CHULA VISTA, Calif. (KGTV) — A growing turf war over a fee at the San Diego International Airport is threatening to delay the massive project to revitalize Chula Vista's bayfront about 15 miles south.The Port of San Diego is already clearing land to make way for a new resort and convention center. RIDA Development has already been selected to build both. The issue now is how to pay for the 1,600 space parking garage next door. The Port imposed a .50 cent fee on rental cars at the airport to help finance the million garage, which a spokeswoman says is authorized in The Port Act. It is a previously Board-adopted and legislatively-created funding that is explicitly authorized in Port Act Section 57.5," said Port Spokeswoman Tanya Castaneda.But the Airport Authority says it has the power to impose the fees at its facility. The Authority joined a lawsuit by Hertz and Enterprise challenging the fees - leading to concerns of delays."It would have been nice before this fee was levied for someone to reach out to us," said April Boling, the Airport Authority's chair. CHULA VISTA, Calif. (KGTV) -- Faith leaders and business owners in Chula Vista attended a training Monday night to learn how to plan and prepare for an active shooter threat. Chula Vista police lieutenant, Dan Peak, tells 10News the department received several calls after the Poway Synagogue shooting, asking officers how they could stay safe in the event of an active shooter at their place of worship or business. Chula Vista Police Sergeant, Mike Varga, provided the training for the community. Varga's presentation included a history of active shooters, red flags to look out for, and what to do if you find yourself in an active shooter situation. His advice in that situation is to run, hide or fight. During the presentation, Varga played a 9-minute video detailing exactly what one can do to survive a shooting. Varga also told the audience to listen to their intuition, meaning if someone is displaying red flags, alert the police and let investigators decide whether or not there is a threat. CINCINNATI -- Lockland (Ohio) firefighter Michael Allen said he could feel his heart beating in his chest when he heard a 10-month-old was trapped in an apartment fire.A mother had been cooking at her apartment on Sunday when a fire started in the kitchen. She was able to get three of her children outside, but the smoke was too thick for her to get to her baby. A police officer tried to rescue the child, but he too was swallowed in smoke.Allen was on his way to the fire when he learned the child was trapped on the second floor.“There was no thinking twice, there was no second guessing in what had to be done. You just – you know everything comes to you, things (you've) probably not thought about in five years … everything comes back, and you jump in the action and you go,” Allen said.He said he could see the fire growing from the kitchen when he opened the door. He heard the baby crying as he put his oxygen mask on and made his way through the smoke to the second floor.“The baby stopped crying, so then immediately you’re thinking the worst is about to happen,” Allen said. “I made it into her bedroom. I found the crib relatively quick, was able to pick her up and when I did she did start to cry again, so I took my mask off, covered her face up and brought her outside to mom.”Allen has been a firefighter for more than 10 years. He said nothing tops the joy he felt when he handed the baby to her mother.“It’s an incredible feeling. It’s exactly why we do this job,” Allen said. “It doesn’t matter who you are. You become a fireman to help people and make their day better than what it was before you got there.”First responders gave the baby oxygen and transported her to Cincinnati Children’s Hospital Medical Center for observation, but she is expected to be OK.Allen said he knows things could have been much worse.“Had we been on a call, you gotta have units respond from other departments if you’re out, so knowing that everything just fell in place perfectly today and that little baby is going to make it … it’s a good feeling,” he said. 2097
CINCINNATI -- A preliminary investigation reports both technical problems and human error may have played roles in first responders' failure to locate a teen who was found dead of asphyxiation in a van parked in a high school parking lot Tuesday.According to documents from an internal review obtained by Scripps station WCPO in Cincinnati, the 911 operator who answered Kyle Plush's second emergency call said she couldn't hear him. Plush, 16, was found dead in a minivan near Seven Hills School hours later Tuesday night. In one 911 call, he said he was stuck in a van outside the school. In the second call, he described the make, model and color of the minivan where he was trapped and dying.Investigators don't believe there was a failure in the phone system at that time, so it's not clear why the second operator couldn't hear Plush. But the 911 operators' computers experienced trouble "around that same time frame," one of the internal documents states. The operator said her screen froze, preventing her from properly documenting the call. TIMELINE: What happened the day Kyle Plush died?Still, the operator tried sending a text message to Plush, asking him for the address of the emergency. She tried calling him twice, records show. He never responded.That operator's supervisors found her work in that incident was "unacceptable," according to one of the internal documents. Officials haven't said exactly where the officers searched. They tried calling Plush's phone, but he didn't answer. It was then that Plush called 911 the second time. "This is not a joke," he said. "I am trapped inside a gold Honda Odyssey van in the parking lot of Seven Hills. ... Send officers immediately. I'm almost dead."Plush's words were picked up by the recording, even though the 911 operator said she couldn't hear any sounds on the line. "He never located that."Cincinnati police investigators who reviewed security camera footage also said the deputy looked into many vehicles, including a van, but never made it to the far part of the parking lot.Instead, a family member found Plush dead inside the van at about 9 p.m., according to police. Hamilton County Coroner Lakshmi Sammarco said he died of asphyxia caused by chest compression. Officials haven't yet said what pressed so hard into Plush's chest that he suffocated. Children and the elderly may be good at spreading the coronavirus among their age groups, and young adults may be the primary source of community spread, or “super spreading,” according to a new study.The study, published Wednesday, involved the coronavirus testing results of a large contract tracing effort in two states in India. Researchers had results from more than half a million people from Tamil Nadu and Andhra Pradesh regions traced after more than 80,000 primary, or index, positive cases.They found that only 8 percent of index cases accounted for 60 percent of new infections. And that about 70 percent of infected people did not infect any of their contacts."That's a hugely disproportionate effect. Superspreading has been suspected, but not really documented,” study leader Ramanan Laxminarayan of the Center for Disease Dynamics, Economics and Policy in New Delhi, and also of Princeton University, told CNN.“The greatest proportion of test-positive contacts within most age groups were exposed to index cases ages 20-44 years,” researchers found.While that age group resulted in the highest rate of secondary cases, children under 15 also had high rates of secondary spread among their own age group.During the time period researchers looked at, roughly March through August, schools were closed and there were still high rates of coronavirus recorded among children."While the role of children in transmission has been debated, we identify high prevalence of infection among children who were contacts of cases around their own age," the team wrote in their report, published in the journal Science.The data was collected thanks to rigorous surveillance and contact tracing measures.“Procedures include syndromic surveillance and (COVID-19) testing for all individuals seeking care for severe acute respiratory illness or influenza-like illness at healthcare facilities; delineation of 5km “containment zones” surrounding cases for daily house-to-house surveillance to identify individuals with symptoms; and daily follow-up of all contacts of laboratory-confirmed or suspect COVID-19 cases, with the aim of testing these individuals 5-14 days after their contact with a primary case, irrespective of symptoms, to identify onward transmission,” the study lays out. 2292
