SAN DIEGO (KGTV) -- Several University Heights residents are searching for a parrot they say flew out of their home and hasn’t been seen since. According to the owners, the 18-year-old parrot named Lily flew out of their home on Rhode Island Street on January 7. According to a Lily’s owners, the bird can fly but isn’t used to it. The parrot has a blue chest and head and the rest of her body is green. The search is becoming more and more dire, according to Lily’s owners. "It really feels very impossible,” said Mary Beth Cruden. On top of Lily not having food and water, nights have been cold across the county. "Really devastated about it. I loved the bird, the bird loved me,” William Smith told 10News. Lily’s empty cage now sits at the end of the driveway. Bird experts say if she smells something familiar she may come home. The family is hoping someone spots their beloved pet. "I would expect her to come walking up that street on her little two feet, she's practically a human being,” Smith said. Smith says if you spot Lily on the ground, hold your fingers close to her chest and she should hop on. Then hold on tight. The pair is offering a 0 reward to anyone who returns Lily. 1203

SAN DIEGO (KGTV) — San Diego State says 120 more confirmed and probably coronavirus cases have been reported in the school's off- and on-campus student population.The new cases bring SDSU's total student COVID-19 count to 184 cases since the fall semester began last week.The school says county health officials it investigating "multiple clusters" of coronavirus cases among students in the university community, including a previously announced outbreak on Wednesday.RELATED: San Diego State moves all classes online for 4 weeks as student cases riseOfficials say among the cases, 14 groups have been identified within different locations. Some of these groups may eventually be linked to outbreaks.SDSU says none of the cases under investigation are related to on-campus educational activities, including classes or labs. No known cases have been reported in school faculty, staff, visitors, or vendors.The school advised that all undergraduates students who have attended gatherings or think they may have been exposed should get tested and isolate themselves. The county estimated that each SDSU student case averages 4.5 contacts each.“SDSU undergrads need to stay home within their living units this weekend and help us stop the spread within your campus community,” said Wilma Wooten, County public health officer. “If you have been to parties and social events, you need to get tested, now. And isolate until you get results.”Students can call 2-1-1 or their medical providers and stay home if they become ill. They may also contact Student Health Services at 619-594-4325 (Monday through Friday) or the Nurse Call Line at 858-225-3105 (after hours and during weekends and holidays). Greeters, or wellness ambassadors, are also on campus to remind students of COVID-19 policies.Violation of the policies can result in suspension or in extreme cases, expulsion.As of Friday, SDSU has issued 457 COVID-19 policy violations. Of those, 285 have already been settled and eight organizations have been issued notices of investigation. SAN DIEGO (KGTV) — San Diego's City Council head Friday called for a temporary stop on dockless scooters in San Diego until a new plan is developed.President Pro Tem Barbara Bry has called for a moratorium on electric scooters, saying, "enough is enough – scooter companies have had their opportunity." "In May, the City Council approved a permitting and regulatory program that went into effect on July 1. We believed these rules could help reestablish order on our sidewalks," Bry said in a statement. "Instead, we are left with companies willfully ignoring staging restrictions and geofencing requirements."The City Council voted unanimously, in fact, for those regulations, which include:Speed limit drop from 15 mph to 8 mph on the Boardwalk or 3 mph in other high-traffic areas;Bans users from parking scooters near school, hospitals, and Petco Park;Creation of designated scooter corrals so the vehicles do not congest sidewalks; andRequire scooter companies to pay a permit fee of a little more than ,000 every six months, as well as a 0 per device fee.San Diego law enforcement has since been tasked with enforcing the new policy.Even still, Bry says the situation has worsen for residents."Emergency rooms and urgent care centers are filling up with severe injuries. City resources are being wasted to collect and store inappropriately parked devices, and we don’t even know if the fines cover our costs," Bry said, adding a "scooter graveyard" now poses an environmental hazard.Just this last week, scooter companies were left scrambling to recover more than 2,500 dockless scooters and bicycles seized during Comic-Con weekend. Those scooters and bikes were stored at the city’s operation yard in Balboa Park. Companies must pay per impounded device — plus a storage fee — to recover them before the city moves them to its impound yard in Miramar.San Diego has installed scooter corrals to keep the devices organized in high traffic areas, but that hasn't addressed all the issues. San Diego Mayor Kevin Faulconer says Lime Bike, Bird, Skip, and Lyft have all violated its terms of operation in regards to geofencing and operating restrictions.Bry said a temporary ban is needed ban until a "fiscally responsible, well-thought out" plan is developed. 2282
