SHANGHAI, Oct. 23 (Xinhua) -- An official of one of China's top government think tanks called on Saturday for the readjustment of the nation's breakneck expansion of the auto industry as an explosion of new cars on China's roads aggravates problems with pollution and congestion.Liu Shijin, deputy director of the Development Research Center of the State Council, told a forum that the government should shift its guidance to automakers from mere pursuit of output capacity to environment-friendly and energy-saving targets.Also, auto manufacturers should strengthen their safety and quality control standards, he said.Sales of domestically-manufactured autos rose 36 percent year on year to reach 13.14 million units in the months through September, as lower-priced automobiles have become more affordable for better-off Chinese people, according to data released by the China Association of Automobile Manufacturers (CAAM) on Oct. 12.In fact, annual sales and production could exceed 17 million, CAAM said.Although the expansion has brought an industrial boom to the country and boosted domestic demand, it has also triggered widespread concerns over the country's energy capacity, pollution levels and notorious traffic jams.In Beijing, the increasing number of private cars, along with heavy rainfall and a spurt in holiday travel, caused a record 140 traffic jams on a single Friday evening last month. KUNMING, Oct. 8 (Xinhua) -- The building of a railway between southwest China's Yunnan Province and Laos will kick off on Oct. 28, according to its Chinese contractor.The 530-km railway, expected to be completed in 2015, will link Mohan port in Dai Autonomous Prefecture of Xishuangbanna and Vientiane, the capital of Laos, said Li Zhanqun, board chairman of the Yunnan Xiaoxiang Pan-Asia Investment Co., Ltd."We would like to use more workers from Laos to help boost the employment market along the railway," Li said.The railway is part of the Trans-Asian railway network, which will cover 114,000 km and travel through 28 countries throughout the region.In 2009, China ratified an agreement on the Trans-Asian Railway Network, which was initiated by the UN Economic and Social Commission for Asia and the Pacific (ESCAP).The agreement came into effect in June 2009.

BEIJING, Aug. 31(Xinhua) -- China has cracked 278,000 criminal cases and broken up nearly 1,650 mafia-style gangs since it launched a campaign to maintain public security in rural-urban fringe zones and on campuses in January.About 256,000 suspects had been arrested as of Tuesday, according to a national working group on maintaining public security composed of officials from government agencies, including the Central Commission for Political and Legal Affairs of the Communist Party of China (CPC) and the Ministry of Public Security.Investigating and rectifying public security threats remains an arduous task, said Wang Lequan, deputy secretary of the Commission.The government will maintain its "strike hard" policy against mafia-style gangs, crimes involving guns and explosives, gambling, prostitution and drugs, Wang said. Authorities have "zero-tolerance" for such crimes, he added.
