BEIJING, Nov. 13 (Xinhua) -- China should keep home prices from long time "abnormal increases" and divert profits made from home price hikes to the public through taxation, a senior property official said here Friday.     Dong Zuoji, director of land planning department of the Ministry of Land and Resources, said home prices would continue to rise as the land in the world's fastest-growing economy is becoming increasingly scarce, but the government should use taxes to give the added value of the land back to society.     "China hasn't seen overcapacity in real estate sector on the whole, otherwise home prices wouldn't have gained so much," he said while attending a meeting held in Beijing.     Dong said the government would increase land supply for subsidized homes and adopt measures to prevent developers from hoarding land.     The government would also guarantee land use for high-tech, high added-value enterprises while limiting that of backward production projects.     Due to a series of supportive measures adopted by the government, China's property sector rebounded strongly this year. Home prices in 70 large and medium-sized cities rose for the eight straight month in October.     Average house price in Beijing surged 43.7 percent in July from that of January, to 14,500 yuan per square meter, Golden Keys, a property agent said on July 17.

BEIJING, Jan. 8 (Xinhua) -- China issued a directive Friday that aims to promote renovation of the substandard dwellings in the country's urban areas and at state-owned factories and mines, in a move to improve the livelihood of low-income people.     Renovation of squatter homes in cities and at state-owned factories should be completed in the next fives years, according to the directive posted by the Ministry of Housing and Urban-Rural Development on its website.     Priority should be given to "the shanty towns covering large areas and with severe safety defects," according to the ministry.     It also urged relevant departments to give full respect to the rights and interests of the people living in substandard dwellings, who are mainly low-income laid-off workers, and to ensure that renovating work be conducted in an open and fair way.     The directive put forward multiple ways to finance the renovation work, including government funds, favorable loans from financial institutions, and tax rebates.     By the end of 2008, China had 11.48 million families living in substandard housing, 7.44 million of which lived in cities, 2.38 million near state-owned plants and mines, 1.66 million in forest zones and reclamation areas.

BEIJING, Dec. 25 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged to improve taxation regulations to boost economic development and better ensure people's livelihood.     Li made the remarks when visiting the State Administration of Taxation on Thursday. Taxation is a major measure to pool financial revenue and boost social and economic development, and it also plays an important role in adjusting income distribution and improving people's livelihood, Li said. BEIJING, Nov. 17 (Xinhua) -- Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), on Tuesday urged political advisors to contribute their wisdom to China's social and economic development.     Political advisors should watch closely the domestic and international economic situations and problems that China had in the process of development and put forward wise and pragmatic solutions, Jia said.     He urged political advisors at all levels to carry out in-depth study on the key issues including macro-economic policy, environmental protection, public resource distribution and reform of the income system.     Jia made the remarks at a chairman's meeting of the CPPCC National Committee.

BEIJING, Dec. 25 (Xinhua) -- A senior leader of the Communist Party of China (CPC) on Friday stressed the vital role of science and technology as the country's reform and development was standing at a new starting point.     He Guoqiang, member of the Standing Committee of the CPC Central Committee Political Bureau and head of the CPC Central Commission for Discipline Inspection, made the remarks during a visit to the exhibition marking the 60th founding anniversary of the Chinese Academy of Sciences (CAS).     "It can't work without science and technology as the first productive force to make further progress in building a moderately prosperous society in all aspects and create new prospects for the cause of socialism with Chinese characteristics," He said.     The CAS has made remarkable contributions to the country's economic development, social progress and state security over the past 60 years, he said.     As a leading academic institution in China, the CAS was founded in Beijing on Nov. 1, 1949, on the basis of former Central Academy of Sciences and Peiping Academy of Sciences.
