The incident was reported about 8:30 a.m. on 15th Street near Broadway, across from San Diego Police Headquarters. SAN DIEGO (KGTV) -- A program dedicated to giving high school girls in under-served areas skills to help get good part-time jobs is being given a ,000 grant from The San Diego Foundation."These students are going to be able to experience real world, hands-on training in highly technical fields," said Katie Rast from The San Diego Foundation.Called "Girls Take Flight", 20 students from schools in Southeast San Diego are spending their spring break in a classroom partaking in a "drone camp".The girls are learning how to build, fly, repair, and code drones. The hope is that those skills will help them get the part-time jobs that they'll likely need to pay for college.In addition, about half of the students will be awarded internships with the Elementary Institute of Science, which is administering the program.Those internships will include tours and introductions to potential mentors from prestigious San Diego-based tech companies, including Qualcomm, Northrop Grumman, and General Atomics.10News spoke with students who say opportunities such as this one are hard to find in communities such as theirs, leading to their dedication to take advantage."I know my parents did so much to bring me here," said Sundus Mohamed, a Crawford High student and daughter of Somali immigrants. SAN DIEGO (KGTV) - A new report paints a grim picture of the housing supply in San Diego.According to numbers just released by the Southern California Real Estate Research Council, housing permits in San Diego County dropped by 43% through the first six months of 2019, compared to the same period in 2018.So far this year, there have been 2,037 units of housing permitted in San Diego."We are in deep trouble in housing production," says Borre Winckel, the President of the Building Industry Association of San Diego County. "We can't build the housing for the people that need it most."Winckel says decades of increased costs from state and local fees, regulations, labor costs and more have led to this point. He says it's too expensive for developers to build anything that the average San Diegan can afford. He says that's pushing the "workforce" population of teachers, first responders and military out of the market."There will be homelessness, and there will be more workforce displacement to Temecula and points beyond," says Winckel. "That's all because we have screwed up the regulatory environment that exists to build houses for the people that need them."The numbers show a steady decline in housing construction in San Diego.2015: 6,403 permits2016: 6,0362017: 5,2302018: 4,2862019: 2.037 (so far)Winckel says the only solution is to ease regulations and make it easier for companies to build.According to the report, Santa Barbara had a 40% decline, while Los Angeles and San Bernardino had declines in permits around 20%. 1547

SAN DIEGO (KGTV) — A man and teen were shot in Linda Vista early Friday while visiting the memorial of another local gunshot victim.San Diego Police officers responded to reports of shots fired in the 6500 block of Kelly Street at about 12:30 a.m. Friday. Several witnesses at the scene told officers a man who had been shot was taken in a vehicle that fled the scene.Numerous bullet casings were found in the area.RELATED: Suspect arrested in Linda Vista shooting that left teen deadOfficers headed to Sharp Memorial Hospital to check for a gunshot victim, where they found two men who had been shot. One victim, a 20-year-old Hispanic man, had been shot in the leg and the other victim, a 15-year-old Hispanic male, suffered two gunshot wounds to the buttocks area and one to the leg.Both victim's injuries were considered non life-threatening. Both were uncooperative with police and no suspect information was available, police added.An officer at the scene told 10News the two victims were visiting a memorial set up for 16-year-old Carlos Valdovinos, who was gunned down in the same area in late May. SAN DIEGO (KGTV) — A man under arrest was hospitalized Sunday night after San Diego Police said he slipped out of his handcuffs and got a hold of an officer's gun, leading to an officer-involved shooting at the department's downtown headquarters.According to police, a 25-year-old Hispanic man was arrested shortly after 6:20 p.m. after an incident at a downtown San Diego hotel. A hotel security guard reported the man was “acting strange” and threatening others.Officers took the man to SDPD headquarters on 1401 Broadway, but just after 8 p.m. police said the man somehow freed himself from his handcuffs while inside the patrol SUV, and then broke a divider that separates the prisoner seat area from the cargo area.Police said it was in the cargo area were the man located an officer’s backpack that contained a backup handgun.Officers went to check on the arrestee after hearing noise and saw that he was still in the vehicle but armed with a gun. Officers drew their weapons but backed up from the car.Police said, “Officers gave the male commands to drop the weapon, but he refused to do so. The male fired at least one round from the handgun.”The officers felt threatened at that point, prompting them to fire at least one round, hitting the man at least once in the torso.According to police, “The male reached out the car window, opened the door and exited the patrol vehicle. He was still armed with the handgun and would not comply with officers’ directions. The male tried to open both the rear cargo compartment and the driver’s door of the patrol vehicle, despite officers’ orders to stop. Because he still posed a threat, a Police Service Dog was deployed on the male. The canine bit the male and officers were able to approach and subdue him. The male was still armed with the handgun at the time of his arrest.”After officers provided aid to the man at the scene, he was taken to the hospital with non-life threatening injuries, according to police.SDPD’s Homicide Unit is investigating the officer-involved shooting.Police stated the following information in a news release:“The names of the officers involved in this incident are not being released at this time, but they have been with the department for 8 years, 6 years and 10 months, respectively.The investigation and review process for an officer-involved shooting is extremely thorough. When the Homicide Unit completes their investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. The Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations.
