It adds to happiness of the anniversary of the People's Republic, and it brings the Expo 2010 Shanghai event to a new height. At the outset, I wish to extend, on behalf of the Chinese government and people, warm welcome and sincere thanks to all distinguished guests attending the China National Pavilion Day events.Expo 2010 Shanghai is the first such global event hosted by a developing country in the history of the world expo. In the past five months, participants from 246 countries and international organizations have gathered by the Huangpu River to attend the Expo. The Expo site has hosted over 100 foreign leaders and nearly 60 million Chinese and foreign visitors. Together with the over two million dedicated volunteers from home and abroad, they have made "Better City, Better Life" a living reality. In the less than six square kilometer Expo Park, pavilions of diverse styles bearing distinct features of different countries stand alongside each other, hosting creative exhibitions and various cultural performances, not to mention the unique Urban Best Practices Area and the inspiring forum dialogues. Together, they form a vivid picture of the diverse world and the harmonious co-existence of different cultures and civilizations. We have every reason to believe that, with concerted efforts of all sides, Expo 2010 Shanghai will surely be a successful, splendid and unforgettable event. For over 5,000 years, generation after generation of the Chinese people of different ethnic groups have lived on this vast land. The contribution they have made to the progress of human civilization is significant and indelible.Over the past 60 years or more since the founding of the People's Republic of China, the Communist Party of China has led the Chinese people of all ethnic groups in an earth-shaking and pioneering endeavor and succeeded in bringing about three historic shifts: the shift from a semi-colonial and semi-feudal society to a new society of national independence, where people are the masters of their own country; the shift from a new democratic revolution to a socialist revolution and development; and the shift from a highly centralized planned economy to a robust socialist market economy and from a closed or semi-closed state to one of all-round opening up. BEIJING, Aug. 29 (Xinhua) -- Xie Yun, a 24-year-old new graduate, felt excited when he opened the door of the 50-square-meter apartment he rented in Changzhou city of east China's Jiangsu Province.Starting work in a computer company in July, Xie is one of the lucky few who enjoyed lower rents offered as part of the local government's affordable housing program. He pays 4.5 yuan per square meter for one month, around 10 percent of his monthly income.Also, the apartment is equipped with an air conditioner, a TV set and automatic drying racks."I'm quite satisfied, and I prefer to rent such an apartment rather than buy one," said Xie.Xie's home is one of 133 small-sized public-rent apartments purchased by the Changzhou government and rented to low-income families and the newly employed. Monthly rents varied from 3.5 yuan to 4.5 yuan per square meter, about 30 percent of the average price in Changzhou.In the city's southern section, migrant workers pay even lower costs."I only need to pay one yuan per day for renting a bed in the dormitory-like apartment, sharing a balcony and a toilet with eight people," said Chen Ling, an 18-year-old worker in an electronic firm in Changzhou.The 260,000-square-meter residential community provides 5,000 migrant workers with basic living facilities, including a supermarket, shopping mall, bank, Internet bar and dining hall.The Changzhou government has so far built as well as bought 10,500 units of public-rent housing, and offered 11,400 units of low-rent homes to migrant workers.

BEIJING, Aug. 31 (Xinhua) -- China's banking regulator will strictly implement the central government's macroeconomic policies that aim to curb soaring housing prices, an official said Tuesday.Ye Yanfei, deputy head of the Statistics Department of the China Banking Regulatory Commission (CBRC), said the CBRC will restrain speculative property investment and support the building of affordable housing while controlling risk.China's housing market and lending to the property sector are crucial to the national economy and people's livelihood, as well as to the stable and steady development of the nation's banking sector, Ye said at a seminar in Beijing.Ye's remarks come after the banking regulator said it would further "instruct and monitor" commercial banks' efforts to strengthen the management of lending to home-buyers.Ye's comments echo those of Zhang Ping, director of the National Development and Reform Commission, who said last Thursday in a report to China's top legislature the government will "further implement the measures meant to curb excessive gains in housing prices and resolutely restrain speculative property investment in the second half the year."Ye also said the CBRC has pushed lenders to test the impact of falling house prices, although the regulator said earlier that hypothetical scenarios examined in stress tests do not herald any change in policyHousing prices in major Chinese cities rose 10.3 percent year on year in July, slower than the 11.4 percent growth rate in June, according to official figures.On a monthly basis, housing prices in June fell 0.1 percent from May and July prices were unchanged from June.
