OAKLAND, Calif. (AP) — Facebook says it has prepared new safeguards for the 2020 U.S. elections.The social media giant says the changes will help it better prepare to deal with candidates who prematurely declare victory or contest official results, as well as the possibility of voter intimidation by alleged — and potentially armed — “poll watchers.”It's also removing calls for people to “watch” polling places if the apparent goal to intimidate voters and election officials.The company will also halt all political advertisements once polls close on Nov. 3. OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674

On Aug. 26, 2017, 15-year-old Damon Grimes was involved in a police pursuit while driving an ATV in Detroit. That pursuit ended in a crash that claimed Grimes’ life.Reporters at Scripps station WXYZ in Detroit requested video from the crash under the Freedom of Information Act, and received 25 hours worth of video from police body cameras and dash cameras, surveillance video and cell phone video shot by witnesses that tell the story of the senseless death.Officials did not provide footage from the dash cam of the pursuit by Michigan State Troopers, Mark Bessner and Ethan Berger.At 5:31 p.m., video shows Damon Grimes riding his ATV down Rossini Avenue and Gratiot in Detroit. At that time, Trooper Mark Bessner requested priority to chase an ATV.“He flipped. Flipped!” Detroit Police Officer Williams said, video shows.“Yup, tell them there’s an accident,” said DPD Officer Boersman, who was first on the scene.Grimes had hit a parked Ford F-150 with his ATV and he flew off the four-wheeler.“0-9, he’s slowed down, we tased him and he crashed out. OCEANSIDE, Calif. (KGTV) -- A medical examiner’s report gives new details about an Oceanside plane crash in January. According to the report, 58-year-old Raymond Petty Jr. had cocaine and marijuana in his system at the time of the crash. Initial reports indicated that Petty was the pilot, but the Oceanside Police Department said it was possible to fly the plane from either seat. The plane crashed into a hillside off State Route 76 near Canyon Drive in late January. Heavy fog in the area blanketed the crash site, preventing it from being spotted for several hours.
