ENCINITAS (CNS) - Construction crews will begin a three-week closure of a section of Chesterfield Drive Wednesday to improve bicycle and pedestrian safety, according to the San Diego Association of Governments. Chesterfield Drive will be closed to drivers in both the eastbound and westbound directions between Coast Highway 101 and San Elijo Avenue. According to SANDAG, the closure will extend through Jan. 23 to complete a new bikeway and pedestrian path, an Americans with Disabilities Act-compliant sidewalk and ramps, new traffic signals and new rail crossing equipment such as signals and gates. During the closure, northbound motorists will be detoured to D Street and southbound motorists will be detoured to Lomas Santa Fe Drive. The intersection will remain open to pedestrians and bicyclists during the closure but will be closed to motorists 24 hours per day, seven days a week. According to SANDAG, roughly 17,000 drivers use the intersection each day. The closure is the second phase of improvements to the Chesterfield Drive rail crossing and part of San Diego County's Build NCC (North Coast Corridor) project, a 40-year, 0 million effort to repair and expand vehicle and rail transportation infrastructure around the county. (KGTV) — Police have arrested a North County doctor accused of sexually assaulting a patient.On March 28, Escondido Police say a woman reported being sexually assaulted while unconscious by Dr. Leng Thai Ky, a 40-year-old anesthesiologist from Poway.EPD detectives investigated the woman's report over the weekend, and arrested Ky on Monday with the help of the U.S. Marshall’s Fugitive Task Force.Ky, a doctor for the last eight years, has associations with Palomar Hospital, North County Pain Institute, Sharp Community Medical Group, Graybill Medical Group, and the Desert Pain Clinic in Rancho Mirage, EPD says.Police believe there are more, unidentified victims of Ky and urge anyone with information to call EPD at 760-839-4790. 760

FALLBROOK, Calif. (KGTV) - A man has been arrested in connection with the Fallsbrea fire that broke out in Fallbrook on Sunday, according to the San Diego Sheriff's department.The brush fire started in the area of Ramona Drive and Pala Road around 12:15 p.m.When a deputy arrived on scene to investigate the smoke, the deputy saw a white man walking away from what appeared to be the point of origin of the fire, a press release states. The man was identified as 34-year-old Brad Arands.Arands was disheveled and his behavior was suspicious, deputies said. Arands was detained until the fire was controlled and a further investigation could be conducted.The fire burned approximately five acres and threatened numerous homes. One outbuilding was destroyed. The fire was 100 percent contained by about 4 p.m. Arands was arrested on suspicion of felony arson and booked at the Vista Detention Facility.   950
