(KGTV) -- A hotel approved for Oceanside Boulevard is frustrating many residents.City leaders who supported the 99-room Fairfield Inn & Suite say concerns brought up about the location were addressed by staff.They also told 10News that, once complete, the hotel will bring in more than 0,000 tax dollars per year.Regardless, residents who live in the area say the site selected will create traffic problems. Beyond that - it will mean that their neighborhood will get noisy. "This location is difficult to get in and out of," one resident said. "There's no benefit to being right there."City leaders say the location is ideal because it's close to Interstate-5.  715

OCEANSIDE, Calif. (KGTV) - A man died Thursday in an Oceanside home after a fistfight with a relative, police said.Officers were called to the home in the 600 block of Arthur Ave. at 7:17 a.m. because of an argument between two men in the front yard. When police arrived, they found Nestor Jurado, 37, not breathing. Jurado was pronounced dead at the scene."It appears he died as a result of the injuries he sustained during the fight," Lt. Kedrick Sadler said. Police arrested 35-year-old Joel Cardona and booked him into the Vista Detention Facility on a murder charge.Sadler said the reason for the fight is unknown and no weapons were found at the scene. Jurado's sister told 10News Cardona is their mother's cousin. 763

OMAHA, Neb. — Authorities in Omaha say two people died and two others are in critical condition after a home explosion and subsequent fire early Tuesday morning.Following the deadly explosion, it was discovered that the homeowner, 74-year-old Theresa Toledo, had filed a petition for a domestic abuse protection order against 27-year-old Alexander Toledo, stating her relationship as his grandmother. Theresa and her daughter, Angela Toledo, both died in the fire that broke out in the 4800 block of South 51st Street. A dog also was found dead at the scene. According to the Omaha World Herald, Alexander and another person who lived in the home suffered critical injuries.Theresa wrote in the petition, "Alex is on meth, mushrooms that I'm aware of, I haven't been able to see my grandchildren since summer because they are afraid of him as he talks to himself and says his stepfather is in his head, which is not true...he has put holes in the basement walls where he stays and you can't even walk in the basement. He has electronics in the walls & ceiling. I'm afraid he will start my house on fire."Toledo also described her grandson's alleged criminal history with narcotics. She concluded the petition by writing, "I need Alex out of my house now before he destroys my house or harms me, the drugs make him crazy."According to Omaha Fire Department Battalion Chief Scott Fitzpatrick, crews arrived on the scene at 8:15 a.m. Tuesday, with a second alarm called at 8:23 a.m. The entire block was initially evacuated before authorities determined there was no threat to other residents.The house that exploded is a complete loss and was leveled in the explosion. Some surrounding homes have extensive damage.Neighbors described the scene as horrifying and said it sounded like a bomb went off. "I heard a very loud explosion. It sounded almost like something was bombed and I flew out of the house thinking it was my house and when I got outside I could see the house was on fire and someone was running down the hill and saying to call 911," said Marianne Distefano, a neighbor. When fire rescue arrived at the scene, the house was engulfed in flames. "It was horrible. I mean it was just in flames and after that, smoke, but you could see it was bad. It looked like someone had bombed the house," Distefano said. Distefano saw one neighbor jump to action. Jeff Mell ran towards the flames when he saw what was happening. "I heard something fall, it sounded like something fell on our house, I thought it was a tree or whatever so I came out front angry and I looked down the street and saw flames coming and I automatically just started running," Mell said. He and another neighbor wrapped a man in blankets and helped him to a safer area. Fire investigators are probing the cause of the explosion. "There are so many variables to tell right now, that’s why we have to investigate and kind of piece it together to see exactly what it was that made that house explode. As you can see, the explosion was pretty big," said Fitzpatrick. Not many people like being caught speeding and getting ticketed, but one person's solution to not getting caught might lead to even more trouble. The Metropolitan D.C. Police released video earlier this week of a suspect getting out of a car and smashing a camera designed to catch and ticket speeders. The video shows the suspect knocking over the machine, kicking it a few times and throwing the camera into a ditch before getting back into a car and speeding off. WJLA-TV reported that this incident caught on video was one of six incidents that took place in DC last week. As of Tuesday, no arrests have been made in connection to these incidents.  685

  

OCEANSIDE, Calif. (KGTV) - The Oceanside City Council just gave preliminary approval to a plan that would use city development fees as a way to provide homebuyers help with their down payments.City Councilman Christopher Rodriguez presented the idea, which he calls the Affordable Market Purchase Program (AMPP)."It's a win-win," says Rodriguez. "And it's the fastest way, in my opinion, to creating home ownership."Under the plan, people could borrow up to 20% of the home's asking price from the city. But, it can only be used on single-family homes up to 0,000 or multi-family units (townhomes and condos) up to 0,000. The money comes from the city's "In-Lieu" fund. That money is a fee developers pay to the city when they don't include the required affordable housing in their project.Rodriguez says the city currently has about .7 million in the fund."Every million dollars could help 14 people with down payments," he explains.To qualify, people need to be first-time homebuyers who make less than 115% of the county's median income. That's around ,000 a year for a family of 4.They have to have been either living in Oceanside for a year or working in Oceanside for six months.The program is also available to veterans or seniors who are over 65 or over 55 but currently living in an Oceanside mobile home park.Applicants must also chip in at least 1% of the home's value as their down payment.Rodriguez says this program can help people who otherwise wouldn't be able to buy a home because they can't save for a large enough down payment."A family that is struggling to make ends meet and pay rent and unable to save, now they're able to use a program like this," he says.The loan from the city would be repaid when the home is sold again, or when there's a title transfer, first mortgage repayment, or in 30 years.In addition to the full cost of the loan, the city would also get 25% of the appreciated value of the home. That money would go back into the fund to help more people."It's unique, it's relevant, and our community desperately needs opportunity," says Rodriguez.He adds that this could help businesses retain employees. Right now, many people who work in Oceanside live 20-30 minutes away. Rodriguez says getting them to buy homes in town would make them more effective as employees and more likely to stay in their current jobs.The City Council gave the plan a preliminary approval at Wednesday night's meeting. Now city staff will draft a formal proposal. Rodriguez hopes to present it to the full Council in June. 2558
