PARADISE, Calif. – The struggle to emerge from rubble and ash now grips the town of Paradise, California. “We’ve all been through the same thing,” said Mayor Jody Jones. “So much trauma. Nobody else really knows what we’ve been through.” Last year, the Camp Fire, as it is called, destroyed 19,000 homes and killed more than 80 people killed. The recovery has been slow. Though the town issued 500 building permits after the fire, so far, only nine homes have been rebuilt. However, 3,000 people are back, along with nearly 200 small businesses that reopened, like Nic’s Restaurant. “The biggest challenge is timing,” said restaurant owner Nicky Jones, “because there’s so many people wanting to rebuild.” The challenges are staggering. Flames scorched hundreds of thousands of trees that now need to be removed because they’re in danger of falling. The fire also left behind something more ominous: contaminated soil. “For the burnt properties, more than half of them are contaminated,” Mayor Jones said. Evacuation routes there also remain woefully inadequate, potentially trapping people again, should another wildfire break out -- much like they are currently raging in other parts of California. “I think, right now, looking at the fires in California and people got to start asking those tough questions - at what point do I decide I don't want to move back out there?” said Robert Allen, an adjunct professor specializing in risk management at Tulane University. Governor Greg Abbott has issued an executive order requiring all Texans to wear a face covering over the nose and mouth in public spaces. The order applies to counties with 20 or more positive COVID-19 cases, with few exceptions. The governor also issued a proclamation giving mayors and county judges the ability to impose restrictions on some outdoor gatherings over 10 people and making it mandatory that, with certain exceptions, people cannot be in groups later than 10 and must maintain six feet of social distancing from others. "Wearing a face covering in public is proven to be one of the most effective ways we have to slow the spread of COVID-19,” said Governor Abbott. “We have the ability to keep businesses open and move our economy forward so that Texans can continue to earn a paycheck, but it requires each of us to do our part to protect one another—and that means wearing a face covering in public spaces. ABBOTT PARK, Ill. – As the coronavirus continues to spread and the need for more testing grows with it, labs across the U.S. are racing to get approval for their tests for COVID-19. The company Abbott is one of them. “Abbott was able to get an emergency use authorization for a new test, molecular test for the SARS-coronavirus-2,” said John Hackett, Jr., the Divisional Vice President of Applied Research and Technology at Abbott. Researchers inside their Illinois lab created a test that can be used with the company’s testing system, called “m2000 RealTime.” That’s key because the company says that system is already widely available in hospitals and testing labs around the country. “These are in hospitals and academic centers and this is where the test volume is,” Hackett said. The speed in regulatory approval from the FDA for the test was unprecedented. The company said that, normally, it can take several years to get a test approved; this one happened in a matter of weeks. Their testing system can run through 470 patient tests per day. “This is a massive impact when you think about trying to get results back to the physicians,” Hackett said. “This is actionable information - either a person's infected or they're not.” About 150,000 tests are now on their way to hospitals and labs in 18 states – including New York, California and Washington – some of the hardest hit by COVID-19. The company plans to be producing a million tests a week by the end of this month. New NYPD training videos released Wednesday clearly show officers what they can and cannot do when taking a suspect into custody,But sometimes that training does not translate in real life. There's already there’s a law on the books banning officers from putting people in chokeholds, but the city council wants to take things a step further, banning officers from applying pressure or restricting a suspect's diaphragm.“It’s tough right now to be a police officer," said NYPD Chief of Department Terence Monahan. "You have to worry that if a suspect shot at you and you put a knee on his back, that now you become the criminal.”Monahan said these new rules have his officers fighting crime with their hands tied behind their backs.Those in favor say that officers are merely being given a script telling them how to behave in a critical incident. However, there are still those that argue that the city council does not have expertise in police tactics.Even so, the NYPD argues every encounter is different and a blanket law is not the answer.
