SANTA FE, N.M. – Lawmakers in New Mexico have approved a COVID-19 relief bill that will use nearly 0 million to help residents of the state who are struggling during the pandemic.The legislation was passed Tuesday during a special one-day session called by Gov. Michelle Lujan Grisham as the state experiences a spike in coronavirus cases, like most of the country. The relief package, which was approved with bipartisan support, will allocate 4 million in direct unemployment assistance, providing a one-time ,200 check to all types of unemployed workers.Another 0 million will be allocated for a grant program for small businesses in the state, allowing business owners to apply for grants of up to ,000.About million will go to provide emergency housing assistance, million will go to emergency food banks services, and million will be used for direct economic assistance to low-income residents, in the form of a one-time 0 disbursement per qualified household.Legislators says the funding for these programs will be made available through a transfer of previously received federal funds. School districts across the country are being tasked with opening their campuses safely. Social distancing is a big part of that, but limited spacing at schools and a lack of available teachers is making that difficult."We are also having our students wear masks, as well, to keep our students and our staff healthy. I worked with superintendents across the state to compare plans and what they're following. Most of us are trying to keep that three foot distancing facing forward when possible and six foot distancing when we can, as well," said Jonathon Cooper, the Superintendent of Mason City Schools in Ohio. Cooper said each level of his district's plan aligns with the levels of coronavirus cases in their community. For example, if COVID-19 levels rise to a certain level, the district will move to having students in class only a couple days a week."The way that it is structured, is it’s every other day and so it creates consistency for our families and it allows our teachers to have 50% of the class in person that they can concentrate on, get them set up for the next day while the other 50% of their class comes in. It allows them to spread out in their classroom," Cooper explained.Many public school districts say they're dealing with reduced budgets, so hiring new teachers to ensure smaller class sizes is not a possibility. Plus, a lot of educators say even if they could hire teachers right now, there are not enough qualified candidates."This COVID-19 health crisis has really exposed inequities in many of our public institutions and definitely in our education system and it shows the reason why we don’t have that pool of new up and coming educators," said Manuel Bonilla, the president of the Fresno Teachers Association in California."We see it in all the documents from federal to state to local, that physical distancing is one of the things that needs to take place and we just don’t have the manpower to do so with teacher shortage," Bonilla said. He adds that many of the roughly 4,000 teachers in his city don't even feel comfortable taking on face-to-face learning in the classroom this fall. "When you just take a look at the CDC guidelines, the state guidelines and the local guidelines as to what you need in order to return safely in a classroom, physical setting, we know that by the start of school date we just can't do that," Bonilla said.And if teachers get sick, it may be hard or unsafe to find replacements. Bonilla is concerned with the availability and willingness of substitute teachers during this time. "See and that’s one of the points in regards to substitute teachers and the physical reopening of schools. When you take a look at the qualifications of quarantine and the subs moving from place to place and it's by the nature of their position they might be in different areas or causing that unsafe atmosphere just because there will be different contact points," says Bonilla.Districts are also worried that any lack of protections for teachers could further impact a teacher shortage.Back in Ohio, Cooper said, "We're also losing funding really quickly from our state. We’ve lost .2 million in the last four months. So when you’re losing money, you’re doing these amazingly new strategies to keep everybody safe and things we’ve never done before so we’re writing the script as we go,"The superintendent adds that many education administrators nationwide are leaning on each other now more than ever to make the right decisions when it comes to reopening schools this fall. 3541

SAN FRANCISCO (CNN) - James Schwab, a spokesman for the San Francisco Division of Immigration and Customs Enforcement, has resigned, citing what he says are falsehoods being spread by members of the Trump administration including Attorney General Jeff Sessions."I just couldn't bear the burden -- continuing on as a representative of the agency and charged with upholding integrity, knowing that information was false," he told CNN on Monday.Schwab cited Acting Director Tom Homan and Attorney General Jeff Sessions as being the purveyors of misleading and inaccurate information, following Oakland Mayor Libby Schaaf's controversial decision to warn the community of an upcoming ICE raid.ICE released a press release on February 27 about the operations in Northern California in which Homan stated that "864 criminal aliens and public safety threats remain at large in the community, and I have to believe that some of them were able to elude us thanks to the mayor's irresponsible decision."Sessions also repeated a similar estimate in his remarks while visiting Sacramento last week."Those are 800 wanted criminals that are now at large in that community -- 800 wanted criminals that ICE will now have to pursue with more difficulty in more dangerous situations, all because of one mayor's irresponsible action," Sessions had said.Schwab said he took issue with their characterization."Director Homan and the Attorney General said there were 800 people at large and free to roam because of the actions of the Oakland Mayor," he told CNN. "Personally I think her actions were misguided and not responsible. I think she could have had other options. But to blame her for 800 dangerous people out there is just false.""It's a false statement because we never pick up 100% of our targets. And to say they're a type of dangerous criminal is also misleading."Schwab said he brought up his concerns to ICE leadership and was told to "deflect to previous statements. (KGTV) - Voters are expressing confusion and frustration after receiving a mailer titled 'COPS Voter Guide.'Brandon Salgado was sorting through the mail this past weekend at his grandfather’s home in Santee when he saw the political mailer."It’s got the badge, says 'COPS Voter Guide.' On the back it says 'COPS' and it's red and blue. Looks like something law enforcement would back," said Salgado.Salgado has family members that work in and with law enforcement, and took a closer look at the mailer’s list of ‘priority’ propositions. At the top, next to Prop 16, which involves the issue of affirmative action, is the word 'NO,' and an arrow pointing to a mailer's description of the proposition: 'For Racial Equality.'"I was shocked that someone should put out that law enforcement is 'No' for racial equality. Just didn’t sit well with me. It’s a bad look, bad optics," said Salgado.Salgado, who thought the mailer had police backing, then saw the fine print, which says 'This organization does not represent any public safety personnel.'So what does it represent?A video on the the COPS Voter Guide website says the Folsom-based group is a non-partisan, public advocacy organization.“The candidates we support have pledged to make public safety a top priority,” explains the group's director in the video.During the 2016 presidential election, the Modesto Bee described it as a 'pay-to-play mailer,' disguising advertisements as endorsements. On the mailer itself, there is the phrase 'paid for' by the candidates or ballot measures."It’s completely misleading ... If I were law enforcement, I'd be upset they appear to be representing me," said Salgado.Salgado, who says the mailer's law enforcement branding is convincing, worries other voters may not read the fine print."Everyone should want the truth and the facts to make a decision for themselves ... SANTEE (CNS) - One person was found dead at the scene of an apparent single-vehicle crash this morning.A car was found off the roadway just before 8 a.m. near the 11400 block of Woodside Avenue, San Diego County Sheriff's Lt. Dave Perkins said.Details were scant, but Perkins said deputies found a woman, later identified as 40-year-old Ashleigh Hanson, inside the car who appeared to have died of injuries sustained in a crash.It's unknown at this time if drugs or alcohol were factors in the crash or if whether played a role. 537
