SAN DIEGO — Among the safety measures schools are now employing is a device invented by a retired San Diego teacher that was never designed for the use.Rick Morris taught elementary school for three decades before leaving to focus on books to help educators with inventions.In 2005, Morris designed the Lock Blok, an updated version of a device he invented in the 80s. Applied with an adhesive, a rubber tab is affixed to the door and can be pushed out, again acting like a stopper. It was designed to cut down on noisy door slams in class.Morris said after the Columbine shooting, schools started using the Lock Blok for safety.  Most class doors have to be locked from the outside. With Morris' invention, teachers could just keep the door locked all day, even with the Lock Blok engaged. In an active shooter situation, the tab is pulled back, while the door shuts and is automatically locked.Security experts tell us during a true emergency, fine motor reflexes becomes tested. If a teacher has to go outside and try to lock the door with a key, it could take precious seconds.  Over the years, some 8000 Lock Blok units have been installed by local schools.  "My reaction is if this is helping to make a campus more secure, good for you, but don't put all your hope in one device. Security is bigger than that," said Morris.Morris doesn't market Lock Blok as a safety measure because it wasn't designed for protection, but after a November shooting rampage at a Northern California school, he can't forget the call he got from that district's superintendent."My wife and I teared up on that one ... SAN DIEGO — SAN DIEGO (KGTV) -- A life science development firm has unveiled plans to transform eight acres along San Diego's waterfront into a mixed-use hub that could attract numerous leading edge companies to the city.Development firm IQHQ announced Monday that it closed on the site along Harbor Drive and will break ground on the project's first phase this week. The firm says it has entitlements and key permits for new office, lab and support retail space for the complex, called the San Diego Research and Development District, or RaDD. In a news release, the firm said this would be the largest urban commercial waterfront site along the Pacific Coast. The development is sure to bolster an already vibrant life sciences industry in San Diego, with biotechs clustered mostly in the Torrey Pines area. This could attract more to relocate downtown. The project would be the third major commercial development in downtown, along with the Padres plan to build office space at Tailgate Park, and the redevelopment of Horton Plaza into a tech hub."This is probably, in terms of the commercial sector, the most important pivotal moment in San Diego's modern redevelopment history," said Gary London, of commercial real estate consulting firm London Moeder Advisors.IQHQ chief executive Stephen Rosetta told ABC-10News this was the premier site to build on the west coast, if not the entire USA. "This project is really special to us because we're headquartered here in San Diego, and the partners live locally and have for most of our lives," he siad. IQHQ bought the property from Manchester Financial Group for undisclosed terms. Manchester Financial recently completed the new U.S. Navy Headquarters, on the north end of the site, with move-ins scheduled for October. SAN DIEGO — A former San Diego doctor who was caught watching child porn at work will have his license reinstated.The news of the reinstatement became available this week, in documents provided by the California Medical Board.Former psychiatrist Mark Zweifach went in front of the board three weeks ago for a hearing on reinstating his license. Some of the paperwork reads, "While at work, on his Kaiser-issued computer, [he] viewed inappropriate images, including child pornography."“I didn't collect it. I didn't produce it. I didn't distribute it, but I viewed it,” he told the board during his recent hearing.Since then, Zweifach’s become an active part of the San Diego community, according to his online resumes. A 2014 La Jolla Light website article about a local puppet guild shows a photo of Zweifach as a puppeteer operating a large, red puppet.As of late July, he was listed as a board member of the San Diego Puppetry Guild’s website. The day after the guild was contacted by reporters, his name was removed.Documents outline his road to rehabilitation, like a 12-step “Sexaholics Anonymous” program and “regular therapy.”During his recent hearing, he describes having confronted whatever happened to him as a kid that apparently made him vulnerable to addiction.“I did have a history of being exposed to childhood sexual experiences that profoundly affected me,” he explains.Zweifach also told the board that he’s had two relapses with viewing adult pornography, but it stopped there.“I thank God that in the last eleven years, I’ve been entirely free of viewing the underage images that led to the loss of my license,” he adds.Zweifach has expressed a great deal of remorse for his actions.His license will officially be reinstated on Sept. 14.Zweifach will be on five years of probation which includes a number of stipulations, including not treating minors. SAN DIEGO (AP) — A U.S. sailor has pleaded guilty to two counts of espionage and was sentenced to three years after admitting he took classified information about the Navy's nuclear-powered warships and planned to give it to a journalist and then defect to Russia, officials said Friday.U.S. Navy Petty Officer 2nd Class Stephen Kellogg III wished to publish an expose on waste within the military and admitted he wanted to share the information with Russians, said Jeff Houston of the Naval Criminal Investigative Service in an email to The Associated Press.According to Navy court documents, Kellogg, 26, was in contact with Sevmash, Russia's largest shipbuilding enterprise and only nuclear submarine producer. He admitted he knew releasing the information could degrade the ability of nuclear-powered warships, and therefore cause injury to the United States.Neither Kellogg nor his lawyers could be immediately reached for comment.Authorities learned of his plans after arresting Kellogg, on Aug. 27 for drunken disorderly conduct at the San Diego airport where he was stopped by a Delta Air Lines employee from boarding a flight to New York City because he was being belligerent, according to court documents.He had bought a one-way ticket and planned to meet a friend from high school who is a journalist who lives in New York City and told the person he had a big story, according to investigators and court documents.Kellogg knew if the information became public, potential adversaries would likely know the capabilities and limitations of the United States' nuclear-powered warships, according to his pre-trial agreement.Kellogg, who joined the Navy in 2014, was a nuclear electrician's mate with access to classified information relating to the capabilities, operations and maintenance of the Navy's nuclear propulsion systems. He served aboard the USS Carl Vinson from 2016 to 2018 and said he could draw and explain the majority of the ship's critical nuclear propulsion plant systems from memory, according to court documents."This sailor's attempts to disclose classified Navy nuclear propulsion information posed a significant threat to national security and endangered the lives of American service members," FBI Special Agent in Charge Garrett Waugh said in a statement.Kellogg admitted to telling his roommate that he planned to defect to Russia and had searched the Internet for information relating to flights to Moscow, contact information for the Russian Consulate in San Diego, and wrote to an email address associated with Sevmash and called the company six times. It is unclear if the shipbuilder wrote back.Around the same time, he told a childhood friend that he wanted to get out of the Navy and that I "might go Ed Snowden," referring to the former National Security Agency contractor who exposed U.S. government surveillance programs by disclosing classified material.Though Kellogg pleaded guilty to two counts of violating the Espionage Act, his military defense attorneys told the judge at Naval Base San Diego before his sentencing that he was not a spy but rather had a drinking problem and may have been suffering from depression.People who know Kellogg, they said, described him as harmless and someone just trying to get attention. SAN DIEGO (AP) — Former Congressman Darrell Issa is poised to end a political retirement that started only last year when he lost his seat in a Democratic wave that turned over seven Republican-held California districts. Issa scheduled a news conference for Thursday and will announce he's seeking the seat held by fellow Republican and longtime-U.S. Rep. Duncan Hunter, who is running for re-election while under indictment on corruption charges, said Larry Wilske, a retired Navy SEAL and Republican also running in Hunter's San Diego-area district.In an interview with The Associated Press on Wednesday, Wilske said Issa told him he will run. Wilske plans to drop out and support Issa. Issa's entry will make the district near the U.S.-Mexico border one of the most closely watched races in the country.RELATED: Former Rep.
