SAN DIEGO (KGTV) -- Authorities are investigating after an inmate died at the George Bailey Detention Facility. According to the San Diego County Sheriff’s Department, deputies were notified that an inmate identified as 63-year-old Dennis Lee Curry needed medical help inside his cell on May 11. Deputies say when they arrived, Curry complained of pain to his head and chest, but had no visible injuries. Curry was taken to a local hospital where his condition worsened and he was placed on life support before he died on the morning of May 13. Following an autopsy, it was discovered that Curry died of natural causes. The Sheriff’s Department’s homicide unit was called in to investigate, as they do with all in-custody deaths. Curry was in custody for outstanding warrants related to prior DUI and drug-related charges, according to the department. 860

SAN DIEGO (KGTV) — As people continue to try to purchase essential items, the San Diego County District Attorney's Office says it's protecting consumers by going after retailers who are illegally price gouging."We have received well over 100 calls to our tip line," said Damon Mosler, the Chief of the Econcomic Crimes Division at the DA's Office. It's illegal for businesses to overcharge more than 10 percent for essential items during a state of emergency.RELATED: Unemployment benefits could take weeks amid coronavirus pandemicMosler said there are currently 70 reports under investigation."We are going to the store to verify the price and the item and we are serving them with a warning letter explaining what the law is, explaining what the violation is," he explained. After that the crews, who are undercover, will return to the reported store to do compliance checks and make sure the retailers are responsive to the warnings.RELATED: City Council puts stop on evictions during coronavirus pandemicAbout a dozen business owners have been warned in the county so far. Mosler says in most of the cases they have investigated business owners have a reason to increase prices on some items."Most of the store owners have been very receptive and have explained what their underlying costs are which establishes they are not price gouging, but that their wholesalers have raised the prices due to scarcity issues," said Mosler.LISTINGS: Who is open for business in San Diego during stay-at-home orderPrice gouging is a misdemeanor. Those in violation could be cited, fined up to ,000, or even spend time in jail. California's Attorney General, Xavier Bacerra, recently ordered online marketplaces to put new policies in place to combat price gouging. The San Diego Sheriff's Department recently arrested and cited eight people for selling products like, hand sanitizer, toilet paper and medical examination gloves on online apps for up to twenty times their regular retail price.RELATED: San Diego hospitals start drives for personal protective equipmentApplications like, OfferUp, have been a go-to for many San Diego residents looking to sell essential items far above their worth.Wednesday OfferUp sent the following statement to 10News:"The trust and safety of our community is our number one priority. Certain medical and healthcare items are not allowed for sale on OfferUp, including listings that claim the item can diagnose, cure, mitigate, treat, or prevent a disease or virus, or any items that claim to be CDC or WHO approved. For the time being, we are also removing all hand sanitizer, toilet paper, protective masks, and disinfecting items, regardless of price. These items are now prohibited on OfferUp.""People just have to be very mindful of the situation we're all in," said Mosler. "This is very stressful. Hopefully we can get through this in a short period of time and not have to be thinking about these unfortunate issues."If you see price gouging in San Diego County, you can report it to the District Attorney’s Consumer Protection Unit at (619) 531-4070 or to the Attorney General’s Public Inquiry Unit. 3144

SAN DIEGO (KGTV) – County leaders Wednesday approved a plan that would allow San Diego businesses such as gyms and local places of worship to operate outdoors at county parks. The new initiative gives businesses another option as they look to operate amid the coronavirus pandemic. Last month, the state implemented restrictions that forced many businesses to either close completely or move outdoors.Under the plan, space at any of the county’s 30 parks could be used for service via a free permit.“We need to be creative and provide a lot of flexibility, particularly to churches, places of worship, gyms, and other fitness-oriented businesses,” said County Supervisor Dianne Jacob, who proposed the plan.Jacob said of the process to obtain permits: “I’m asking the county to streamline the process so it’s a very quick turnaround.”She added the process is similar to Poway’s, a city with a similar plan already in place.San Diegan Joel Nevarez visits San Diego’s Waterfront Park off Harbor Drive every morning for his workout because he enjoys it and the park was one of his only options."Getting some sunlight is good for you. I get some fresh air since I work from home, so I like it,” he told ABC 10News.Nevarez’s gym is one of many businesses that shut down amid COVID-19 restrictions. He said if his studio held classes at the park, he'd be one of the first to sign up."It'd be good for anybody and my girlfriend would come, I'd probably tell my friends, too," said Nevarez.Jacob said she hopes the plan will help local businesses get through the pandemic."We're trying to make it as easy as possible for businesses to survive during this difficult time and this is just another way to do it,” she said.RELATED:San Diego City Council approves expanded outdoor operations, 0K relief for small businessesPoway allows fitness classes, religious activities in park space after state closuresVista businesses allowed to take services outdoorsChula Vista highlights businesses moving services outdoors 2013

SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. They will also work with 110 members of the National Guard. The proclamation focuses on vulnerable communities. CalFire's Priority Fuel Reduction Project List includes two communities in San Diego County, Guatay and Crest. "Some of them have gone through some kind of environmental review," Director of the Sierra Club, Katheryn Phillips said. The U.S. Forest Service plans prescribed burns a year in advance to account for the environmental processes."We already know the areas of concern and we know how the fire is going to react to those areas, so we have a lot of biologists come in, a lot of fire experts come in and determine which areas are good for burning," Public Affairs Officer for Cleveland National Forest Olivia Walker said.Under the proclamation, environmental regulations are suspended, concerning environmentalists."If it's a butterfly mating season and it's an endangered species, it's not going to be the proper time to burn," Walker said."Could an unintended consequence be a mudslide?" Phillips added.Mohler said there's nothing to worry about, saying the proclamation solely streamlines the paperwork. He said they will absolutely bring in biologists, environmental scientists and archeologists before lighting prescribed burns."The good news is the governor is engaged in this issue I think the issue of how we deal with some of the impacts of climate change; this is just the beginning of a very long conversation," Phillips said. 2128

SAN DIEGO (KGTV) — Construction began Friday on SeaWorld's next big attraction for the park, billed as California's tallest, fastest, and longest dive coaster. The first phase on the dive coaster started in conjunction with National Roller Coaster Day, as crews prepared the coaster site for the ride's foundation and utilities. The coaster will be located adjacent to the park's Journey to Atlantis attraction in the southeast corner of the park.SeaWorld previously said the ride would be called "Mako," after the endangered species of shark. Now, the park says the name is up in the air with several options being considered, City News Service reported.RELATED: SeaWorld San Diego offers end-of-summer saleThe coaster will climb 153 feet, leaving riders' feet dangling in the air. For two minutes, riders will zip through inversions, a barrel roll and Immelmann loop, hammerhead turn, and flat spin along 2,500 feet of track. Each car will hold 18 riders in three, six-person rows.Aquatic education will play a role in the attraction as well.
