SAN DIEGO (KGTV) - Two thieves prowled an entire neighborhood in Oak Park looking for something very specific on the vehicles.Along Blackton Drive, the sense of safety is shattered for David Cabrera.  Late Wednesday morning, Cabrera and his wife returned home to a neighbor telling them to check their license plate.  He discovered the registration sticker on his truck stolen. He had sliced his sticker into eight different sections as a precaution but it didn't help.Cabrera's surveillance cameras revealed the thieves:  a man and a woman walking together. A tree obscures the camera's view, but a woman can be seen behind Cabrera's truck, while the man stands and looks around.  The woman gets up and the two walk off.Seconds later, a neighbor saw the same woman peeling off a sticker from another car and the neighbor ran out of her kitchen to confront her.  That neighbor told the woman to put it back.  The woman got verbally aggressive but did put the sticker back.Neighbors called 911 but the thieves took off.  After Cabrera posted details on the Nextdoor app, five other neighbors reported also getting hit that morning."It's a feeling of violation. You want to feel safe in your own neighborhood," said Cabrera. 1275

SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215

SAN DIEGO (KGTV) — Two women are launching a new nonprofit, Black San Diego, to bolster Black-owned businesses locally.It started at a kitchen table over chips and salsa four years ago. Sheri Jones, a real estate broker, and physical education teacher Tinicia Smith wanted to create a hub for Black-owned businesses in San Diego.They created a Facebook group called Black San Diego and now they're more than 34,000 members strong."For the last four years we've been able to collect data and what we realize is that business owners haven't been able to sustain because they don't have the tools," Jones said.She first noticed the issue when she was running her real estate business and went to a conference. She said she was the one Black person there and it was uncomfortable."I knew when I was having trouble, others must be too," Jones said.This week, Black San Diego became official, registered through the government and they're excited to plan workshops to offer those tools to the community. Jones described the workshop as, "an 8-week course where they can go through and get business basics, book keeping, business taxes, really how to formulate their corporation."Newly Appointed Board Member and CEO of Growth 1031 Lance Growth said these workshops are crucial for black-owned businesses like his."I stumbled into my position.. I made so many mistakes and I just had to sit down and learn from those mistakes," he said. "I'm going to send my operations lady, and ask her to take some extra notes on accounting, on marketing, on filing correctly, but it's a really beneficial tool."The workshop costs 0 per business and the nonprofit is launching a donation campaign to sponsor local Black-owned businesses."If the dollar circulates in the Black community then we can unite and produce generational wealth and that's what we're here to do," Smith said.They hope to bring members of their community out and help them elevate their business, "they don't want to step in the front, not get criticized, not get caught up in the chaos. SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats. SAN DIEGO (KGTV) — U.S. Secretary of Education Betsy DeVos made an unpublicized visit to a Poway Unified School District campus on Thursday. DeVos spent about two hours at the Design 39 campus in 4S Ranch, speaking to administrators, teachers, and students. "The questions she was asking kids was, 'Really, tell me about your learning, and what do you really enjoy about learning here? How has this helped you as a learner?'" said Megan Power, a teacher at the school and former Education Department fellow who helped arrange for the visit. DeVos is a polarizing figure in the Trump administration, partially for her stance on school choice. Opponents accuse her of wanting to pull money out of public schools to pay for private education.Poway Unified Superintendent Marian Kim-Phelps posted pictures on Facebook after the visit. Some parents blasted the district for even hosting her. One woman said if she had known she would have protested outside. Another called DeVos dangerous to public education.Other parents disagreed, saying politics aside, her visit was an honor."Just the fact that she came here to visit, someone of that high a profile speaks volumes to the school," said Matt Kolker, who was picking up his son from Design 39 campus Friday. Power, who had told DeVos about Design 39 during her fellowship, said it was a great opportunity."If we want the secretary to have a better understanding of what's going on in schools, we have to be able to invite her and the team into schools," she said.
