SAN DIEGO (KGTV) - Swings and slides sit still across San Diego County, with caution tape wrapped around jungle gyms. Signs warning of coronavirus exposure tell hopeful parents and children the playgrounds they love are still closed. And no one seems to know when that will change."Kids do get infected with COVID, just like adults do," says Dr. Mark Sawyer, a Pediatric Infectious Disease Physician at Rady Children's Hospital."This is why we're worried about kids gathering because they potentially could get infected there and bring the infection home to more high-risk individuals who live in their house."Playgrounds have been closed since the start of the pandemic in March.ABC 10News reached out to San Diego County Officials to see if they have any guidelines in place. A spokesperson referred us to the State Reopening Guidelines. In hundreds of pages of reopening guidelines and plans, the word "playground" only comes up a handful of times. One is in the Industry Guidance for Campgrounds, RV Parks, and Outdoor Recreation. It advises campgrounds that "Playgrounds should also remain closed."Another time is in the State's new Blueprint Activity and Business Tiers for reopening. It specifies that Family Entertainment Centers can reopen Indoor Playgrounds at 50% capacity once their county reaches the Yellow or least restrictive tier.Parents and some lawmakers are growing frustrated at the lack of clarity for City and County-owned playgrounds at parks. On Tuesday, a group of two dozen state lawmakers sent a letter to Governor Gavin Newsom asking him to create clear guidelines for reopening. San Diego Mayor Kevin Faulconer tweeted his support for the letter.Doctors, however, urge caution."Playgrounds are gold mines for transmissions for other diseases," says Dr. Christian Ramers, an Infectious Disease Specialist at Family Health Centers of San Diego."Kids get runny noses. There's a lot of touching there. Kids are touching everything with their hands. So I think there's uncertainty."Still, studies show kids need outdoor physical activity. A recent report from the American Academy of Pediatrics reinforced guidelines that say kids 3-5 years old should get 3 hours of physical activity every day. Kids 6-17 need at least one hour."I really think kids should be able to play," says Dr. Jaime Friedman, a Pediatrician with Children's Primary Care Medical Group. She says small groups should be able to use playgrounds as long as they wipe down equipment and maintain social distancing."But, I think it would be hard to mandate that everybody has to do it in that way or make a schedule of who can be on the playground..."The important thing is that they need to make sure they're washing their hands, not touching their face, and if other kids show up, or other families show up, then you probably want to get out of there," Dr. Friedman says. There's also a mental health aspect to the debate, as studies show outdoor play helps kids avoid anxiety, depression, and negative feelings.Rady Child Psychologist Brent Crandal says it's up to parents to get creative with play and find other outdoor options."We can take advantage of all the spaces near playgrounds that seem to be open to the public," Dr. Crandal says. "There are hiking trails. There are beaches. There are a lot of outdoor areas to take advantage of."Many parents have decided to break the rules and let their kids use playgrounds anyway. Some playgrounds have added padlocks on swingsets and slides to enforce the rules. In the meantime, City and County leaders say they can't do anything until the state releases specific guidelines for playgrounds.Doctors say the best way to get playgrounds open again is to work towards eliminating the virus."The only way to control this is community-wide effort to follow the guidelines which are basically wearing a mask and staying away from other people," says Dr. Sawyer from Rady Children's Hospital. "If we do that, we're going to win this battle." 3984

SAN DIEGO (KGTV) - The Department of Homeland Security is responding to the caravan of Central American immigrants prepared to enter the United States through the border with Mexico. At least 600 people from Guatemala, Honduras, El Salvador, and Nicaragua are traveling to Tijuana, according to freelance journalist Jorge Nieto. About 100 arrived last night. Eventually the group will enter the U.S. at the San Ysidro port of entry.Homeland Security Secretary Kirstjen Nielsen released a statement on the caravan.“DHS continues to monitor the remnants of the ‘caravan’ of individuals headed to our Southern border with the apparent intention of entering the United States illegally. A sovereign nation that cannot – or worse, chooses not – to defend its borders will soon cease to be a sovereign nation. The Trump Administration is committed to enforcing our immigration laws – whether persons are part of this ‘caravan’ or not.”RELATED: Migrant caravan heads toward US-Mexico borderDHS warned members of the caravan that they may be turned over for prosecution under illegal entry laws. Anyone seeking asylum may be detained while their claims are processed, DHS said.“Again, if you enter the United States illegally, let me be clear: you have broken the law. And we will enforce the law through prosecution of illegal border crossers,” Nielsen stated. The DHS statement encouraged those with asylum claims to seek protection in the first safe country they enter, naming Mexico as a possibility.SLIDESHOW: Migrant caravan travels through Mexico“While we are committed to doing everything we can on the border to secure our nation, we need Congress to do their job as well.  I join the President in asking Congressional leadership to work with the Administration to pass legislation to close the legal loopholes that prevent us from securing our borders and protecting Americans. I stand ready to work with any member who in good faith seeks to support DHS’s mission and secure our country,” Nielsen wrote.RELATED: Hundreds of migrants reach Tijuana 2060

SAN DIEGO (KGTV) -- The man accused of assaulting a Pacific Beach woman while she slept in her own home was in court for the first time on Monday. Jeffrey Hanze pleaded not guilty to the charges, which include sexual assault during a burglary. The 55-year-old was arrested in L.A. County on October 29th for the crime. Police say Hanze broke into a home in Pacific Beach on October 1st, getting in through an open window, then assaulting a woman while she slept. The woman woke up to the assault and Hanze got away.On Monday, the judge agreed to increase his bail from 0,000 to a million dollars and issued a protective order for the victim. A background check shows Hanze has a criminal record, including two felonies in San Diego County and several sex crimes dating back to 2011 in Arizona. Hanze is due in court again on November 15th.    913

SAN DIEGO (KGTV) — The beloved founder of the popular Roberto's Taco Shop chain which began in San Diego died last week, according to the company.Dolores Robledo, 90, died on July 14, the company said in a release. Robledo opened the first Roberto's Taco Shop — and San Diego's first taco shop — with her husband, Roberto, in 1964, according to the company. Prior to that, the couple started their food career providing tortillas to stores and restaurants from their San Ysidro tortilla factory."Since then, Sra. Dolores had been sharing her love for family and authenticity through each meal served," the company said in a release. "She has left the legacy of her love and perseverance. The way she touched lives will remain ongoing. Dolores Robledo will be deeply missed. Please keep her family in your thoughts as they go through this difficult time."Robledo was the mother to 13 children and had 39 grandchildren, 50 great-grandchildren, and 5 great-great-grandchildren. In 1990, Roberto moved to Las Vegas and soon after decided to open his first taco shop in Las Vegas. With the help of her family, Roberto's expanded to 60 locations across California and Nevada. The Roberto's chain is believed to have started the variety of other eateries with the "berto's" suffix in San Diego. It's long-rumored that the famed California Burrito was created at one of these "berto's" shops, but which shop can claim that title continues to be debated. On Instagram, the company continued: "Sra. Dolores Robledo, founder of Roberto's Taco Shop, loved cooking good Mexican food for her family and friends. She and her family expressed that passion by opening their first Roberto's Taco Shop in San Diego in 1964. She will be missed but her legacy of cooking fine Mexican dishes will continue for generations to come."Visitation services for Robledo will be held at 4 p.m. on July 29 at Glen Abbey Memorial Park in Bonita. The services will be followed by a mass and committal service on July 30. Her full obituary can be found online. 2032
