SAN DIEGO (KGTV) — It’s something that has never happened before and could have long-lasting political impacts.Experts are projecting California will lose at least one congressional seat, and possibly two, once the 2020 Census numbers are finalized. The Census officially ended last week.If the outside projections are correct, it would be the first time ever that California’s political voice will shrink, and San Diego County is one of the most likely regions to have its representation diminish, according to Douglas Johnson, a researcher at the Rose Institute at Claremont McKenna College.Fewer House seats will affect all Californians, Johnson said, when big issues go before Congress.“That would mean we have two less votes in D.C. when there are votes on which state should get transportation dollars or what should be water policy or anything like that,” Johnson said.It also means California could drop from 55 votes to 53 in the Electoral College, giving the Golden State less influence in future presidential elections.When the squiggly congressional maps get redrawn, Johnson says it’s easy to predict which region will lose the first House seat: eastern Los Angeles County.“We can see that area is way short of the population for where it should be to justify the number of seats it has,” he said.Predicting the second seat on the hypothetical chopping block is trickier, he said.It could get carved out of the agriculture-rich Central Valley. But Johnson thinks the more likely scenario is that a seat in Northern San Diego County could be absorbed, in an area covering Solana Beach, Vista, Carlsbad, Oceanside and into southern Orange County.“The district in the middle is the 49th, and so it's the most likely to get squeezed,” he said.Ultimately, it will be up to the California Citizens Redistricting Commission to redraw the lines, a group created in 2010.They come up with crazy shapes because each district must have an equal population -- within one person -- based on interpretation from the Supreme Court. There are also federal requirements under the Voting Rights Act to group minorities together to ensure they have representation.Congressman Mike Levin (D-San Juan Capistrano) represents the 49th District.“It's far too early to discuss any changes to the District,” Levin said in a statement.There are still many unknowns. The latest data, from a company called ESRI, came from before the pandemic and showed California holding on to the second seat by a margin of less than 3,300 people.“Keep in mind, talking about 3,000 people in the context of a 40-million population estimate is a tiny, tiny fraction,” Johnson said. “The slightest undercount from the Census could trip us into losing that second seat.”The two states in line to take the seat are Arizona and Minnesota.Johnson said it’s hard to gauge how the pandemic could affect the count because the Census is a zero-sum game: it only matters if states are affected disproportionately.Both California and Arizona have similar “hard to reach” demographic groups, but Minnesota does not.“That's actually why I think Minnesota is a bigger threat to take our seat,” Johnson said.Minnesota had the highest self-response rate in the country, meaning Census workers had fewer people to find through follow-up efforts.California’s new Congressional districts will be in place for the elections in 2022. 3389

He tells 10News, “I think it's too soon to speculate on any events that would happen in May, June or July.”“Events of a certain size have been canceled and we're seeing that's to prevent the spread of illness,” says Skylar Crowley with the Better Business Bureau in San Diego. A spokesperson for StubHub writes to 10News, "Our policy is to provide a full refund with fees if an event is canceled. SAN DIEGO (KGTV) — Kids, parents, and youth sports leaders held a protest in front of the San Diego County Administration Building on Saturday to voice their concerns over the state’s regulations regarding games and competitions.Currently, under California coronavirus restrictions, youth sports can practice, as long as six feet of social distancing can be maintained, but they can't play games. People who gathered Saturday said the lack of games is taking a toll on the youth.“Thank you for honoring our safety but I think our mental health is important as well and for that to be good and top-notch, we need to be allowed to play our sports and escape from life,” said 7th grader Zoey Hagan, who stood with other girls in her soccer club.Bob Turner is both Executive Director of Presidio Soccer League and President of the Southern California Youth Soccer Association and said the athletes should be able to play games. He said they have created safety plans, including spacing out the times of games and shortening games to avoid crowds, only allowing one parent for each athlete, and also requiring masks of all referees, parents, and substitute players. Turner said they’ve sent countless letters and filled-out petitions to the state, but have not gotten a response. A spokesperson for San Diego County said the county has also been asked about plans for youth sports. They also asked the state and have not heard about what’s next.“This is small potatoes to them compared to a lot of the other things opening but it is our youth and what’s more important than our kids. We’re destroying these kids with what’s happening through the schools and now we’re taking this away. This is the only outlet some of these kids have,” said Turner.At Saturday’s protest, speakers took turns sharing their personal experiences. One parent questioned why other businesses can operate, but these athletes can’t play games.“It is infuriating to me that we’ll open up beaches, we’ll open up Home Depot, we’ll open up restaurants. These people can make their money. We can take care of the adults and make sure they’re doing well, but our kids are sequestered?” he said, addressing the crowd.After a handful of speakers comprised of parents and athletes took to the podium, a group of young athletes held a 'what about us' banner and marched around the admin building while chanting "let us play." 2394

SAN DIEGO (KGTV) - Loved ones are mourning the loss of a young South Bay woman to COVID-19.In mid-September, Elvira Martinez became the first in her family to come down with COVID-19 symptoms. She tested positive and was hospitalized days later. Around the same time, her daughter Cassie, who lived with her mother at a home in Nestor, started feeling sick."Her first symptoms were a cough and then a fever in after that," said Cassie's boyfriend Ricardo Ferreyra.A week later, Ferreyra brought her to the ER."She couldn't hold down food, barely able to stand up," said Ferreyra.She was admitted and diagnosed with COVID-related myocarditis, an inflammation of the heart muscle. Her brother David says in the next 24 hours, she would suffer two heart attacks. On Saturday, Cassie Martinez, who had no underlying conditions, died at the age of 29."I miss her so much. She had the beautiful personality of anyone I've ever known. She walked into a room, and it lit up," said David Martinez."I'm heartbroken, in a million pieces. She was so caring, put everybody else first," said Ferreyra.Ferreyra says it was love at first sight the day he met her at the insurance company they both worked at more than eight years ago."She captivated me and has done so ever since that day," said Ferreyra.He had decided to propose to her, possibly on their eight-year anniversary in mid-October."I wanted to take her out on a sailboat, spend some time together and propose in the middle of the ocean ... She is my soulmate, somebody I wanted to spend the rest of my life with. We had so many plans," said Ferreyra.Family members aren't sure how they contracted the virus. Both Cassie and her mother were taking precautions and staying close to home. Her mother remains on a ventilator in an ICU.A Gofundme campaign has been set up to help the family with expenses. 1856
