SAN DIEGO (KGTV) – Heavy rain brought lightning and flooding to some areas of San Diego, submerging vehicles in some parts of the county.In Coronado, several vehicles became submerged on 1st St. soon after the rain began to pour. In one instance, a local helped to push a stalled vehicle out of the flooded area. Other vehicles had to wait until the water subsided in order to drive out of the area.Signs were eventually posted along 1st St. warning drivers of flooded areas. SATURDAY FORECASTElsewhere Friday, scattered lightning and thunder prompted delays to SDSU football's?game at SDCCU Stadium. In Oceanside lightning struck a palm tree, setting it on fire, viewer video showed.Power outages also hit areas of San Diego, including a major one in North San Diego County. Hail was also spotted in downtown San Diego.Scattered showers are expected throughout the county Saturday, tapering off in the evening hours. SAN DIEGO (KGTV) - Feeling overwhelmed by bills? 10News is exploring solutions for making it in San Diego and found there may be a way around the mountain of debt.A recent study by Lendedu suggests companies are open to allowing consumers to negotiate their bills. Using data provided by the company Truebill, Lendedu analyzed which companies tend to be more generous in negotiating with customers.Satellite service providers were analyzed in the report. Customers of SiriusXM had the highest success rate in negotiations, according to Lendedu. Consumers had negotiation success rates in the 80s with three other companies, Suddenlink, Centurylink, and Dish Network, the report showed.The study went on to note, “When it came to how much companies actually knocked off the average customer’s bill, SiriusXM once again led the way; the average SiriusXM customer was able to decrease that monthly charge by 40 percent or more. Immediately behind SiriusXM was CenturyLink, ADT Security, and DirectTV, who all fell into the 25 to 29 percent range in terms of the percentage the bill was decreased by post-negotiations.”RELATED: Making it in San Diego: How to deal with large medical bills"They're looking at who you are as a consumer," said Steven Osinski, a sales and direct marketing professor at San Diego State University. Osinski says the way businesses make their money, especially when it comes to services, is through recurring revenue. According to the San Diego Brewer's Guild, the region is home to more than 130 craft breweries. That industry generated an estimated 1 million in 2015 and employed 4,512 workers, according to the San Diego Regional Economic Development Corporation.So, yeah, it's a pretty big deal.The week kicks off at Port Pavilion on Broadway Pier with the 15th Annual Guild Fest, featuring more than 60 of the region's breweries.Excited? SAN DIEGO (KGTV) - Homeowners in Chula Vista's Eastlake III Community Association are fighting back against proposed parking updates for the HOA. If passed neighbors would be required to park their cars in the garage before parking in their driveway or on the street.The Board of Directors distributed proposed updates to the Community Association Handbook for a homeowner review and comment; and will vote on Tuesday, August 20.Among the proposed changes:Street parking is permitted only after all garage spaces, and driveway spaces, are utilized to its maximum designed capacityThe Association's management company is permitted to perform a garage inspection of a residence to ensure compliance with the Association's governing documentsHomeowner Jose Esquer believes an inspection would be an invasion of people's property."They seem to want the right to inspect your garage, and that's private property. What I have in my garage shouldn't be anybody's business, but whoever is inside my house. I have a problem with them trying to police what we do once inside our house," said Esquer. Becky Niemiec already parks her car in the garage but still believes the changes would be an overstep. "We don't have attics, we don't have basements, we have no storage, people should be able to use their garage however they want to," said Niemiec.Niemiec says the issue has drawn a lot of debate on Nextdoor. She says while some argue the changes could help beautify the neighborhood, she believes that group is in the minority. SAN DIEGO (KGTV) - Family grieved the loss of a father, mother and daughter after a raging fire at their Logan Heights home in October.Thursday evening Aunt Rosa Cortes explained how the two surviving children, Wendy, 23, and Angel, 16, were faring. She described areas of Wendy's back and shoulder healing from the burns, saying her skin is getting it's color back.She said her niece and nephew are having a hard time sleeping, saying in Spanish, "every noise, every sound scares them."The fire ignited October 13th, around 4:30 a.m.. Neighbors woke up to screams. Ultimately the father, Jose Antonio Romero Mayo, 44, Daughter Iris, 21, and mother, Nicolasa Mayo-Cortes, 46, died from their injuries.Aunt Rosa said Jose was her favorite brother. She called him her protector.Now she's protecting his two surviving children, saying they can continue staying with her as long as they need.Thursday the family reunited inside Faith on 54th in Oak Park.Cortes said the caskets remained closed and she didn't want to remember them the way they died.Her nephew, Wilber Romero, 26, was arrested on Arson and Homicide charges.She said Wendy and Angel haven't been told about their brother's possible involvement, instead waiting for them to heal before asking questions.Cortes said they need help, psychologically and monetarily to move forward. The family has set up a GoFundMe page.Friday a funeral will be held for the victims in National City. 1449
