SAN DIEGO (KGTV) - The man who jumped on stage during a Taylor Swift concert and assaulted a security guard was charged Monday with a deadly beating in the Midway area, police said. Christian Ewing, 29, was charged for the death of 57-year-old Gregory Freeman, according to SDPD Homicide Lt. Anthony Dupree. Officers got a 911 call about an assault near the Interstate 5 overpass at 3900 Rosecrans St. the evening of Dec. 5. A witness said a victim was on the ground and another man was hitting him with an object, investigators reported. He died three days later of his injuries. The suspect fled the scene, police said.Ewing was arrested on Dec. 21 for a parole violation and rebooked Monday on suspicion of murder. In 2015, Ewing jumped on stage at Petco Park as Taylor Swift was performing. Swift’s personal security guard, David Durkin, told Ewing he was not allowed to be in the area. During a struggle, Ewing seriously injured Durkin. He was sentenced to two years' probation, and was expected to be supervised by the Probation Department's mentally-ill offender unit. Prosecutors previously said Ewing had several arrests in multiple states, an active warrant for a theft-related offense out of Florida, and a felony conviction for transporting drugs from out-of-state. Dupree said both Ewing and Freeman were homeless.Ewing’s arraignment on the murder charge is scheduled for Dec. 27. SAN DIEGO (KGTV) — The City of San Diego approved a -million contract for a feasibility study and designs for a multi-purpose training facility for first responders.The contract was approved Wednesday by the Active Transportation and Infrastructure Committee. He hopes by that time a permanent facility will be open for the first responders.Some of the items on the wish list, "classrooms, virtual simulations and testing/tactical obstacle courses, life-size training buildings, home simulations simulating burn scenarios, and many other necessary components required for a safe city."Cate said another important part of the process is weighing the opinions of neighbors, both in households, and businesses. One woman who works nearby said she's worried how much traffic a facility like that could bring.Cate is most concerned about police, fire and SWAT personnel, "it's incumbent upon us as policy makers to make sure that they have all the tools that they need to do their jobs very well for the public."The study is set to be completed by Summer 2020. Climate researchers from Scripps Institution of Oceanography studied the history of these warmer, prolonged and humid stretches in the San Diego area, and found that periods similar to this are on the rise.“What we found is that heatwaves in Southern California, and I would say California more broadly, have been increasing over time in their frequency and tendency,” said researcher Dan Cayan.The lack of overnight cooling means no break from the heat at night, so the long stretch of days of increased temperatures combined with a lack of overnight relief could lead to dangerous conditions.“It’s a lot easier to contend with a heatwave that lasts a day or two than one that lasts four days,” said Cayan.Cayan said this is part of a larger picture of climate change impact, and this trend will likely continue in the years to come.Humidity can make temperatures feel worse. SAN DIEGO (KGTV) - Tempers flared at a meeting of the Community Review Board On Police Practices Tuesday night. Dozens spoke out against the San Diego Police Department’s chokehold policy. Members of the Racial Justice Coalition wants to ban the practice, saying it’s excessive force and potentially deadly.  San Diego’s new police Chief David Nisleit called the comments at the meeting “passionate.” He said he heard them loud and clear but had questions about the doing away with the chokehold as some law enforcement agencies around the country have done.“Anytime you take a use of force tactic away from an officer, they generally have to go a higher level,” Nisleit said. “So my concern on that, and why I’m hitting pause to take a hard look at this, is I want to make sure that if we continue or discontinue, it's for the very right reasons. I want to look at the LAPD and the Chicago Police Department and their information on what has happened prior to and more importantly, what has happened afterward to see if more higher level of force had to be used.”The chokehold is expected to come to the review board again at their May meeting. 1163

  

SAN DIEGO (KGTV) - The government is sweetening the deal for investors who put their money into San Diego's most under-served neighborhoods, but the offer could be having a negative effect on the people who live in them.A new study from Zillow says prices in so-called opportunity zones grew 20 percent in a year after they received the government designation. That designation, part of 2017 tax reform, offered investors capital gains tax breaks for investing in the areas, which the IRS deems "economically distressed."San Diego County has about 30 of these zones, most of them concentrated in the city of San Diego's inner core. Zillow says the Colina del Sol neighborhood near City Heights, parts of Golden Hill and University Heights are the areas that could see the most investment. "It's starting at ,200 or ,300 (a month) for a one-bedroom."The steep price increases have led to concerns that the opportunity zones could ultimately price people out of their own neighborhoods.
