A bipartisan group of mayors urged congressional leaders on Friday to provide funding for local and municipal governments that have struggled amid the coronavirus pandemic.The letters was signed on behalf of the U.S. Conference of Mayors. The letter was co-signed by Democratic mayors Greg Fischer of Louisville, Kentucky, and Nan Whaley of Dayton, Ohio, and Republican Mayor Francis Suarez of Miami.“We strongly encourage Republicans and Democrats to come to an agreement on a COVID-19 relief package that will contain the onslaught of the pandemic and promote our economic recovery,” the letter read in part. “We implore our leaders: Do not give up. Do not accept failure. Come together to meet the needs of our citizens and enable a safe economic recovery."As a direct result of the pandemic, our budgets have been hit hard and revenue shortfalls threaten our ability to meet essential needs. Jobs have been lost and critical services are being cut.”In the spring, the House passed a bill that included nearly trillion in funding for states and local governments, as many states and towns prepared to make massive and unprecedented cuts to local services such as police, fire and schools. Trump has in the past expressed opposition to bailing out state and local governments on the verge of financial ruin due to a lack of tax revenue.House Democrats, Senate Republicans and the White House have remained far apart on a broader stimulus package. (KGTV) — Saturday, President Donald Trump signed a law approving the use of 9-8-8 as the universal telephone number to reach the National Suicide Prevention Hotline starting in 2022.The National Suicide Hotline Designation Act, which was passed by the U.S. House in September after being approved by the Senate and Federal Communications Commission, will allow individuals to dial the three digits 9-8-8 as opposed to the previous 10-digit hotline number, which is currently 1-800-273-8255 (TALK), CNN reported.The new number will take effect in July 2022.The bill allows states to collect fees aimed at ensuring local crisis centers can support increased volume and directs federal health agencies to submit a report to Congress on strategies to improve support services for LGBTQ youth, minorities, and individuals in rural counties, who are at a higher risk for suicide.In 2019, the FCC estimated that the costs of implementing a three-digit hotline for the first year would be about 0 million and 5 million in the second year, which includes costs for call-center capacity and public awareness campaign. The agency stressed, however, that the "benefits of this action are quite likely to outweigh the costs."The new number will not come with a texting option, but the FCC said in July it will look into the capability for that if it becomes available.Anyone who needs help now can call the National Suicide Prevention Lifeline at 1-800-273-TALK (8255) and text "HOME" to 741741 for the crisis line. (KGTV) -  The safety driver behind the wheel of an autonomous Uber vehicle that struck and killed a woman in Arizona is a convicted felon, according to ABC affiliate KABC.The driver, identified as 44-year-old Rafael Vasquez, was in the self-driving car when it fatally hit 49-year-old Elaine Herzberg as she crossed an unlit Tempe, Ariz., roadway outside of a crosswalk with her bicycle.Court documents showed someone with the same name and birthdate served more than four years for two felony convictions: One for making false statement when obtaining unemployment benefits and the other for armed robbery, according to KABC.RELATED: Police release video after Uber self-driving car hits, kills womanWhile the crash has raised concerns over Uber's driver screening policy, the company states "everyone deserves a fair chance" in regards to employing those with a criminal record.Uber said Vasquez met the company's hiring requirements, KABC reported. A "very bizarre" car crash in Canada resulted in the arrests of five people who were found naked after the collision.On Monday, officers with the Royal Canadian Mounted Police were called to the scene of a crash involving a car and pickup truck in Nisku, Alberta, according to CBC News.At the scene, officers arrested three adults and two "youths." All five were naked when police caught them, according to the Edmonton Journal.The crash apparently happened after police said the suspects kidnapped three people — a man, a woman and an infant — from a home and forced them into the car. The man, who was apparently locked in the car's trunk, managed to escape the moving vehicle and flag down a man driving a pickup truck.CBC reported that the passerby managed to get all three kidnapping victims into his truck and was driving them away when he was rammed by the suspects, which forced his truck into a ditch.None of the victims were injured in the ordeal.The kidnapping suspects have not been named and it's unclear why they were naked at the scene of the crash. A Royal Canadian Mounted Police investigator described the incident as "very bizarre" to The Guardian.The two underage suspects were released without charges. (KGTV) - The search for a young East San Diego County man will be profiled this month by missing persons investigator John Walsh. Twenty-year-old Elijah Runningbear Diaz, a member of the Barona Tribe, was last seen Aug. 29, 2015 in El Cajon. His mother dropped him off at his home on Joey Lane about 10 p.m. Diaz’ mother reported him missing the next day - the day his cell phone was turned off. There was no further activity on his bank account or social media. RELATED: Family still searching for missing El Cajon man Officers found a 50-inch television had been removed from his bedroom along with his sheets and the contents of a safe. Diaz has type one diabetes and, at the time of his disappearance, had a serious foot injury that required him to use crutches. He also has a bear claw tattoo on his inner left forearm. El Cajon Police joined Diaz’ friends and relatives for a door-to-door search near his home in 2015.
