XIANGTAN, Hunan, Dec. 1 (Xinhua) -- Experts and rescuers said Wednesday there was little hope of finding seven miners trapped underground alive after a coal mine was flooded nearly one day earlier in Hunan Province. The flood happened at 11:38 p.m. Tuesday in a pit at the Yide Coal Mine in Xiangtan County, trapping seven miners at a depth of 89 meters, said Zhao Jun, one of the experts involved in the rescue operation. The miners were believed to be stranded in a tiny area and it is possible they have drowned, said Zhao, who is also the chief engineer of Hunan's Coal Industry Bureau. In addition, the oxygen density was tested to be 8 percent at a depth of 83 meters in the flooded pit, indicating less oxygen at the level where the miners were trapped, which increases the possibility of suffocation, rescuers said. However, rescuers are still trying to install more pumps to drain the water.A spokesman with the emergency rescue headquarters said Yide, a small mine that had doubled its annual output to 60,000 tonnes after recently merging with a neighboring mine, had been warned due to safety concerns, both orally and in writing, over the past four weeks.Senior executives and major shareholders of the mine are now in police custody.
UNITED NATIONS, Jan. 18 (Xinhua) -- China welcomes the smooth completion of the referendum in south Sudan, which is "an important step" towards the full implementation of the Comprehensive Peaceful Agreement, a senior Chinese diplomat said here on Tuesday. Addressing an open debate on the situation of Sudan in the Security Council, China's deputy permanent representative to the UN Wang Min said that the referendum in south Sudan is not an end in itself in implementing the CPA, instead, realizing sustainable peace, stability and development in Sudan is the final purpose. "No matter what the outcome of the referendum is, it is imperative to ensure the long-term peace and stability in Sudan and the region at large," said Wang. Wang noted that China hoped to see the north and south Sudan would continue to conduct dialogue and consultations, so as to reach an earlier agreement on such issues as the status of Abyei, wealth sharing and border demarcation, lying down a foundation for further promoting the north-south peace process. On Saturday, South Sudan referendum polling centers closed. The referendum will determine whether south Sudan remains a part of Sudan or becomes independent, in accordance with the 2005 CPA that ended a long-running north-south civil war. In order to assist Sudan in the referendum, China has donated to the Southern Sudan Referendum Commission 500,000 U.S. dollars in cash and provided its bureau with support in kind. China has also sent a group of observers to Sudan. Wang reiterated China's willingness to "work together with the international community and the parties concerned to continue to play an active and constructive role in promoting the long-term peace, stability and development of Sudan." Concerning the situation in Darfur region, Wang said that China supports a peaceful and comprehensive settlement to the Darfur issue, in particular the tackling of the root causes for the issue. "At present, the security situation in Darfur is very fragile, and humanitarian assistance is faced with many difficulties, " said Wang, "the root cause is the lack of a strong and widely supported political agreement in Darfur." China called on the Security Council and international community to strengthen support for political process in Darfur and urged the Darfur rebel groups to join the peace talks without conditions and delay, said Wang.

BEIJING, Dec. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang has called for strengthening efforts in ecological and environmental protection as the country strives for economic restructuring and improving people's livelihoods.Li made the remarks Monday at a meeting on the application of research results on China's environment. The research project was launched three years ago to map out a macro environmental strategy for the country.Li visited an exhibition to show the research results of hundreds of experts and scholars in the environment sector, saying that the findings should be used as a source of reference in the country's next five-year pprogram (2011-2015) to promote environmental protection.Li then exchanged views with experts during a meeting, saying that China had made achievements in the environmental protection efforts in its 11th five-year program period (2006-2010), having fulfilled major pollution control targets.Chinese Vice Premier Li Keqiang (C), shakes hands with an expert attending a meeting on the application of research results on China's environment in Beijing, capital of China, Dec. 20, 2010. The research project was launched three years ago to map out a macro environmental strategy for the country. According to Minister of Environmental Protection Zhou Shengxian, during another meeting on Tuesday, the sulfur dioxide index is expected to drop 14 percent in 2010 compared with the 2005 level. Also, the index of Chemical Oxygen Demand (COD), a measure of water pollution, is expected to decrease 12 percent.China's 11th five-year program set out to reduce COD and sulfur dioxide levels by 10 percent over this period. However, Li stressed that China faced more pressure in environmental protection than any country in the world, since it was a developing nation striving for modernization and with a huge population of 1.3 billion.China should innovate its development mode and endeavor to make the two, development and environmental protection, promote each other, he noted.Li said the country should set up a people-oriented conception in environmental protection efforts, and carry out major projects regarding sewage disposal, waste processing and water environment in urban areas.Efforts would also be devoted to prevent and treat rural area's pollution problems and ensure the safety of drinking water and food, Li said.Li called for improving related laws and regulations and fully completing the government's responsibility in the environmental protection sector.
WASHINGTON, Dec. 2 (Xinhua) -- China's rapid economic growth is good for the U.S. workers, and the U.S. government is committed to improving bilateral economic relations with China, said U.S. Commerce Secretary Gary Locke on Thursday."China has lifted almost 200 million people out of poverty (in the past two decades). And in the years ahead, hundreds of millions more Chinese will ascend into the middle class," Locke said at a U.S.-China commercial relations forum, which was held in Washington ahead of the U.S.-China Joint Commission on Commerce and Trade (JCCT) session scheduled for Dec. 14-15."The United States welcomes this growth because this is good for the people of China ... it's good for the global economy, and good for U.S. business and ultimately, U.S. workers," said Locke. He noted that as recently as 40 years ago, the commercial relationship between the United States and China barely existed. But in the recent decades, "we have seen our countries grow progressively closer."In 2009, the bilateral trade volume reached some 365 billion dollars. China was the largest supplier of U.S. goods imports in 2009 and was the third-largest market for U.S. exports, only after Canada and Mexico.Locke mentioned that as U.S. Commerce Secretary, he has visited China for four times."Each time I visit China, I'm absolutely amazed by the transformation and the progress within China," he said.Locke noted that although there are disagreements between the two sides, there are more opportunities for cooperation."In many areas, especially in emerging industries, like clean energy and biotechnology, the interests of China and the United States are tied together. And the reform as good for the U.S. will be good for China as well," he added.Locke also revealed that during the upcoming 21st session of the JCCT in Washington D.C., the two countries will seek to further "nurture and improve the most highly-scrutinized bilateral economic relationship on Earth.""This is our most important bilateral dialogue or mechanism for resolving trade and investment issues between our two countries," he stressed. The session will be co-chaired by Locke and U.S. Trade Representative Ron Kirk with Chinese Vice Premier Wang Qishan. U.S. Secretary of Agriculture Tom Vilsack will also join the dialogue.
