SAN DIEGO (CNS) - The San Diego Metropolitan Transit System and North County Transit District will host the region's third "Free Ride Day" Tuesday, making all fixed-route bus and rail services free for everyone to use throughout San Diego County, ensuring residents are able to reach their polling place and exercise their right to vote."Free Ride Day this year has a different purpose than in past years," said Nathan Fletcher, MTS Board Chair and San Diego County Supervisor. "We are holding it on one of the most important days for our country -- Election Day. We want San Diego residents to have every opportunity to participate in our democracy. Free transit rides all day long will help do just that."Free rides will be honored on all MTS and NCTD fixed-routes services including buses, the trolley, Sprinter and Coaster. MTS and NCTD services will operate on a normal weekday schedule.Passengers will not need a Compass Card or valid fare for either system, but face coverings will continue to be required on board all MTS and NCTD vehicles and at transit facilities. Services not included during the Free Ride Day promotion are Amtrak Rail 2 Rail, MTS Access and NCTD LIFT paratransit."North County Transit District is a proud supporter of Free Ride Day because it's critical to our agency's effort to promote transit ridership and improve air quality," said Tony Kranz, NCTD Board Chair and Encinitas Councilman. "However, NCTD is honored this year to provide transportation at no cost to our residents on Election Day. These rides will help bridge the gap between where people live and where they can cast their vote on November 3."According to the transit agencies, one reason for hosting Free Ride Day on Election Day is that transit can help bridge the gap between where a voter lives and where they need to vote. The San Diego County Registrar of Voters will have fewer polling places than in prior elections, so many voters will be required to drop off or cast their ballot at a different location than they did for the primary election in March. There will be 235 "Super Poll" locations, down from approximately 1,600 polling locations during the primary."Free Ride Day coinciding with Election Day elevates access for all of our San Diego voters to get to their assigned polling place," said Michael Vu, Registrar of Voters. "We encourage voters to do their homework if they plan to vote at their polling place. Double-check the location because it may have changed, wear a face covering and mark your sample ballot in advance to quickly fill in the official ballot at the poll."Both MTS and NCTD have implemented new cleaning and sanitizing protocols and practices on vehicles and at transit stations. Vehicles are thoroughly cleaned and disinfected daily with CDC-approved solutions for COVID- 19. Disinfectant is applied to all hard surfaces and common areas that are routinely touched or used such as seats, seat backs, fare boxes, driver controls, all handrails, walls, and windows. 3011

SAN DIEGO (CNS) - SeaWorld San Diego announced Friday that it reached a milestone in the construction of its ``dive'' roller coaster by installing the ride's highest section of track 153 feet above ground. The ``topping-out'' ceremony included a crane placing an American flag at the ride's highest section. The ride, slated to open next summer, is being built adjacent to the Journey to Atlantis attraction, on what had previously been a parking lot. Construction on the ride, advertised as the tallest, fastest and longest such coaster in the state, began in August. The park originally announced the ride in January with the name ``Mako'' after the endangered shark species, which is considered the fastest shark in the world. Park officials announced its new name, Emperor, last month, saying it would reflect the ability of emperor penguins to dive to depths of 1,800 feet in the waters of their native Antarctica. After the 153-foot climb, Emperor will plunge back down 143 feet while reaching speeds of more than 60 mph, according to SeaWorld. The ride will include nearly 2,500 feet of track, ``floorless'' cars that will hold 18 riders in three six-person rows and penguin conservation and awareness elements through a partnership with Penguins International. The ride is being built by Swiss roller coaster manufacturer Bolliger & Mabillard Consulting Engineers. The company has built four other roller coasters for SeaWorld since 1997, one in San Antonio and the other three at SeaWorld Orlando. 1518

SAN DIEGO (CNS) - The county's flu death toll inched closer to 70 last week, while lab-confirmed flu cases continued to decline, the county's Health and Human Services announced today. The county received one report of a flu-related death last week, a 74-year-old North County man who had additional medical issues. County health officials did not disclose whether he had received this flu season's vaccine. The county's flu death toll now sits at 68.The county confirmed 86 flu cases last week, down from 114 cases during the prior week. Confirmed flu cases have declined for six consecutive weeks since reaching a season-high of 692 in mid-March. County health officials have now confirmed 9,373 flu cases to date this season."Flu activity in the region continues to wane, but it is still elevated for this time of year,'' said Dr. Wilma Wooten, the county's public health officer. While flu season appears to be wrapping up, county health officials and the Centers for Disease Control and Prevention still strongly advise the annual flu vaccination for everyone 6 months and older, especially in demographics with a heightened risk of serious complications, such as pregnant women, people older than 65 and people with chronic conditions.Flu shots are available at doctors' offices, retail pharmacies, community clinics and the county's public health centers. Residents also can call 211 or visit the county's immunization program website, sdiz.com, for a list of county locations administering free vaccines. 1518

