BEIJING, Jan. 18 (Xinhua) -- Foreign direct investment (FDI) into China hit a record 105.74 billion U.S. dollars last year, up 17.4 percent year on year, the Ministry of Commerce (MOC) announced Tuesday. In December alone, China attracted 14.03 billion U.S. dollars of FDI, up 15.6 percent year on year, making it the 17th consecutive month of FDI growth since August 2009.The rapid FDI growth could be attributed to robust development in the service sector and the country's central and western regions, said MOC spokesman Yao Jian.FDI in the service sector rose 28.6 percent last year and that in central and western regions climbed 27.6 percent year on year, Yao said.

LAS VEGAS, the United States, Jan. 7 (Xinhua) -- China is incredibly important to the success of the global consumer electronics industry, Gary Shapiro, president and CEO of the Consumer Electronics Association (CEA) told Xinhua in an interview."There is no doubt that China is a growing powerhouse. China is a global leader in manufacturing and the 'made in China' phrase is known around the world. Chinese manufacturing facilities provide jobs and spur growth not just in China, but around the world as more international companies explore doing business in China," Shapiro said during the 2011 International Consumer Electronics Show (CES), which was organized by CEA.The 2011 International CES kicked off here on Thursday with more than 2,700 exhibitors unveiling their latest technology innovations, up from the 2010 CES which featured 2,500 exhibitors. A total of 267 exhibitors from China, including major companies such as Haier and Hisense, will display their products at the show.According to CEA and market research company Gfk research, China is expected to contribute 13 percent of global CE retail revenue in 2010, up from 12 percent in 2009."The Chinese consumer technology market is also critical to the success of the International CES," Shapiro said. "China also ranked 3rd in terms of international attendance at the 2010 CES, with 1,105 Chinese industry professionals."However, while a leader in manufacturing, to become a true world leader China must produce innovative companies with brands that are recognized around the world, Shapiro cautioned."In fact, not one Chinese company is included on the Interbrand annual listing of the top 100 global brands. In order for China to truly compete on a global scale, it must change its outlook on the importance of branding."In recent years, many Chinese companies have come far in building their brands. Haier and Hisense are well-known around the globe. In fact, Hisense's Chairman Zhou Houjian delivered a keynote address at the 2010 CES, marking the first time a Chinese company has keynoted at the International CES."For Chinese companies looking to build their brand, there is no better forum to launch an innovative product than a tradeshow such as the International CES, which is the largest branding event in the world," Shapiro said.Shapiro was also optimistic with the prospect of the consumer electronics industry. After a down year in 2009, the consumer electronics industry grew 13 percent last year and is expected to grow an additional 10 percent this year to 964 billion dollars, thanks in large part to demand for smartphones and notebook computers, the CEA forecast. The group expects electronics sales to grow in all major markets around the world but to be especially strong in Western Europe, North America and China."Due to the economic downturn, consumers around the world have been cautious in their purchase patterns. However, CEA research finds that individuals view consumer electronics products as necessities rather than luxury goods, reinforcing the strength of our industry even in a down economy," he said.CEA is a U.S. trade association promoting growth in the consumer technology industry. It represents more than 2,000 corporate members involved in the design, development, manufacturing, distribution and integration of consumer electronics products. As a U.S.-based trade association, all CEA members must have offices in the United States, however CEA also has 40 associate member companies based in China.

BEIJING, Nov. 27 (Xinhua) -- Two years of monetary easing policies helped China's economy emerge from the global financial crisis. Now, facing a runaway inflow of hot money, fast loan growth, and escalating inflation, China could become serious about tightening regulations to achieve a "soft landing".Analysts recently said China could see more interest rate hikes in the final month of 2010 in a bid to soak up excessive liquidity and prevent a potential overheating of the economy.Further, the People's Bank of China (PBOC) Deputy Governor Hu Xiaolian said on Oct. 24 that using multiple monetary policy tools to improve liquidity management and guide the money and credit growth back to normal would be the main task for the central bank in the remainder of this year.According to data released by the central bank Friday, in October those funds outstanding for foreign exchange (FOFE) hit 525.1 billion yuan (78.37 billion U.S. dollars), the second highest monthly record in history. That is to say, PBOC issued 519 billion yuan of Renminbi in October to purchase the same amount of fresh inflow of foreign exchanges, which usually enter the nation in the form of trade surplus, foreign direct investment and short-term international speculative funds."The huge inflow of hot money is an important reason behind the sharp rise in FOFE," said Zhang Ming, a researcher with the China Academy of Social Sciences (CASS).He noted, as the European debt crisis ceased, that speculative funds have returned to the emerging markets, notably after the U.S. Federal Reserve announced the second round of its quantitative easing policy."As the massive inflow of foreign exchange increases the domestic monetary base, it has become a major impetus of a broad money supply, which could exacerbate inflation," said Liu Yuhui, also a researcher with CASS.Hefty foreign exchange inflow usually goes together with soaring inflation. China's FOFE hit a record 525.1 billion yuan in April 2008. In the same month, China's Consumer Price Index (CPI), a main gauge of inflation, was up by 8.5 percent, which was unprecedented. Also, this October, the CPI rose by 4.4 percent, the highest amount in 25 months.Boosted by a massive trade surplus, the domestic monetary situation began easing in late 2008, as China's broad money supply exceeded 70 trillion yuan, surpassing the United States to become the world's largest.Li Daokui, a member of the monetary policy committee with the PBOC, said hefty money supplies posed huge risks to the nation' s banking system and, more imminently, would exacerbate the current inflation."The interest rate increase last month sent a signal that more such increases will come in the future," he said.

BEIJING, Jan. 19 (Xinhua) -- Seven Chinese cities and provinces, including the national capital Beijing, will take local officials' water conservation efforts into account when assessing their work performance s in a bid to enhance the enforcement of water management measures. The Ministry of Water Resources has selected seven pilot areas nationwide and asked them to set warning lines for the quantity of water consumption, efficiency of water use and water pollution levels, Bi Xiaogang, spokesman of the Beijing Water Authority, told Xinhua on the sideline of the ongoing annual session of the Beijing Municipal People's Congress, the local legislative body."The officials will be held accountable if they fail to keep any of the three indexes under the warning line, and their annual work performance assessments will also be affected," Bi said. The measures might be included in this year's No. 1 central document, or the first document issued by the central committee of the Communist Party of China and the State Council every year, he said."It was highly feasible to introduce strict indexes in water management, and associate it with officials' work performance assessments, as it could put an end to sluggish enforcement of regulations," said Zhu Jianyue, a member of the municipal people' s congress. The municipal government would begin formulating the specific criteria of the warning lines in March, and the regulation was expected to be enacted by June, Bi said.He speculated that in the future, the government would draw lessons from its experience on fulfilling the five-year energy-saving and emission reduction goal to manage the country's water resources. In that way, the central government would set water conservation targets for municipalities and provinces, which would subdivide their targets to lower levels of governments, he said, adding whether the local government could meet their targets would be seen as a gauge of their performance evaluation.By then end of 2011, China had basically fulfilled its goals of reducing energy consumption per unit of gross domestic product (GDP) by around 20 percent and reducing total pollutant emissions by 10 percent from 2005 levels. In China, the per capita amount of water resources is merely one-quarter of the world's average, while the water consumption per 10,000 yuan (about 1,519 U.S. dollars) of GDP is about a dozen times that of developed countries."
