BEIJING, Aug. 11 (Xinhua) -- China's consumer price index (CPI), one of the main gauges of inflation, rose to its highest level this year boosted by rising food prices.The CPI gained 3.3 percent in July from a year earlier, 0.4 percentage points higher than in June, the National Bureau of Statistics (NBS) said Wednesday. It has exceeded the 3-percent full-year target ceiling the government set in March.Food prices, which account for about a third of the weighting in calculating the CPI, climbed 6.8 percent in July, compared with June's increase of 5.7 percent.The country's CPI gained 2.7 percent year on year in the first seven months of this year, 0.1 percentage points higher than the January-June figure, the NBS said.The producer price index, a major measure of inflation at the wholesale level, grew 4.8 percent year on year in July, 1.6 percentage points lower than in June, the NBS said.

BEIJING, July 24 (Xinhua) - Flooding was temporarily eased on the Yangtze River as the Three Gorges Dam on China's longest river saw water levels slightly down from its crest stage, the nation's flood control authority said Saturday.The water level at the dam fell to 158.54 meters as of 8 a.m. Saturday, 0.32 meters lower than its highest level of 158.86 meters which took place on Friday morning, according to data from the Office of State Flood Control and Drought Relief HeadquartersThe water was flowing from the upper stream of the river at 31,000 cubic meters per second, said the office in a statement on its website.However, the water level was still 13.54 meters above the alarm level and is expected to increase again due to rainfall and water inflows from tributaries in the upper stream, the statement said.The office warned that the water level at the dam is very likely to exceed the historical level, if it rises again.Some of the country's other major rivers were also witnessing water levels surpassing their warning levels, including the Jialing River, Hanjiang River and Huaihe River, the statement said.Chinese Premier Wen Jiabao said China was at a "crucial stage" for flood control during an inspection tour in central China's Hubei Province that began July 23.He ordered local governments to adopt scientific measures to be well-prepared for "more serious floods and disasters" .Floods in China this year have left 742 people dead and 367 missing as of Friday, according to the flood control office.

  

BEIJING, Aug. 24 (Xinhua) -- China's top legislature, the National People's Congress (NPC), has proposed a reform in income distribution be launched as soon as possible, aiming to increase residents' income and narrow the gap in wealth.Officials of the Financial and Economic Affairs Committee of the NPC said they have completed a research report on distribution of national income and made the proposals to be included in the 12th Five-Year Plan (2011-2015).The research report proposes increasing the proportion of residents' income in national revenue and the proportion of labor rewards in the primary distribution of national income. It suggests that the reforms should seek to enlarge the middle class until it becomes the largest sector in society. The report also offers proposals on taxation and social security.The legislature did not release further details on the proposed reforms in income distribution.The NPC, for the first time in history, completed 15 research reports on 14 major subjects from March to July to provide proposals for the formulation of the critical development plans for the next five years, after top legislator Wu Bangguo called for the research at the annual legislative session.According to a World Bank report, the Gini Coefficient for China, a main gauge of c disparity surged to 0.47 in 2009, exceeding the "security line" of 0.4, pointing to the unequal distribution of income which could arouse social unrest.This figure was 0.21 to 0.27 three decades ago. ' In the primary distribution of national income, the proportion that goes to wages and salaries, the major source for China's mid- and low-income families, has been declining, according to Yi Xianrong, a researcher at the Chinese Academy of Social Sciences.The proportion of the total income that Chinese citizens receive from the distribution of national income fell sharply to 57.9 percent in 2007, compared with 68 percent 20 years ago, according to the People's Bank of China.

  

NONG'AN, Jilin, Aug. 4 (Xinhua) -- With the approach of a new round of torrential rains, the country roads in flood-ravaged Nong'an County in northeast China were packed with villagers fleeing their homes Wednesday.Traveling aboard tractors, trucks, mini-buses, and motorcycles, and carrying belongings such as quilts and chicken, thousands of people set off on a journey of exodus.Up to 27,000 villagers living downstream from the Songhua River in Jilin Province need to be evacuated as downpours are expected to batter Nong'an from Wednesday evening until Friday, said Wang Wei, deputy Communist Party chief of the county."Fresh downpours may lead to the breach of riverbanks and two reservoirs upstream would have to open sluices to discharge water, which would threaten the lives of residents downstream," Wang said."The mass evacuation began in the early morning today. By now, 18,000 people have moved to safety. There are still 9,000 young villagers who were asked to stay and help fortify the riverbanks," he said in the late evening.Torrential rains pounded the county one week ago, swelling the Songhua River and inundating almost 50,000 hectares of cropland, or about half of the total farming area."I really don't want to leave my home. But the village officials told me: so long as you are still alive, you will have your home again," said Yu Shutao from Liansankeng Village."I will bring my family to go to my elder brother's home in the town. As soon as the floods recede, I will come home to attend my cropland," he said.Thirty-two-year-old villager Sun Lianhua sat in a mini-bus with her dog."The dog is like a member of my family. I will bring it everywhere I go," she said.
