SAN DIEGO (KGTV) -- Mayor Kevin Faulconer condemned Governor Gavin Newsom’s amendment to the California sex offender law in a tweet Saturday morning.The mayor said he is “appalled” by the changes, which give judges discretion on whether or not to list someone as a sex offender for having oral or anal sex with a minor, the Associated Press reported.“As a parent I’m appalled that last night our governor signed a law maintaining a 24-year-old can have sex with a 14-year-old and it not be considered predatory,” Faulconer said.RELATED: California governor signs bill changing sex offender law“An adult who commits ANY sex act on a minor 10 years younger must be registered a sex offender. Law must be changed,” he continued.The bill does not allow statutory rape or pedophilia.The San Francisco Chronicle reported Friday that the bill, SB145, was signed by Newsom without comment. The bill gives judges discretion over sex-offender registration in cases involving teenagers between the ages of 14 to 17, and adults who are less than 10 years older, the Chronicle said.The author of the bill Senator Scott Wiener, from San Fransisco replied to Faulconer's tweet, "Mr. Mayor - I'd always been under the impression that you were a supporter of the LGBTQ community. This bill does nothing more than treat LGBTQ young people the same way we've treated straight young people since 1944. Why would you oppose simple equality?"The bill changes antiquated language that protects a man in a relationship with an underage woman, extending it to members of the LGBTQ community.The bill goes into effect on January 1, 2021. SAN DIEGO (KGTV) -- Lifeguards Thursday rescued a 17-year-old girl who fell while hiking at Blacks Beach near Torrey Pines.Lifeguards say the teen was hiking with two other teenagers near Box Canyon about 1:30 p.m. when she fell at least 12 feet into a creek bed.A San Diego Fire-Rescue helicopter flew her to safety. Lifeguards helped the girl's companions walk down to the beach.The girl injured her leg and possibly her head. She was taken to Scripps Hospital in La Jolla.Lifeguards said three other people were rescued about the same time, including one person who started climbing down the cliff and became too scared to go up or down.Watch video from the scene in the player below:  711

The new Census Bureau migration data reveal a post-recession shift in the migration of young adults and seniors. From 2007 to 2012, San Diego lost more than 7,400 people between the ages of 25 to 34 annually. From 2012 to 2017, the number dropped slightly to a little more than 7,000. SAN DIEGO (KGTV) -- Kristin Elliott is CEO of Precision Engineering in Vista, a company that creates water quality sensors for oceans and lakes, "we sell these to universities around the world, work with Scripps Institution of Oceanography," Elliott described.Her work is her passion but so is her team, so when the pandemic hit she said it was her goal not to layoff any employees, taking a pay cut so her team could stay paid."We wanted to save our team through this," she said. Then, there was the announcement kids would be returning to school online."We have this space that we're not gonna be utilizing because no one's having in-person conferences, we're all over zoom these days," turning the room into a classroom. "It's large enough to fit 3 or 4 kids and that's exactly the number of kids we have with our employees. We're going to have a little reading area where kids can switch places to relax and reset. All the things you can normally find in a classroom, a bookshelf with all the interests they might have." Elliott even went to great lengths, hiring an accredited teacher's assistance to help."It's definitely a relief. I know they were just thinking about homeschooling and working, trying to manage that. There's so many emotions involved and so much anxiety and stress, and my goal was to reduce that for our employees."Elliott has followed all CDC protocols and guidelines for her 15 employees working in office, and she'll do the same when their kids come fall."We're still getting the room set up because we want to ensure social distancing between the children and the teacher. SAN DIEGO (KGTV) — Local health officials said Thursday a new case of vaping-related lung injury has been reported, as county leaders prepare to consider new vaping regulations.So far in San Diego, there have been 43 confirmed cases of vaping-associated lung injury with three cases under investigation. There haven't been any local deaths, but all patients have had to be hospitalized. Those affected range in age from 17 to 70 years old, according to the county.The CDC has said that vitamin E acetate and tetrahydrocannabinol (THC) are closely linked with e-cigarette, or vaping, associated lung injury. CDC recommends people avoid using THC-containing e-cigarettes or vaping products.RELATED: San Diego woman hospitalized with vaping illness warns others“Vaping-related lung injuries continue to be reported in the region and that’s concerning,” said Wilma Wooten, county public health officer.As of Jan. 7, the CDC has reported 2,602 hospitalizations or deaths from sudden and severe lung injuries associated with vaping.The San Diego County Board of Supervisors is set to discuss several potential local actions on regulating e-cigarette devices during a Jan. 14 meeting. Those ordinances include a ban on flavored tobacco sale and distribution, device moratorium, and restricting e-cigarette smoking to outdoor areas at restaurant. The ordinances would apply to unincorporated parts of the county.“As stewards of public health; we have a responsibility to raise awareness and act in the best interest of the public to protect them,” said Supervisor Fletcher. “Right now we simply do not know enough about the chemicals being consumed and their impacts. We are acting in a similar fashion to other jurisdictions in California, we are acting with an abundance of caution.” A second meeting on the ordinances will be held on Jan. 28. If the ordinances pass, they will go into effect July 1. 1902
