OCEANSIDE, Calif. (KGTV) — A vehicle slammed into a power pole in Oceanside and flipped over early Monday, leaving locals without power and forcing some evacuations.The driver careened into the power pole in the 220 block of N. El Camino Real at about 3:30 a.m. The driver was treated at the scene for minor injuries.The power pole remained upright but was leaning over a nearby mobile home park, threatening some homes. Those homes have been evacuated and power to most of the park has been shut off.SDG&E crews were out to assess the damage Monday. The outage affected at least 180 people. Crews expect to restore power by 4 p.m.It's not clear what caused the driver to lose control. The driver reportedly told Oceanside Police they were trying to avoid hitting a coyote. 785

Nursing homes are facing a new mandate for COVID-19 testing.Officials at the Centers for Medicare and Medicaid Services (CMS) say if they're not doing it, they'll be fined 0 a day or over ,000 for each instance of noncompliance.The government says nursing homes need to do widespread testing of residents and staff if any resident shows symptoms or tests positive.Nursing homes will also be required to test staff more often, depending on the virus activity in the area.The Trump administration says it is giving facilities .5 billion to help with costs.Nursing homes continue to raise concerns about the cost of this testing and additional expenses like personal protective equipment and additional staffing due to the pandemic.The mandate also comes as their sources of revenue have changed along with the number of residents declining.With the added costs and revenue change, LeadingAge, the association of nonprofit providers of aging services, is hearing from some of its members that they may be forced to close. At least one nursing home in Rhode Island has had to do it already. Others are looking at the possibility of having to consolidate or alter the services provided.Nursing homes get paid through Medicaid, Medicare and private payments. According to a Kaiser Family Foundation analysis of Certification and Survey Provider Enhanced Reports data, nationwide 62 percent is paid through Medicaid, 26 percent is paid through private payments and 12 percent is paid through Medicare.Post-acute care through Medicare is a big revenue source for nursing homes. That means you're coming out of the hospital and need to rehab for a few weeks in a nursing home."With elective surgeries being closed down, there is no steady flow of residents who need that level of care. That's been cut off entirely," said Katie Smith Sloan, President and CEO of LeadingAge.Sloan says they need those elective surgeries to start up again everywhere to fill that gap in revenue lost as a result of the pandemic.The most recent survey from insurance company Genworth Financial finds the national median cost for a private room at a nursing home is more than 0,000 a year.Depending on your financial situation, you may start paying this and then have Medicaid start paying later.Leading Age says they haven't heard from their members that they'll be increasing prices because of the financial challenges they're facing."Nursing homes charge what the market will bear, and I don't think the market can bear much more than that," Sloan said. (KGTV) -- A 63 year old man is grateful to be alive Saturday night after his sailboat capsizes and he was left swimming for his survival.Andrea Aria was on a trip back from Catalina, “I’m alive for the grace of God. Aria sat down with 10 News and talked about the horrific details, “I didn’t even see the wave until I made the turn and it was too late it was up on me”. The wave tipped the boat, he tried holding on, “I let go and went back in the water and I went under the boat and the boat went over me once then twice and the propellers are going”.During that moment he didn’t realize the injuries he was getting, “I didn’t feel, the adrenaline the cold water the salt all I know I couldn’t move my fingers I knew my hands were messed up “. Two casts on his hands because doctors say, he cut tendons leaving his fingers unable to move. The propeller on his boat also gashed his foot leaving him with 28 stitches.He swam about a half mile to shore, “every two strokes I was getting hit with a wave and I’m submerging and I’m having trouble handling it” Aria tells us.He says just as he was about to give up, his foot hit the sand and he crawled his way to the beach, “I finally made it and there were two police men and they said someone called us must have been an angel”.Saturday night, Aria is thankful to be alive, but he’s now realizing just how much he lost, along with his boat, “the things that I need to function everyday, they’re gone, they’re all gone” he continued, “I’m really without anything at this moment”.He’s now left to depend solely on his faith, “it wasn’t my time, I guess when its your time its your time. Once a COVID-19 vaccine is approved by the Food and Drug Administration, it will face another hurdle before being distributed in California.Governor Gavin Newsom announced Monday he has created a scientific safety review workgroup who will “independently review the safety and efficacy of any vaccine that received FDA approval for distribution,” according to his office.The workgroup is part of California’s COVID-19 vaccine distribution plan, which was submitted to the CDC on Friday.
