SAN DIEGO (KGTV) -- Democrat Ammar-Campa Najjar and Republican Darrell Issa have emerged as the favorites to represent East County's 50th Congressional District, according to a scientific poll released Tuesday. The 10News/Union-Tribune scientific poll comes one week before the March primary, in which voters will head to the polls for the first time since Republican Congressman Duncan Hunter resigned in January after pleading guilty to one count of felony campaign fraud. The poll, of 552 likely voters, shows Campa-Najjar, the lone household Democrat, leading the field with 35 percent of the vote. Former Congressman Issa, a Republican, comes in second with 21 percent, with former San Diego City Councilman Carl DeMaio at 15 percent. The poll had 12 percent undecided and State Sen. SAN DIEGO (KGTV) - Fans packed the SDCCU Stadium for the Navy Notre Dame game, the focus for San Diegans revolving not on the friendly rivalry but the fight over what will happen to the landmark."This game is a big game and could be the last game here," Darren Hopkins, 13, said sitting next to his dad in the first row.Saturday night was the ninety-second game between Navy and Notre Dame and the crowd was very supportive of both sides."My dad's in the Navy but we're also big Notre Dame fans, so we're kinda split between," Darren said.The stadium hosted it's first football game in 1967, and fans tell 10News they love watching football here."It's good to see good football back in San Diego, I already miss the Chargers games and all the activities but it's really good to see there's some sports fans still here and they can fill the stadium it's really nice," Dan Hopkins said."A lot of energy here a lot of history here really wish the chargers were still in town but they're not, voting on Soccer City in November," San Diego local Kyle Uminger said.Both measures on the ballot call for a new stadium, either for San Diego State, or a soccer expansion team.Fans wish there was another option."I think that there's still so much spirit left in San Diego for a sports team, especially football, the entire stadium is filled up and it's just super loud and everyone is excited," Darren said.The vote will happen November 6th, 2018. 1480

SAN DIEGO (KGTV) -- Del Mar may be the county's smallest city, but it has no shortage of workers commuting in every day to serve its residents and tourists.They're coming from as far away as Oceanside, La mesa, and Rancho Penasquitos. It's because the city - with a median home price of .7 million - has no affordable housing. "If they could live here and walk to work we'd get all kinds of benefits from that," said Del Mar Mayor Dwight Worden. To help make that happen, Del Mar may start charging developers of condos and condo conversions fees by the square foot. That could add to more than a hundred thousand dollars per project for affordable housing. Right now developers of those projects pay a flat fee of ,500, which hasn't been updated since 2007.The city council is considering a per square foot charge for existing construction and per square foot for new construction.The money would either go to expanding Del Mar's rent subsidy program, which currently assists five families in the city.Worden, however, said he prefers physical units because they are there forever. Del Mar currently has no affordable housing units, but the state requires it to have about 70. Worden said two currently proposed developments would include units, but he also would like the city to use the extra money to apply for federal and state grants.He also floated the idea of Del Mar buying an apartment building, converting them to condos, selling a portion of them to recoup its investment, and keeping some for low-income workers. 1571

SAN DIEGO (KGTV) - Detainees inside the Otay Mesa Detention Center can reportedly no longer make phone calls to certain immigrants' rights activists. “Quite frankly, I'm outraged that a U.S. federal agency (ICE) would cut off communication,” said Alex Mensing with Pueblo Sin Fronteras. Mensing told ABC10 News on Tuesday that his number was blocked along with numbers to another immigrants’ rights activist group, Otay Mesa Detention Resistance.“Last time I checked, in the United States we're not supposed to censor people's ability to denounce abuses, to denounce medical negligence, to denounce physical assault by guards…by private prison guards or ICE officers against the people,” he added.The Otay Mesa Detention Center has come under fire in recent months for allegations of poor health conditions and abuses inside, as hundreds of people being housed there were testing positive for COVID-19.In May, Salvadoran Carlos Escobar-Mejia became the first detainee in U.S. custody to die after testing positive for the virus. His funeral was held last week.ICE contractor CoreCivic operates the facility.When asked Tuesday about blocking calls, CoreCivic replied, “We took this action at the direction of our government partner. We encourage you to reach out to Immigration and Customs Enforcement (ICE) for more information on their rationale for this decision.”On Tuesday, a spokesperson for ICE sent ABC10 News the following statement:“Due to safety concerns for all detainees in custody, ICE has temporarily blocked detainee calls at Otay Mesa Detention Center to a specific San Diego area phone number after detainee calls to this number resulted in detainees exhibiting highly disruptive behavior, threatening the health and security of other detainees and employees at the facility. ICE takes very seriously the safety and well-being of those in our care and will take all necessary steps in order to ensure the continued safety of both detainees and staff. SAN DIEGO (KGTV) — Early data suggests the coronavirus vaccine candidates from both Pfizer and Moderna are safe and effective, but some patients may experience side effects that can feel intense but resolve quickly.More than 37,000 people have taken either the Pfizer or the Moderna vaccine in a Phase 3 trial. Both vaccines require two doses, and side effects were more common after the second dose.Pfizer reported 3.8% of the recipients felt fatigue and 2% experienced headache, based on preliminary data from its Phase 3 trial. These symptoms are classified as Grade 3 or “severe” adverse events because they can interfere with daily activity.Moderna reported more Grade 3 side effects. There was fatigue in 9.7% of recipients, muscle pain in 8.9%, joint pain in 5.2%, headache in 4.5%, pain in 4.1%, and redness at the injection site in 2%.Neither company reported side effects that affected less than 2% of participants in their press releases but more detailed data will be released.Dr. Peter Chin-Hong, an infectious disease specialist at UC San Francisco, said the symptoms typically appear in the first few hours after vaccination and resolve within 24 to 36 hours.“The most troublesome of them for people has been low grade temperatures, but they go away in many cases without even using anti-inflammatories” like ibuprofen, he said.Experts say the vaccines appear to have a higher rate of Grade 3 side effects than the typical flu vaccine, even high-dose flu vaccines, but they say there’s no reason to worry about so-called reactogenic symptoms like muscle and joint pain.“Usually if it hurts that's a positive sign. But the increased rates are still extremely rare: an extra 1 to 2 cases for every million doses, according to the CDC.Dr. Ramers said the long-term consequences of contracting COVID-19 are much more concerning.“This is not a virus that you want to get,” he said. “There are unpredictable effects. There are healthy young people developing clots and strokes.”A study on COVID-19 patients in Michigan found that two months after hospitalization, 32.5% had a lingering cough or difficulty breathing and 11% reported new or worsening trouble caring for themselves.Both the FDA and the CDC are taking extra steps to monitor people who get the vaccine early for any side effects.
