(KGTV) – In an effort to conserve energy amid a lingering heat wave, DMV offices across California will close at 3 p.m. from Monday through Wednesday this week.The decision to close early was made to save energy and “protect the health and safety of customers and employees from high heat impacts,” officials with the agency said.The early closures run from Aug. 17-19.DMV offices will accommodate customers -- with and without appointments -- until 2:30 p.m. on the specified days.Customers who have appointments on the specified days between 2:30 p.m.-5 p.m. will be contacted and have their appointments rescheduled.DMV officials said customers can visit the agency’s website for many services.Officials added: “The DMV is also using shade structures where available, offering mobile tickets so customers can wait in an air-conditioned car or other building and return when it is their turn, and making water available to customers and employees.During the closures and where possible, DMV employees will telework. Those currently working from home during this period of excessive heat will continue to do so and are encouraged to reduce energy consumption, especially during peak hours.The DMV is also reducing energy consumption throughout the day by turning off all unnecessary lights and equipment and closing blinds and other window coverings. Michelle Lujan Grisham wants to provide state residents with free tuition to public colleges, a plan that, if passed by the state legislature, would add New Mexico to the growing list of Democratic-led states to offer free higher education.Lujan Grisham, a Democrat, announced the New Mexico Opportunity Scholarship on Wednesday while speaking at an education summit at Central New Mexico Community College. The plan would provide free undergraduate tuition at New Mexico colleges for in-state residents and aims to cover nearly 55,000 students a year. It would cover tuition and fees for recent high school graduates at four-year public colleges as well as recent high school graduates and returning adult learners at two-year community colleges."We're going to deliver a major boost. F-R-E-E, let's make it proof," Lujan Grisham said drawing a standing ovation and applause from the audience. "It's been a really long time since I crossed the stage for my diploma at the University of New Mexico, but even though I spelled it out very slowly, I still know what FREE spells and I also know that free college for New Mexico students is the right thing to do."The program is estimated to cost between to million, according to Lujan Grisham's office, and would be paid for in part by federal grants and the New Mexico Legislative Lottery Scholarship. Lujan Grisham's office said the state legislature -- where Democrats control both houses -- will need to decide how to fund the rest of the program and will take up the matter in early 2020.The plan would make New Mexico the latest state to join the movement for free college tuition. (KGTV) - For the third year in a row, babies were born too soon, a sign that the health of mothers and infants is worsening, according to March of Dimes.The statistics recently released by the Centers for Disease Control and Prevention revealed the preterm birth rates rose to 9.93 percent in 2017, up from 9.86 in 2016.The rate marks the third consecutive increase after seven years of decline, according to the CDC. The new figures showed the rate increased among non-Hispanic black women and Hispanic women, and remained unchanged among non-Hispanic white women.RELATED: Number of babies born in the US dropped to a 30-year low"Moms and babies are facing an urgent health crisis in this country," Stacey Stewart, president of March of Dimes, said. "Preterm birth and its complications is the greatest contributor to the death of babies before their first birthday and a leading cause of lifelong disabilities."The fact that more and more families are being affected by preterm birth is troubling."Steward noted that racial and ethnic differences may play a role in preterm birth."Nearly 400,000 babies - about 1 in 10 - are born preterm each year.
