economic and financial sanctions in exchange for freezing its enrichment activities. Preliminary negotiations over a permanent halt could then begin.     "The package is supported by all six powers ... we think if negotiations could be resumed on this basis and finally a negotiated solution could be found, it will be a very good way out," Liu said.
