EL CAJON, Calif. (KGTV) - When their friend was diagnosed with cancer, two El Cajon fifth-graders never imagined it would make her feel unwelcome at school. "She was coming back to school for half days because she was feeling a little bit better, and we heard that she was being bullied," said Wriley Lee, referring to her friend Trianne Nguyentu.Lee and another student, Matthew Stevens, decided they needed to do something to support Nguyentu. "Honestly, at first, I didn't believe them. I thought they were trying to get a rise out of me because it was so unexpected," said Principal Tita Cordero-Bautista. But the students were serious, so Cordero-Bautista teamed up with a school counselor to guide the students through the process.To teach more students a lesson in empathy and compassion, the counselor helped Lee and Stevens give an announcement to their classmates explaining their choice. Dr. Anthony Fauci again broke with President Donald Trump on several key aspects to the administration's response to the coronavirus pandemic during a conversation at Georgetown University on Tuesday.Notably, Fauci said that while schools' goal should be to reopen in the fall, the decision should be left up to local districts in areas where the virus is surging."We should try as best as possible to keep kids in school," Fauci said. "...however, that's going to vary depending on where you are in the country."Fauci said in areas where the virus isn't prevalent; schools should feel comfortable reopening to students. But in areas where cases are spiking — Fauci identified Arizona, California, Florida and Texas as states where the pandemic is the worst — the decision should be left to local officials.He added that districts should "make a decision based on the judgment that the safety of the children and safety of the teachers is paramount."President Donald Trump has called for all schools to reopen in the fall, and threaten to withhold federal funding in districts that choose not to open to students.In addition, Fauci also broke with Trump on testing. While Trump has said as recently as Saturday that spiking case numbers in America are the result of a high volume of tests, Fauci pointed out that other troubling specifics are on the rise."There's no doubt it's both (the number of tests and the uncontrollable spread of the virus that are causing case numbers to rise)," Fauci said.He added that the percentage of positive tests to the total number of tests taken is on the rise in many parts of the country. He also pointed out the hospitalizations are also up throughout the country and added that deaths may rise in the coming days.However, Fauci added that he does not believe the average amount of deaths will rise to the level of where they were in the spring, adding that the average age of a COVID-19 patient is skewing younger than it was earlier in the pandemic.Finally, Fauci was asked who Americans should trust during the pandemic."Trust respected medical authorities...who have a track record of telling the truth," Fauci said. It also comes days after reports emerged that White House officials were "concerned" about Fauci's recommendations during the pandemic, including advice from earlier this year in which he urged Americans not to wear masks.Initially, Fauci did recommend that Americans avoid wearing masks in an effort to keep from emptying an already-depleted stockpile of personal protective equipment. He has since made an about-face and has urged all Americans to wear masks. He's also admitted that the mixed messaging has been detrimental in slowing the spread of the virus."We have to admit it, that that mixed message in the beginning, even though it was well-meant to allow masks to be available for health workers, that was detrimental in getting the message across," Fauci told NPR earlier this month. Dr. Anthony Fauci, the nation's top expert on infectious diseases, said Tuesday that he believes that it's "unlikely" that a viable COVID-19 vaccine will be available before the Nov. 3 general election.Fauci's comments contradict those of President Donald Trump, who implied Monday that a vaccine could be ready by October.During a health forum with Research!America, Fauci said that while it's not impossible for a vaccine to be safely granted Emergency Use Authorization within the next two months, he doesn't think one will be made available until the end of the year.Fauci noted that there are three vaccine candidates currently in the midst of the final phase of testing. Two of those candidates — vaccines made by Moderna and Pfizer — both became the first vaccines to begin Phase 3 testing on July 27.Fauci also noted that both trials are about two-thirds of the way enrolled, and expects those trials to be completely filled by the end of the month. EL CAJON (KGTV) - A San Diego woman said she paid thousands for an SUV she picked up from an East County used car dealership, but she still can't get behind the wheel. Chika Starks said she currently does not have the vehicle because the business shut down.She moved to San Diego with her toddler shortly after her husband died.“I’m a single mother,” Starks told Team 10. “Having a car was for my convenience. To help my life, my son’s life.”She and her mother-in-law found a 2007 Jeep Commander in January on Craigslist, sold by Carbox, Incorporated on El Cajon Boulevard.“The price was right,” Starks said.It cost her ,500. Starks said there was an unusual way to process the payment--an employee ran the credit card through a La Jolla restaurant, Olive and Basil. She said the employee told her it was a family business.Starks told Team 10 there were problems shortly after she paid for it. First, she said the key fob was not working correctly. Then, with the car driven about 40 miles, there were more issues. She said a mechanic told her the catalytic converter needed to be replaced, along with the vehicle’s computer. On top of that, she was told the smog check failed. Starks also said the title was never transferred to her name.When Team 10 checked the car’s registration in September, it was still registered to Carbox, Inc. Starks blames the owner for broken promises.“It’s stressful. A lot of money,” Starks said.  According to the DMV, a used car dealer has 30 days to transfer title to the new owner. The penalty is if it is not transferred. A DMV spokesman said it is an additional if the total application does not clear within a certain time. The DMV confirmed there is an open investigation into Carbox.“This place is not really honest to us,” Starks told Team 10.There is now a new car dealership in the old Carbox location. The man who runs the new business told Team 10 he worked for Carbox’s former owner, Peyman Abdipoorzahandeh. Abdipoorzahandeh's name is listed on the Secretary of State filing for Carbox.Team 10 contacted Abdipoorzahandeh in mid-October. The former owner would not grant an in-person interview until mid-November, but told Team 10 over the phone that he is working with a DMV investigator and that this is “not a normal situation.” He did not explain the title transfer delay of nearly 10 months. He said he is not doing anything illegal and said he is trying to help Starks get her money back.That is what Starks hopes for.“I don’t want other people to go through what I went through,” she said.Hal Rosner with Rosner, Barry & Babbitt specializes in auto fraud. He says consumers should run not only a Carfax report, but also a report through AutoCheck and the National Motor Vehicle Title Transfer Information System (NMVTIS) to check a vehicle's history.If a dealership goes bankrupt, Rosner said there are options for consumers. Rosner said every car lot is required to have a ,000 bond. You can contact the DMV and get the bond information to make a claim.
