America's Paralyzed Veterans are urging disabled voters to make a plan for Election Day, and to read up on their rights before heading to the polls.Al Kovach has been there. As in, he tried to vote, and couldn't.“About 20 years ago, I went to cast a vote assuming the place would be wheelchair accessible and I was wrong and I was unable to vote, I was basically denied my right to vote,” Kovach said.Fast forward to today, and he says, we're still talking about polling and voting challenges for the disabled. Ever since that experience, he's opted for mail-in ballots. This year, he's urging everyone to plan ahead.“Unfortunately, there’s no ADA police going around and enforcing the law so when it comes to polling stations, if you go to a polling station and you can’t get in, your only recourse is to go to Department of Justice and file a complaint, but that doesn’t help you in that moment to cast your vote," said Kovach.As if it weren't complicated enough, he's reminding everyone to be mindful of the coronavirus. The disabled are medically fragile, he says, and more susceptible to serious implications from the coronavirus.“We are seeing a lot of people calling us with trouble with voting,” Kovach said. “I know in San Diego, we had someone who tried to vote last week and was unable to get inside the polling station and another gentleman in Chicago sat in line in his wheelchair for hours around people not socially distancing or wearing a mask.”The U.S. Government Accountability office sampled 178 polling places in 2016 and found that 60% had accessibility impediments, including steep ramps, lack of signage, and poor parking or paths. Federal law requires that polling places be accessible to all voters.“Election officials need to comply with not only the Help America Vote Act... but also the Americans with Disabilities Act, so it is important to make sure that all Americans are able to vote independently and privately,” said Ben Hovland, chairman of the U.S. Election Assistance Commission, which focuses on election administration and how elections are run around the country.Hovland says elections officials everywhere are scrambling. Most everyone is adapting to COVID-19 restrictions, which has forced significant changes at the local level. He too is asking people to plan.“Record numbers of Americans will be voting by mail this year and vote by mail has some challenges for Americans with disabilities,” Hovland said. “We’ve seen states implement portals that work with assistive technology and we’ve seen ballots that utilize hole punches near the signature lines of the absentee ballot envelope.”“A polling station might focus on wheelchair accessibility but forget the fact that there are people who can’t see or can’t hear and I want to make sure that people with disabilities know you can bring a friend with them to help them cast their vote. That is their right,” Kovach said.Kovach adds there's a checklist on the Paralyzed Veterans of America Website. He recommends people check out what's on that list, and understand what works or won't work for you. An email sent by a student to the principal and all of the freshmen at Oconomowoc High School prompted a police investigation into possible safety concerns.The email accused a different student of being a threat and mentioned the fictional character Slender Man.Police immediately investigated some of the claims in that email and the district says it determined there is no threat to student safety.The email sent on Wednesday includes many personal details about the student and says the person "...believes she has multiple personalities...is the daughter of slenderman."Slender Man became well-known in 2014, when two girls from Waukesha, Wisconsin — located about a half hour from Oconomowoc — said they stabbed their classmate 19 times to please the character.They both were recently committed to mental health facilities.In addition to mentioning Slender Man, the Oconomowoc student also claimed that this other student "wanted me to join her and two other girls in a cult-like group called the 'Trinity Sisters.'""I didn't find them to be true," said Alexis Zimmerman, a junior at the school.She says she and many other students weren't concerned about what the email said but were more upset that it even went out."I don't think anyone found it as a threat," she said. "It was just, it wasn't something right to say about someone else."Alexis' mother Nicole Gronitz says the school notified parents about the email, but she too wasn't concerned."It really didn't make me think twice about it," she said. An escort and "her protection" were arrested in Florida after they apparently showed up to the wrong house.Linda Elkins and Bosha Dawes, both 26, are facing loitering charges after Cape Coral Police said they showed up to a home on SE 10th Terrace and rang the doorbell just before 3 a.m."I would have answered the door with my shotgun," Rachad Leanari, a neighbor, told Scripps station WFTX in Fort Myers, Florida.The couple who lives in the home called police. They told officers Dawes rang their doorbell with something white covering his face. Elkins was with him. The couple then left, but came back shortly after before leaving again."They hid behind the post so they couldn't see him out the peephole," Melissa Jones, who lives next door, said. As COVID-19 cases continue to rise, the restaurant industry is one of the first starting to deal with a second round of closures.Restaurant owners and employees are starting to fear the losses that could come as a result. For example, the restaurant Eden in Chicago opened its doors in 2016. But the first week of March, it was on pace to have its best quarter since opening. Owner Jodi Fyfe said so much changed a week later.“At that time, we had 526 employees. If you look at it today, we have 24,” said Fyfe.In March, she had to start laying off more than 90 percent of her workers and despite reopening over the summer, she couldn't afford to keep her staff on the payroll and pay the restaurant rent.Looking at the business potential over the winter was bleak. COVID-19 cases were projected to rise, and a potential second round of restaurant closure mandates would be even more financially devastating.In August, Fyfe made a tough, but what she felt was a necessary decision.“Essentially, we had to close the restaurant and that was like a death,” she said. “It was like the death of a family member.”Fyfe focused on keeping her other business, catering, afloat, while now seeing the reality she feared. As many as 7,500 restaurants just in Illinois may have to close permanently as a result of a recent indoor dining ban.“It is becoming devastating,” said Sam Toia, who is with the Illinois Restaurant Association.Toia worries about the effect on both restaurant owners and employees.“If things don’t change with no indoor dining or no stimulus bill, 66 percent of the restaurants feel they could be out of business within the next four months,” Toia added.This week, the National Restaurant Association sent a letter to governors and mayors across the country, stating in part it has “not found any systemic outbreaks of COVID-19 from the hundreds of thousands of restaurants around the country that operate within the Association's guidance.”The association is urging officials to reconsider current bans and future ones based on the data.“We are such a vital part of serving an underserved community, finding them jobs, finding them a livelihood,” said Sean Kennedy with the National Restaurant Association. “When we shut down, a lot of folks do not have the transferable skills that they can apply elsewhere. The restaurant industry really needs to stay strong so we can take care of these people.”Roughly 2 million restaurant workers are currently out of work, and further closures mean even more will be unemployed.
