WASHINGTON — President Donald Trump says the Food and Drug Administration has issued an emergency use authorization for convalescent plasma to treat COVID-19 patients.WATCH PRESS CONFERENCE:Trump, announcing the decision Sunday at the White House, called convalescent plasma a “powerful therapy.” He says the FDA’s action will expand access to the treatment, which is already being used. The treatment involves transferring antibodies from recovered COVID-19 patients to patients suffering from the disease.On Sunday, Trump said the administration have provided million to fund the Mayo Clinic study that studied the efficiency in patients that have the virus."Through this study, over 100,000 Americans have already enrolled to receive this treatment, and it is proven to reduce mortality by 35%," Trump said. "It's a tremendous number. The FDA, M.I.T., Harvard, and Mount Sinai Hospital have also found convalescent plasma to be a very effective method of fighting this horrible disease. Based on the science and the data, the FDA has made the independent determination that the treatment is safe and very effective."Trump also announced the administration provided up to 0 million to the American Red Cross and America's blood centers to support the collection of up to 360,000 units of plasma.Department of Health and Human Services Secretary Alex Azar said that patients with the virus who were treated within three days of being diagnoses benefited the most from the treatment."We saw about a 35% under survival in the patients who benefited most from the treatment, who were patients under 80 and not on artificial respiration," Azar said.The announcement follows days of suggestions by White House officials of politically motivated delays by the FDA in approving a vaccine and treatments for the disease caused by the coronavirus.Trump made the announcement on the eve of the Republican National Convention that will nominate him to run against Democrat Joe Biden. 1988

She was sentenced to 40-years-to-life in prison.This year, the 4th District Court of Appeal found Harper's case is affected by a new law (Senate Bill 620) that took effect in 2018. VISTA (CNS) - A man was shot in the knee by someone in a passing car while walking in a Vista neighborhood, authorities said Saturday.The 38-year-old victim said he was walking at about midnight Friday in the 1100 block of North Santa Fe Avenue and looked down to retrieve an item from a bag, according to Sgt. Adrian Moses of the San Diego County Sheriff's Department.As he looked down, he heard a loud bang and fell to the ground with a gunshot wound to his knee, Moses said.A witness heard the gunshot and saw a white Nissan Sentra driven by a woman with a male passenger leave the area on North Santa Fe Avenue, the sergeant said.The victim was taken to Palomar Medical Center for treatment of injuries that were not considered life-threatening, Moses said.There was no surveillance video immediately available and detectives from the Vista sheriff's station were investigating the shooting. 903

  

WASHINGTON (AP) — Defense Secretary Mark Esper on Sunday fired the Navy’s top official over his handling of a disciplinary case involving a Navy SEAL.Esper asked for the resignation of Navy Secretary Richard Spencer and Spencer submitted it Sunday, said the chief spokesman for the Pentagon, Jonathan Hoffman.The firing was a dramatic turn in a long-running controversy involving Navy Chief Petty Officer Edward Gallagher, whose case has been championed by President Donald Trump.Esper also directed that Gallagher be allowed to retire at the end of this month, and that a Navy disciplinary board that was scheduled to hear his case starting Dec. 2 be cancelled, Hoffman said. At Esper’s direction, Gallagher will be allowed to retire as a SEAL at his current rank, Hoffman said.Hoffman said Esper lost trust and confidence in Spencer “regarding his lack of candor” over conversations with the White House involving the handling of the SEAL case.“I am deeply troubled by this conduct shown by a senior DOD official," Esper said in a written statement issued by Hoffman. "Unfortunately, as a result I have determined that Secretary Spencer no longer has my confidence to continue in his position. I wish Richard well." 1225

  

VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said.The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2.
