Judge Alsup said the department has been denying claims using template letters that are “alarmingly curt.”He said that although Education Secretary Betsy DeVos blamed the backlog on the hard work that goes into processing claims, she has now “charged out of the gate, issuing perfunctory denial notices utterly devoid of meaningful explanation at a blistering pace.”The dispute stems from a 2019 lawsuit brought by 160,000 borrowers who say the Education Department illegally stalled their claims for loan relief. The students claim they were defrauded by their schools. The Education Department says many claims were submitted for ineligible programs or failed to make a case for loan relief.In a proposed settlement in April, the Education Department agreed to process the backlog of claims within 18 months. A horse and donkey rescue shelter in Glennwood, IA is feeling the pain of the cold winter months.Genea Stoops, the owner of Hooves and Paws Rescue says they've been hit with a shortage of space and increase in hay prices.The shelter currently cares for 31 horses and donkeys, including seven mini horses that have sicknesses or injuries and are being rehabilitated. After a tough winter, Stoops said more horses are in need of rescue."We're starting to deal with a lot of neglect cases coming out of winter. It was a hard winter for us," said Stoops. With the bitter cold, Stoops said extra hay and straw was needed to feed the horses and keep the minis warm in their stalls. With the demand in hay, the feed costs increased."Now we're cutting into spring, and nobody's cut their hay so we're using last year's hay, which is not unusual but there's a lot of high prices on the hay and not everyone can afford it," added Stoops.Stoops says in Nebraska and Iowa, hay typically costs to a bale, but with the demand, prices have gone up to - per bale."There are neglect cases, and then there's people who are trying really hard and can't get hay. A body found in Costa Rica has been identified as a Florida woman who went missing while she was on vacation, according to her family. The father and brother of Carla Stefaniak identified the body as the 36-year-old Tuesday night.During an exclusive interview with ABC Action News, Stefaniak's father, Carlos, said his heart shattered when he saw her body.Costa Rica's Judicial Investigation Agency (OIJ) said an autopsy performed on her body showed that she had stab wounds around the neck and extremities and blunt-force trauma to the head.Family friend, Greg Zwolinsky, who is with them in Costa Rica, said he wants everyone to remember Stefaniak based on the radiance of her personality that is portrayed in pictures of her smiling.On Monday, a spokesperson for the OIJ confirmed that remains were found. The body was found in a wooded area as investigators combed through the region, roughly 1,000 feet away from where Miami resident and Tampa native, Carla Stefaniak, spent what was supposed to be her final night in Costa Rica last week, Judicial Investigator Director Walter Espinoza said in a press conference. On Monday night around 11 p.m., OIJ officials detained a security guard at the apartment complex, 32-year-old Bismarck Espinoza Martínez. Martínez has been in Costa Rica since June 2018.After Stefaniak was reported missing, agents began to investigate where she was last seen. Officials say that Martínez had the time and space to commit this crime and became a suspect because of the investigation. Specifically, his statements did not match video surveillance in and around the area at that time.In addition, fluids found in the apartment where Stefaniak was staying have the consistency of blood, OIJ officials said.Stefaniak traveled to Costa Rica to celebrate her 36th birthday, according to the family. A candidate for mayor in a Texas town outside Dallas is facing voter fraud charges after allegedly sending in 84 applications for ballots.Zul Mohamed is a mayoral candidate in Carrolton. He now faces 25 counts of knowingly possessing a ballot with intent to defraud and 84 counts of providing false information on a voting application, according to Texas Attorney General Ken Paxton.Paxton’s office alleges Mohamed “obtained a virtual mailbox using a false identity, forged at least 84 voter registration applications for unwitting Denton residents and had them sent to a fraudulent location.”When he was arrested, Mohamed was reportedly in the process of stuffing envelopes with additional mail ballot applications for a nearby county.County officials began their investigation after Denton County officials noticed several absentee ballots were being mailed to the same post office box, according to the Texas Tribune.It is not clear from the investigation if any ballots were actually cast or mailed in.If Mohamed is found guilty, he could face up to 20 years in prison. 1081
