(CNN) -- Nike's gamble to partner with athlete-turned-activist Colin Kaepernick paid off Sunday as the company won an Emmy for outstanding commercial at the 2019 Creative Arts Emmy Awards. The commercial, titled "Dream Crazy," features Kaepernick alongside other sports legends including Serena Williams and LeBron James, who have reached beyond their personal achievements to support and advance political and social causes. The ad was released in September 2018 days before the start of the NFL season. Kaepernick was one of the faces of Nike's 30th anniversary commemoration of its iconic "Just Do It" campaign.Despite some intense response to the ad -- like people burning their Nike shoes and a Missouri college dropping the brand -- the company's stock hit an all-time high. Nike also gained tens of thousands of Instagram followers after announcing the campaign.Since the commercial aired on televisions around the world, Nike has released several other socially and politically charged ads featuring an array of athletes from different backgrounds. Most recently, Nike partnered with the Toronto Raptors in their release of a team-branded hijab for Muslim women athletes. 1185

(KGTV) — California updated its reopening guidance this week to allow all personal care services to open with indoor modifications during the pandemic. The updated guidance allows personal care services including:Esthetic and skin care servicesElectrology servicesNail servicesBody art professionals, tattoo parlors, and piercing shopsMassage services (in non-healthcare settings)(California's reopening guidance and restrictions for these businesses can be found here.)The services may reopen in counties, including those listed in the state's first reopening tier (widespread/purple), with indoor modifications that "create a lower risk environment for employees and the public," according to a state release.RELATED: California theme park leaders call reopening guidance unreasonableThe California Department of Public Health says evidence has shown that the risk in the newly added businesses can be "sufficiently mitigated with modifications to allow those services to resume.""As parts of the world and much of this nation are experiencing another wave of COVID-19 cases, it’s more important than ever we take this disease seriously," said Dr. Erica Pan, Interim State Public Health Officer. “Our Blueprint for a Safer Economy is driven by science to keep the risk of COVID-19 transmission low in order to help keep Californians safe while allowing for a safer reopening of our activities. Our approach and pace intend to avoid the difficulties that result from repeatedly opening and shutting down economic activity and tries to balance the level of a myriad of activities and economic areas that are important to all of us. The most important things all Californians can do to reduce COVID-19 transmission are masking, keeping physical distance and avoiding mixing when possible.”The update was announced a day prior to the state releasing reopening guidance for theme parks to resume operations for certain tiers during the pandemic. 1949

(KGTV) - A group of San Diego lawmakers, water agencies and business leaders are joining forces in opposition of a possible new state tax on tap water.Under the proposed State Senate Bill 623, Californians would see an additional 95 cents per month on their water bills.SB623 is one of two articles of legislation being discussed by state lawmakers that could see residents’ water bills go up by more than per month. The goal of the tax would be to clean polluted groundwater around the state, particularly agricultural areas where water is considered undrinkable -- with arsenic, lead and nitrate levels that have been compared to Flint, Michigan’s crisis.State Sen. Bill Monning (D-Carmel), who authored the bill, said SB623 "will establish the Safe and Affordable Drinking Water Fund to provide an ongoing source of funding to finance water improvement projects throughout California. The USGS map below show various water sites around California. Click on the map for more information on the sites. Approximately 300 water systems in California currently have pollutant violations, such as arsenic, lead, nitrates, and uranium that have been linked to nausea and vomiting, cancer, reduced mental functioning in children, nervous system decline, miscarriages, and numerous other health issues.Support of the fund will come from a fertilizer mill fee, a fee on dairies, and a fee assessed on water bills of no more than a month per household, and is anticipated to generate 0 million a year. Low-income rate exemptions are provided for households under 200% of the federal poverty level."The State Water Resources Control Board created a map of water pollutant assessments throughout the state. Click on the map below for more data. Numerous agricultural groups and environmental organizations have come out in support of SB623, but many, including the San Diego County Taxpayers Association and other local groups, have said the bill is “counterproductive because it will make it harder for low-income residents to afford this necessity. A precedent-setting tax also could lead to additional taxes on water for a variety of project and programs.” 2175

(KGTV) - Experts from the San Diego Zoo have been sent to Madagascar to help care for nearly 11,000 tortoises discovered in a massive poaching bust. The April 10 discovery by local police found the tortoises covering virtually every room in the raided home. The animals did not have access to food or water.Since the discovery, hundreds of the tortoises had died from dehydration and illness.RELATED: Tortoise with broken shell recovering after surgeryAuthorities believe the 10,976 tortoises discovered were part of illegal pet trading and planned for shipment to Asia. There, tortoises shells are highly prized, officials said.San Diego Zoo officials will help supply medical supplies, administer care, and general assistance, according to the zoo."Unfortunately we have had a number of situations in recent years where our staff has been called upon to assist animals that have been caught up in wildlife trafficking,” Kim Lovich, curator of reptiles at San Diego Zoo, said. "This is an overwhelming situation, where we recognize that every individual we save may make the difference between this species’ long-term survival and its extinction. We have to help."Crews are working to relocate the surviving tortoises to SOPTOM-Villages des Tortues, a 17-acre private wildlife facility in Ifaty, for further care.Zoo officials say radiated tortoise populations have declined more than 80 percent in the last 30 years. The species could be extinct in the wild in less than two decades. 1517

(KGTV) - Halloween is Thursday, allowing San Diego children to collect candy for the sugar high they love - and parents dread. When kids return home from trick or treating with full buckets and pillowcases, not every candy will disappear on Halloween night. A study conducted by Bid-On-Equipment found California’s top candy is Kit Kat. What is your favorite Halloween candy? 383