SAN DIEGO (CNS) - San Diego Humane Society officials reached out to the public Monday for help in finding whoever abandoned a gravely malnourished dog in Pacific Beach last week. The dog, a 3-year-old shepherd mix, was abandoned near Campland on the Bay, off Pacific Beach Drive, on or around last Monday, according to the San Diego County Humane Society. A good Samaritan found the "severely emaciated" dog Tuesday afternoon by the Kendall-Frost Mission Bay Marsh Reserve, near Pacific Beach Drive and Olney Street. The good Samaritan immediately sought veterinary care for the dog, but it was euthanized because of failing organs, according to the humane society. Veterinarians determined the dog was in such a deteriorated state that he could not have made it by himself to the location he was found -- meaning he was abandoned there."This is absolutely heartbreaking and completely unnecessary," said Humane Law Enforcement Chief Bill Ganley. "The necropsy revealed socks, a washcloth and a stuffed animal inside this dog's stomach. San Diego Humane Society is here to help, and to learn this poor dog was left to die in this state just a few miles from our doorstep is unfathomable."Anyone who needs help caring for their animal can contact the San Diego Humane Society. The nonprofit organization is an open-admission shelter, meaning it will never turn away an animal in need.Anyone who may have seen the person or persons who abandoned 3-year-old shepherd mix dog is urged to call Crime Stoppers at 888-580-8477 or the San Diego Humane Law Enforcement unit at 619-299-7012 (then press 1). Tipsters can remain anonymous and could be eligible for a reward up to ,000. 1681

SAN DIEGO (CNS) - The San Diego City Council voted Monday to place two ballot measures on the March 2020 ballot, including a hotel tax hike that would fund a convention center expansion, homeless services and infrastructure improvements. The tax increase proposed by San Diego Mayor Kevin Faulconer would raise the city's transient occupancy tax from 10.5% to as high as 15.75% in certain areas of the city, which supporters argue would reap an estimated billion over 42 years. The funding would allow the city to purchase a parcel of land adjacent to the convention center that is currently owned by Fifth Avenue Landing. Once it purchases the land, the city would expand the convention center by roughly 400,000 square feet, from roughly 800,000 square feet to about 1.2 million square feet.RELATED: Hotel tax increase proposed for San DiegoThe land cost is expected to be roughly million, part of an estimated allocation of .5 billion for the purchase and convention center upkeep and marketing. Roughly .8 billion of the initiative's remaining revenue would fund the city's homeless services and shelters, while 1 million would be allocated for repairs to the city's network of roads."This is a measure that is being supported by the lodging industry and is willing to tax its own customers to ... help support homelessness in our community and to help with our infrastructure," San Diego Tourism Authority COO Kerri Kapich said.Voter rights groups and several council members urged that the measure be placed on the November ballot in lieu of the March primary ballot, when turnout is expected to be lower. The council ended up voting 5-4 in favor of placing the measure on the March ballot to ensure it goes in front of voters as soon as possible.RELATED: San Diego city council approves .9 billion homelessness planThe council also unanimously voted to place a measure authored by City Councilman Scott Sherman on the March ballot that would shift the responsibility for the city auditor appointment process from the mayor's office to the council's Audit Committee. Currently, the mayor appoints a city auditor candidate to serve a 10-year term."The city auditor is vital to holding city administration accountable and ensuring taxpayer dollars are spent properly," Sherman said in a statement. "The administration shouldn't be in charge of choosing who is overseeing the administration. This ballot measure will help ensure this important position is truly independent."Under the proposed measure, the Audit Committee would recruit and choose three candidates for the city auditor position. The council would then choose one of the three candidates to serve as the city auditor for a pair of five-year terms.Since the position was established in 2009, the city has only had one official city auditor, Eduardo Luna, who served nearly all of his term before leaving for a similar position with the city of Beverley Hills in October 2018.Sherman, the Audit Committee chair, proposed the measure after Faulconer appointed DeeDee Alari, a deputy director in the city treasurer's office, to the position in July. Alari has yet to be confirmed. 3167
