OCEANSIDE, Calif. (KGTV) - An Oceanside man says he and his puppy were mauled by an unleashed dog while out for an evening walk. On Monday around 11 p.m. near Albertsons on Mission Avenue, Kevin Humphrey was taking his 7-month-old terrier mix Stitch out for his final walk when he saw a homeless man and his brown-and-white pit bull, loose. Humphrey says the owner managed to catch up to the dog and leash him.Humphrey went on with his walk along the back side of the shopping center, when he says he saw the dog, unleashed again. Humphrey picked his dog up and started running, but didn't get far."It just starts biting at me and biting at me. He tries to bite my dog's throat out," said Humphrey.Humphrey says the dog bit him in the back and arm before latching onto his puppy's throat. His puppy's life on the line, Humphrey jammed his hand into pit bull's jaws."I put my hand in the dog's mouth so he wouldn't bite. I'm crying, 'Don't kill my dog! Don't kill my dog!" said Humphrey.After a tortuous 20 minutes, the dog finally let go. Humphrey raced to get help for his dog and then himself. Stitch suffered more than a dozen bites. For Humphrey, torn tendons and bone fragments in his hand led to two surgeries.The San Diego Humane Society says the homeless man contends Humphrey went into his tent and provoked his 4-year-old dog, which Humphrey denies. The pit bull is under a 10-day quarantine. If he's reclaimed, he'll have to wear a muzzle. 1458

One day after 17 lives were taken during a school shooting in Florida, a grandmother in Everett, Washington was given credit on Thursday for foiling a planned school shooting, according to a police press release. According to the press release released on Thursday, the grandmother of 18-year-old high school student Joshua Alexander O'Connor called 911 after finding O'Connor's journal that allegedly detailed plans to kill classmates. After the grandmother showed law enforcement the journal, O'Connor was arrested on Tuesday for attempted murder. Police said detectives seized O’Connor’s journal, inert grenades, a cellular phone and a High Point 9 mm carbine rifle following a search warrant. “This is a case where the adage ‘see something, say something’ potentially saved many lives,” said Everett Police Chief Dan Templeman. “It is critically important for community members, to include students and parents, to remain observant and immediately report odd or suspicious behaviors with our children or with fellow students. We were fortunate that a family member believed there were credible threats and contacted law enforcement for further investigation. I’m sure the decision was difficult to make, but fortunately, it was the correct one.”O'Connor's bail has been set at million. O'Connor is a student at ACES High School in Everett. Only a handful of countries are allowing Americans in without restrictions, and the U.S. State Department is urging all Americans to avoid international travel due to COVID-19. For those who still want to go abroad, things will likely look very different.Carol Bryant, a travel advisor, just returned from a trip to Mexico.“I went for a few reasons. One, because I love it down there. I've been going there for years,” Bryant said. “I also wanted to see what it was like, so I could tell people what my experience was.”Mexico is one of the few countries currently allowing Americans in without restrictions.“I felt safer there than I feel here," Bryant said. "I think it was a much more consistent enforcement. My feeling is this isn't going away anytime soon and we need to find a way to live with it.”Each country is responding differently to American visitors.“There is a ban on Americans traveling to any of the countries in the Schengen area so that does leave Ireland and Britain open as far as European countries go,” Hannah Oreskovich, a travel influencer and marketing consultant, said.Since COVID-19 started spreading, she hasn’t traveled outside the U.S.“There’s definitely some countries who are taking advantage of those opportunities right now who probably need the tourism,” Oreskovich explained.The airline Emirates is a prime example, recently announcing passengers will receive free COVID-19 insurance. This could include medical expenses and quarantine costs. But countries change their rules about who is allowed in, and who must quarantine upon arrival, depending on case numbers.“Their numbers look good so they loosen things. Their numbers start to go up, they tighten it down,” Bryant said.“Lots of what I’m seeing, you have to test before you go and test when you get there and you're still quarantining maybe,” Sherry Ott, a travel blogger, said. ”They have to have a way to be able to check people in quarantine.” Ott is talking about Ireland, a country allowing Americans in with restrictions. One of those restrictions includes being in self-quarantine for two weeks upon arrival.“They haven't been checking it very much, so it hasn't been really as effective as they would've liked it to be,” said Ott, who has been a travel blogger since 2006. “There is a wide range," said Bryant of international restrictions. "Bahamas recently was going to start letting people in, and then they said, 'We will let you in, but you have to stay in a government-run facility at your own expense. Different countries are doing different things, but it changes all the time.”So, how do you plan a trip if rules change daily?“Get travel insurance that lets you cancel for any reason. (AP) — A federal judge has stopped the 2020 census from finishing at the end of September and ordered the once-a-decade head count of every U.S. resident extended for another month through the end of October. U.S. District Judge Lucy Koh said in her ruling late Thursday that a shortened schedule would likely produce inaccurate results. A coalition of civil rights groups and local governments had sued the Census Bureau in an effort to prevent the 2020 census from stopping at the end of the month. They said the shortened schedule would undercount residents in minority and hard-to-count communities.Koh said inaccuracies produced from a shortened schedule would affect the distribution of federal funding and political representation. The census is used to determine how .5 trillion in federal spending is distributed each year and how many congressional seats each state gets.Government attorneys had argued that the census must finish by the end of September to meet a Dec. 31 deadline for turning over numbers used for deciding how many congressional seats each state gets.Koh’s preliminary injunction suspends that end-of-the-year deadline, too. (AP) — Northern California authorities have arrested a woman they say scammed ,100 from a 75-year-old who lost a home in a wildfire last year that killed 85.The Butte County Sheriff's Office announced Tuesday the arrest of 29-year-old Brenda Rose Asbury for elder abuse, embezzlement and grand theft.Detectives say Asbury stole from an insurance settlement that the victim received after losing a home in the 2018 Camp Fire.A warrant for her arrest was issued in September.Asbury turned herself in to Butte County authorities on Monday after driving three days from Tulsa, Oklahoma, and on the advice of her attorney, Michael Erpino of Chico.Sheriff's office spokeswoman Megan McMann said Asbury is in jail on ,100 bail.She is scheduled to be arraigned Thursday. 793
