State legislators will vote Monday on an emergency bill to block evictions across California when a moratorium expires on Sept. 1.The bill would extend the moratorium protections for tenants through January 2021, but evictions could resume in February.This bill, called the COVID-19 Tenant Relief Act of 2020, does two major things to protect tenants:1) It converts unpaid rent from March 1 to Aug. 31 to civil debt, meaning a tenant cannot be evicted for nonpayment. Instead, that person can ultimately be taken to small claims court.2) It prevents eviction of tenants who pay at least 25 percent of their rent from Sept. 1. to Jan 31, 2021. If a tenant pays at least 25 percent, the rest would be converted to civil debt. Otherwise, a landlord can begin eviction proceedings Feb. 1, 2021.Governor Gavin Newsom announced he would sign the bill once it reaches his desk.The Southern California Rental Housing Association expressed major concerns about the legislation, saying it does not protect against financial ruin for landlords. SUNSET CLIFFS, Calif., (KGTV) - There are mounting concerns about the stability of the some of the bluffs at Sunset Cliffs. The City of San Diego was tipped off about the cliff collapse near Hill Street last week. City crews surveyed the collapse then cordoned it off with yellow caution tape to discourage people from getting to close to the section in question. The city says the collapses are likely from rain. “There is a big crack there right up against the edge where it looks like that’s the next piece that’s going to fall,” said photographer Jim Grant, “it’s a good thing that somebody came in and put some protection up.” Grant spends nearly everyday photographing the cliffs and says he has seen his fair share of people getting too close. “They don’t realize that one slip and when you fall 60 or 70 feet, it leaves a permanent mark that’s for sure,” added Grant. Officials urge people to avoid the section that has collapsed and to always use caution when traversing through Sunset Cliffs. The city says it will have its engineers evaluate the section after this weekend’s weather before determining what steps to take next. 1145

The acting director of the Office of Government Ethics said in a letter to a Democratic member of Congress that the White House Counsel's office is looking into whether Jared Kushner violated any laws when he met with business entities which later loaned more than 0 million to his company.In the letter dated March 22, OGE director David Apol said, "The White House informed me that they had already begun this process. I have asked the White House to inform me of the results of that process."CNN has reached out to the White House Counsel's office and Kushner for comment.Apol sent the letter to Illinois Democratic Rep. Raja Krishnamoorthi, who wrote regarding a variety of ethical questions around Kushner's White House role.In a letter dated March 14, Apol also told Connecticut Democratic Sen. "Based off of the interview, we had her take the polygraph test to confirm the details of what she was telling us. There wasn't much in the way of physical evidence, per se," Lippe-McGraw said, adding that the big-picture question they wanted to confirm was that the affair happened, and that Daniels passed.
